SAN DIEGO (KGTV) - Flooding from a fire service line threatened Wednesday to buckle a portion of a North Park street, blocks from the sites of several significant pipe breaks.The rupture was reported about 4:30 a.m. at the intersection of Polk Avenue and Kansas Street. The road buckled about 12 inches and water spilled onto half the roadway.Within an hour, the water department reached the scene to evaluate the situation. A city spokesperson tells 10News the break was on a fire service line, the pipe connecting a fire hydrant to a water main. They also said no one is without water, and that the break would be repaired the same day. SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Five people who witnessed a potentially deadly situation were honored by the California Highway Patrol Friday to taking action that helped save a man's life.Dennis McNea is a driver for the Freeway Service Patrol. His job is to help stranded motorists. But Nov. 13, 2019, he was driving on State Route 94 when he suffered a medical emergency. "Almost hit me," said witness Gina de la Torre, a Navy sailor who was on her way home at the time. "And as I saw him, he was hitting the highway barrier and I noticed that he was slumped over in his car."RELATED: Community helps man devoted to keeping park cleanAnother witness, Alberto Robles, used his own truck to make contact with McNea's, slowing them both down to a stop. The other four, including de la Torre, stopped to help. "They just kind of stopped and looked at me like, 'What do we do?'" she told 10News. "So that's when I was like, okay, keep calm and just do whatever you have to do."They performed CPR until medics arrived. "I don't remember what happened to me at all," McNea said. "I woke up in the hospital a couple of days later.
