San Diego (KGTV) -- North County parents and students are voicing safety concerns after the Vista school board voted 3-2 not to restore law enforcement at school sites next year. The Vista Unified School District made its decision early Friday morning despite backlash from some parents."We seem to need constant reminders so we've had Columbine, Parkland, Sandy Hook, and on a day we're pleading for safety another tragedy hits," one parent told 10News.The parent was referring to Thursday's shooting at Saugus High School just north of Los Angeles. A student gunned down a group of teens on campus killing a 16-year-old girl and a 14-year-old boy. Three other teens were injured in the rampage.RELATED NEWS: Police officials continue investigation into shooting at California high school that killed 2The Vista school board is citing budget challenges for their decision but said will look for alternative funding and continue discussions. School resource officers and mental health officers were among the budget cuts made to trim million dollars in a meeting earlier this month. The board said they may restore in coming weeks but not at this time. 1165

SAN DIEGO (KGTV) - Parents at a charter school in Chollas View are sounding the alarm after learning the fate of their founder and current director is now uncertain. This past spring, Patricio Ramirez graduated from Gompers Preparatory Academy with a full scholarship to San Diego State University."My son is first generation. This is a dream come true," said his mother, Theressah Rodirugez. But Theressah and her husband Victor, who have another son in 9th grade, are suddenly worried for his future."I am heartbroken," said Victor Ramirez. He's heartbroken after learning San Diego Unified plans to end a unique agreement to loan out staff to the school, which began when the school was founded in 2004."It was one of the lowest performing schools in the district. Very violent campus and gang infected," said school alum and education advocate Ellen Nash.Nash says when the school made the switch to a charter school, the district agreed to loan out a handful of staff, including then principal Vincent Riveroll, along with college counselors and support staff."He changed the culture to a college-going campus," said Nash.Nash says Riveroll set high educational standards, recruited and trained teachers, and implemented tutoring, after-school and summer school programs. This past spring, nearly 100% of the school's senior class was college bound."In an underserved community, they have a star in that community," said Nash. She worries it will turn into a fallen star without the school district's longstanding support, and the presence of Riveroll. In a memo released by the school district, officials point out there is more legal liability in loaning out staff, as the district has ended these agreements district-wide, thus turning the schools into traditional charter schools.School district officials points out the school already reimburses the them for the staff members' salaries. They're trying to confirm how much of the benefits - including retirement benefits - are also reimbursed by the school. The school district is set to end the on-loan program in July 2021. 2086

SAN DIEGO (KGTV) — More San Diego college students will be moving back to campus this weekend, as San Diego State grapples with trying to reduce its cases more than three weeks after its fall semester began. When SDSU started moving students back onto campus at the end of August, COVID-19 testing wasn't mandatory. Since Aug. 24, SDSU's cases on and off campus have climbed to 721 confirmed cases and 28 probable cases as of Wednesday.SDSU is now requiring testing for any students living on campus.RELATED: Petition calls for SDSU tuition and campus fee partial refundOther local universities are planning to require testing as well.Dr. Robert Schooley with UC San Diego says students will begin a staggered move-in process starting this weekend."We have appointments for all of them to arrive at a certain time they'll be tested as they arrive before they move into the dorm," Schooley told ABC 10News anchor Lindsey Pena.UCSD is expecting several thousands of students to move back to campus this fall. But school leaders say they're encouraged with what they've seen at other UC campuses.RELATED: San Diego Community College District announces online classes through 2021"Things at Berkley are going very well things at UC Merced are going very well. Two semester schools that have almost a month head start in terms of people moving in," said Schooley. At the University of San Diego, students will move back onto campus this weekend, though classes started a few weeks ago. The school decided to hold off on moving students back to campus. Only about 500 students will be in dorms, and 90% of classes remain virtual, a USD spokesperson tells ABC 10News.All USD students moving back on campus will be tested when they arrive.Point Loma Nazarene students moved back to campus earlier this week and were also required to be tested when they arrived. 1859
