VALLEY CENTER, Calif. (KGTV) - A major San Diego County horse rescue is under fire for how it handles its horses and donations. The founder of Valley Center’s HiCaliber Horse Rescue is accused, in part, of raising thousands of dollars to rescue horses from slaughter, only to euthanize them by gunshot.The controversial nonprofit was just investigated by county officials and now state officials are looking into it.Michelle Cochran founded and runs the rescue, which has more than 150 horses on its property. She is the self-described “bad girl of rescue”, an edgy, foul-mouthed woman with purple streaks in her hair and facial piercings.Her rescue has more than 50,000 followers on Facebook. It’s where she posts videos of her trips to horse auctions, where she begs for money to buy livestock that she says would otherwise be shipped to slaughterhouses in Mexico. She also posts photos of malnourished and injured horses she says she hopes to rescue.Once donations come in, she and her volunteers and the purchased horses return to the Valley Center property. Some of the horses get rehabilitated. Some get shot.“You’re accused of buying horses that can’t be saved, raising money to save them and then shooting them,” we tell Cochran.She responds, “It costs money to save them. It costs money to diagnose them. It costs money to haul them. It costs money to get their [bodies] removed.”She tells us she knows that some of the horses will be euthanized when she purchases them. She calls them “compassion pulls”, horses she says are too sick to rehabilitate, but deserve a more dignified death than slaughter.Her veterinarian is Dr. William Talbot.He explains, “It’s not a pleasant thing but it is done properly and it’s a humane method of euthanasia.”Cochran adds that gunshot euthanasia is safer and faster than lethal injection, which can cause horses to thrash with fear, jeopardizing horse handlers' safety.10News independently verified that gunshot euthanasia for horses is legal in California. On their various social media platforms, Cochran’s critics express their negative feelings about this method, but their real problem is with the horses' living conditions and fundraising practices.“I think she needs to step away,” says Abby Kogler. She’s a professional horse trainer and horse owner who says she’s been on the rescue’s property. “The piles of poop are as big as my house. It’s a pest fest,” she says.Kogler believes money is Cochran’s motivator, adding, “We’re against buying really harmed horses from the abusers and then taking trusting people’s money [when they think] they’re saving horses from nonexistent slaughter pipelines and then [the horses are] just put down.”San Diego County officials tell us there’s no signs of abuse or neglect. That’s according to a recent investigation that was conducted by a contracted third party, since Cochran used to work for the county as an animal control officer.The nonprofit admits it purchased 17 “compassion pulls” last year. It reports it euthanized another 54 that could not be rehabilitated, but that’s out of a total of more than 400 horses it reportedly rescued. It reports it adopted out more than 150 horses.HiCaliber has not filed its 2016 taxes, citing getting an extension after an administrator had a family emergency. We found the rescue's 2015 IRS records, which showed it totaled more than 0,000 in revenue with only about ,000 going to management expenses. The rescue claims it spends up to ,000 a month on operations costs.Cochran acknowledges that she should reduce the number of horses on the rescue’s property and says she’s working on that with the county.The California Veterinary Medical Board is investigating the nonprofit. The new limit will roll out to Twitter users in almost all 40 languages Twitter supports.In late September, Twitter began a test of 280-character tweets with a small group of users.Like many Twitter changes, some users complained about the move.Interestingly, Twitter said that after the novelty of tweeting more characters wore off, most people in the test stopped tweeting the full length.According to the company, only 5% of tweets sent from people in the 280-character test group were longer than 140 characters, and just 2% were over 190 characters.The new character length won't apply to Japanese, Korean or Chinese-language tweets. Those languages can convey twice as much information in less space, so tweets will remain at 140 characters, Twitter said.Of course, the change means America's highest-profile Twitter user, President Trump, will have more space. Twitter cofounder Biz Stone had said the prolific Twitter user was not in the test group.The move modifies a fundamental aspect of Twitter. Aside from the test, the social network's character limit hasn't changed since the company launched in 2006.The 140-character length wasn't a random choice: Twitter's founders wanted tweets to fit in a text message, which can only hold 160 characters. So Twitter chose 140 characters for the tweet, and 20 characters for the user name.During the 280-character test, some users argued Twitter should focus less on the length of the tweets and more on the content. Two people were found dead in a South Euclid, Ohio home early Saturday morning following a 12-hour standoff tied to the investigation of a Beachwood, Ohio doctor who was found shot to death on Thursday.Around 7:30 p.m Friday, SWAT converged on a second house belonging to Dr. Richard Warn in the 4300 block of Elmwood Road to serve a warrant with homicide detectives. Warn was found dead the previous day inside his Beachwood home on Brentwood Road.SWAT officers made entry into the residence using an armored vehicle and were met with gunfire. Authorities retreated and over the next 12 hours attempted to make contact with the people inside. On Saturday morning SWAT entered the house and found two white males dead inside, police said.The Ohio Bureau of Criminal Investigation is processing the scene for evidence.Police said the two men were persons of interest in the doctor's death. Their identities have not been released, and it's not known how they died.Watch the press conference regarding the SWAT standoff below: 1052

US authorities will remove restrictions on importing African elephant trophies from Zimbabwe and Zambia.That means Americans will soon be able to hunt the endangered big game, an activity that garnered worldwide attention when a Minnesota dentist took Cecil, perhaps the world's most famous lion, near a wildlife park in Zimbabwe.A US Fish and Wildlife Service spokesman said the move will allow the two African countries to include US sport hunting as part of their management plans for the elephants and allow them to put "much-needed revenue back into conservation."Critics, however, note the restrictions were created by the Obama administration in 2014 because the African elephant population had dropped. United Airlines has established a new policy for transporting pets in cargo holds that includes banning dozens of dog breeds and several types of cats.The new policy takes effect June 18, when the carrier will resume reservations for its PetSafe program. The airline temporarily stopped the program in March after a series of high-profile incidents involving pets that were lost and others that died on United flights.United said it will be working with American Humane, an animal-welfare group, to improve the well-being of pets that travel on United, both in the cargo hold and in the cabin. Through the rest of the year it will continue to “make enhancements as needed to further improve the safety and care of animal transportation,” United said. 773
