Small businesses employ roughly half of all Americans, but new data is showing many of these businesses are closing permanently.“It’s an excruciatingly hard decision,” said Martha Studstill. “You know small business owners put their heart and soul into their business.”For more than a decade Studstill has owned a small gift shop, Uptown Gifts, in South Carolina.“Until COVID came along we were buzzing,” said Studstill.Originally, in March, the plan for Uptown Gifts was to close temporarily for a few weeks. She has only been able to list items online, resulting in sales being down by 75%.However, sales aside and more importantly to Studstill, the danger of COVID-19, especially for someone her age, hasn’t subsided.“When we closed on March the 16, I really had no idea we would be where we are at today,” said Studstill.Studstill thought she would be reopening, not only earlier, but to fewer cases of COVID-19.Cases have actually been on the rise in her state. The uptick started most distinctly after reopenings. So, with the financial risk and uncertainty added to Studstill’s health risk of running the shop, she feels closing is her only choice.“I think if I were younger, I would not have made the same decision, but I am where I am at,” she added.Around the country, there is a wave of permanent business closures happening. One report done by Yelp shows more than 143,000 businesses listed on its platform closed between March and June. Now, roughly 35% of those businesses have indicated their closures are permanent. Most of those businesses closing are small businesses.“The numbers that are coming out are really sad,” said Frank Knapp with Small Business for America’s Future.Knapp heads the newly formed organization, pushing for better help for small businesses in Congress’ next stimulus package.“Our proposal for Small Business for America’s Future is that we need to put together grants for the really small businesses to help them get through this recession so that they are healthy on the other side and our economy can get back up and running again,” said Knapp.Saving small businesses could save jobs and be the fastest way to rebound the economy.“Small businesses hire about 50% of all workers in this country,” said Knapp, “We know from the last recession, it was small businesses that got us back on our economic feet again, not big businesses. (KGTV) - The Solana Beach City Council is the latest local government body to take up the gun control debate in the wake of recent mass shootings.On Wednesday night, the council passed Resolution 2018-036, which calls upon California Congressmen and women to pass gun safety regulations.Included in the resolution is official opposition to the Concealed Carry Reciprocity Act of 2017, currently making its way through Congress.That bill would force states to honor Concealed Carry Permits from other states, regardless of how strict or relaxed each state's regulations are.Other parts of the Solana Beach resolution call for:- Raising the minimum age to buy a gun to 21- Banning the sale of military-style semiautomatic and automatic weapons- Banning the sale of high capacity magazines that hold more than 10 cartridges- Universal background checks- Mandatory safety training before buying a gun- A 10-day waiting period before taking possession of a gunYou can read the full text of the resolution here.The resolution makes Solana Beach the second city council in San Diego County to take up the issue. The data was compiled from the agency's quarterly reports on civil enforcement penalties, according to a statement from his office.The New York Democrat said the decline in maintenance enforcement raises serious concerns about whether the FAA is meeting its oversight mandates. SOLANA BEACH, Calif. (KGTV)- As San Diego county's COVID-19 cases continue to climb, restaurant owners hope outdoor dining isn't banned next. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. SINGAPORE (AP) — A Royal Caribbean “cruise to nowhere” has been cut short and the ship has returned to Singapore after an elderly passenger was diagnosed with the coronavirus, but the health ministry later said new tests on the man were negative. Meanwhile, passengers onboard are not able to disembark from the ship until full contact tracing measures are carried out and everyone is tested for coronavirus. The ship had 1,680 passengers and 1,148 crew members onboard.Royal Caribbean and Singapore’s Tourism Board said the 83-year-old passenger tested positive for COVID-19 after reporting to the ship’s medical center with diarrhea and was immediately isolated. But Singapore’s health ministry said later that it retested the man and found him negative. It says it will conduct another test Thursday to confirm his status. "We worked closely with the government to develop a thorough system that tests and monitors all guests and crew and follows public health best practices," a Royal Caribbean representative told CNN. "That we were able to quickly identify this single case and take immediate action is a sign that the system is working as it was designed to do."Singapore recently began a “safe cruising” program allowing cruise ships to make round trips from Singapore with no ports of call.The Quantum of the Seas ship was hosting a three-night, four-day cruise around Singapore, a so-called "cruise to nowhere."
