The U.S. again broke its daily record for new confirmed cases of COVID-19 on Wednesday, as local health departments recorded 50,000 new confirmed cases of the virus, according to a database kept by Johns Hopkins.The previous record was set Tuesday when health departments reported about 45,400 new cases.The figures highlight a continued spike in cases throughout the country over the past few weeks. Prior to the recent peak, the highest daily increase in confirmed cases came on April 24, when health departments reported about 36,400 new cases. The U.S. has recorded at least 38,900 new cases every day for the last week.(John's Hopkins)Because the Johns Hopkins database is reliant on reporting from local health departments, the data doesn't necessarily reflect a patient's day of infection. Daily case numbers are often higher mid-week because some local health departments or test centers may be closed on weekends.It's not just cases that are on the rise. The Trump administration will impose more sanctions on Russia under a chemical and biological warfare law following the poisoning of a former Russian agent and his daughter in the UK earlier this year, the State Department announced Wednesday.In a statement Wednesday, State Department spokeswoman Heather Nauert said the US had made this decision on Monday, and accused Russia of violating international law. The statement anticipated the sanctions would go into effect around Aug. 22 in line with the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991.Sergei Skripal, a former Russian spy, and his daughter Yulia Skripal were hospitalized and treated for a nerve-agent attack in March. Yulia Skripal was discharged from the hospital in April, and her father was discharged in May.The State Department notified Congress on Wednesday of the first of two potential tranches of sanctions required under the 1991 law. Unless Russia takes certain steps, a second set of penalties -- more stringent than this first round -- must follow, according to the law.The first set of sanctions targets certain items the US exports to Russia that could have military uses -- so-called dual use technologies. These are sensitive goods that normally would go through a case-by-case review before they are exported. With these sanctions, the exports will be presumptively denied.A senior State Department official said there would be carve-outs however.The US would then require Russia to assure over the next 90 days that it is no longer using chemical or biological weapons and will not do so in the future. Additionally, the criteria in the law call for Russia to allow on-site inspectors to ensure compliance.The official said that if Russia did not meet the demands, the US "will have to consider whether to impose a second tranche of sanctions as specified by the statute."The United Kingdom welcomed the move from the US on Wednesday. In a short statement, a government spokesperson said, "The strong international response to the use of a chemical weapon on the streets of Salisbury sends an unequivocal message to Russia that its provocative, reckless behaviour will not go unchallenged." 2212

The so-called cone of uncertainty for Tropical Storm Jose now includes North Carolina's Outer Banks, Maryland and Delaware, after the National Hurricane Center on Thursday shifted its potential path west.The cone shows the probable track of the center of a storm over a five-day period.With maximum sustained winds of 70 mph, Jose is a tropical storm after being a hurricane through the week. The storm is expected to strengthen and become a hurricane again by this weekend, the center said. At one point last weekend, Jose was a Category 4 hurricane.Jose, which recently completed an odd clockwise loop, is forecast to move closer to the United States before turning north. The vast majority of computer models still keep the storm out to sea, but a few show it making a potential landfall along the East Coast, CNN meteorologist Brandon Miller said."Jose could produce other direct impacts next week along portions of the east coast of the United States from North Carolina northward to New England, but it is too soon to determine what those impacts might be or where they could occur," the hurricane center said.Track the storm hereThe inclusion of the Outer Banks in Thursday's advisories marked the first time the United States mainland has been in the forecast cone tracking Jose.As of 11 pm on Thursday, Jose was in the southwest Atlantic Ocean, about 375 miles northeast of the southeastern Bahamas, and was moving west-northwest at 8 mph.No matter its path, Tropical Storm Jose is expected to bring rough surf and rip current conditions in the next few days. The swells generated by Jose are affecting Bermuda, the Bahamas, the northern coasts of Hispaniola and Puerto Rico and the US Southeast coast. Those effects will spread north along the mid-Atlantic coast in the next few days.Jose is the sixth named hurricane of the Atlantic basin season, which lasts through November. The peak of hurricane season is generally from mid-August to mid-October. Two major hurricanes, Harvey and Irma, have hit the United States, with Irma also demolishing islands in the Caribbean. 2089
