COVINGTON, Kentucky — The Kenton County, Kentucky Sheriff’s Office agreed to a 7,000 settlement with the families of two elementary students handcuffed by school resource officers in 2014, according to the American Civil Liberties Union.The children were handcuffed above the elbow behind their backs for misbehavior which the Children’s Law Center said was related to disabilities. The Children’s Law Center and ACLU filed a lawsuit against the sheriff’s office in 2015 over the incidents.The ACLU claimed the handcuffings were in violation of the students’ rights. The Covington students -- a boy and a girl -- both had attention deficit hyperactivity disorder, histories of trauma and other disabilities, according to the lawsuit.Video of a boy handcuffed and squirming in a chair even got the attention of the U.S. Department of Justice, which also investigated the school district’s disciplinary practices after the lawsuit was filed. Although the independent investigation did not find the district guilty of wrongdoing, the Department of Justice said that the Americans with Disabilities Act applies to school resource officers, and school policies should dissuade the "school-to-prison pipeline" created by criminalizing misbehavior.In 2017, Covington Independent Public Schools agreed to a settlement with the U.S. Department of Justice and a new set of guidelines for disciplining children with disabilities.Later that year, a federal judge found that it was unconstitutional for school resource officers to handcuff the children.According to the ACLU, “both children had repeated nightmares, started bed-wetting, and would not let their mothers out of their sight,” after the handcuffings.WCPO televisions station in Cincinnati reached out to the Kenton County Sheriff’s Office for comment but has not heard back. 1860

CLEVELAND — After the team announced it will be changing its name, Cleveland Indians owner Paul Dolan sent a letter to fans addressing the decision.Dolan said that as a fifth-generation Clevelander, he understands the impact and importance of the decision to change the name. He said while many fans may be upset that the team they grew up with will soon have a different name, the most important part of the team isn’t changing."Like many of you, I grew up with this name and have many great memories of past Indians teams: the World Series appearances, Cy Young winners, the longest win streak in MLB history, and countless other unforgettable moments that brought our team, fans, and community together,” Dolan wrote. “These memories will forever stay in our hearts, minds, and record books, and we will continue to recognize our ball club’s remarkable legacy. While I have often associated these unforgettable memories with the name Indians, I sincerely believe Cleveland is the most important part of our team name.”Dolan credited the team’s progressive history and said the decision to change the name only helps keep up with the organization’s high standard.“Ultimately, we found our organization is at its best when we can unify our community and bring people together around our shared interest in our home team – and we believe a new name will allow us to do this more fully,” Dolan wrote. “We often celebrate being the first team in the American League to have an African American player in Larry Doby and the first African American manager in Frank Robinson. Clean air can feel hard to find right now.The American Lung Association is working help though, by supporting the production of electric cars.The association wants every car to be electric by 2050 and says the move could save thousands of lives as well as billions of dollars.“We know that air pollution is still a significant health threat,” said Paul Billings, Senior VP of Advocacy at the American Lung Association. “We know that air pollution makes respiratory infections worse and we know that climate change is impacting everyone's health today.”The association’s new report also calls for less coal power and more wind and solar. To get to their goal, they want people to learn more about electric cars.“People have range anxiety. They are afraid they're not going to be able to get as far as they need to go, but today's electric cars can go 300 miles per charge. The average daily miles a consumer drives is around 40 or 50 miles, so you would only need to recharge maybe once, twice a week,” said Billings.The association says auto and policy makers need to do a better job of advertising and selling these vehicles. They want to see more incentives to buy, and more charging infrastructure.A review of more than 700 scientific studies found traffic pollution causes asthma attacks and impairs lung function. The America Lung Association says reducing emissions by 2050 could prevent 93,000 asthma attacks.They say it could create a fairer world when it comes to health, since communities of color are more likely to live closer to major pollution sources. 1574

COLUMBUS, Ohio — Republicans in the Ohio House of Representatives, led by State Rep. John Becker (R-Union Township, Clermont County), announced Monday that they have drafted articles of impeachment against Ohio Gov. Mike DeWine (R) in regards to his COVID-19 response, which the state rep described as “abuses of power,” despite the governor’s recent all-time high approval rating.Becker drafted 10 articles of impeachment against DeWine, stating the governor “has violated the Ohio and United States Constitutions, as well as multiple sections of the Ohio Revised Code.”The violations, Becker said, stem from closing in-person polling during the primary election while allowing other businesses to remain open, and the mask mandate.In his announcement, Becker expressed disdain for the mask mandate DeWine ordered in an attempt to mitigate the spread of COVID-19 in Ohio as cases began to surge across the state in July. The state rep claimed that forcing Ohioans to wear a mask or covering as a condition of employment makes “Ohio a hostile work environment.” He went on to say “many Ohioans find the mask mandate offensive, degrading, humiliating, and insulting.”Becker made the following statement regarding his efforts to impeach DeWine:"I kept holding out hope that we wouldn’t get to this place. For months and months, I’ve been hearing the cries of my constituents and of suffering people from every corner of Ohio. They keep screaming, “DO SOMETHING!” They are hurting.
