SAN DIEGO (KGTV) — Police are alerting San Diego State students and neighbors after a man reportedly tried to steal a someone's phone before fleeing in a waiting vehicle.SDSU Police say the man approached the victim at about 9 p.m. in the 5500 block of Hardy Avenue on Wednesday. The man wrapped his arms around the victim and tried to take a cell phone from their hands, police say.The victim crouched down, grabbed their cell phone, and began screaming. A passerby saw what was happening and intervened, pulling the man off the victim.The man then jumped in to rear of a white sedan with tinted windows being driven by a second suspect.Police described the first suspect as a black male who appeared about 30 years old, 6-feet tall, with average build, short curly black hair and short facial hair. He was last seen shirtless, wearing dark-colored pants and basketball-style sneakers.The suspect in the waiting vehicle was described as a 20- to 30-year-old black female, wearing a gray or white shirt and her hair styled in a bun.Anyone with information is asked to call SDSU Police at 619-594-1991. 1109

SAN DIEGO (KGTV) -- Proposition 25 is a measure that would end the money bail system, replacing it with an assessment for public safety and flight risk. If approved, it would allow SB 10 –signed into law in 2018—to take effect.Team 10 spoke to a San Diego mother against Proposition 25. She did not want to be identified because her daughter has an open case. She said she was recently able to get her out of jail by paying bail.“It would be devastating not to have that available,” she told Team 10 over the phone. “Unfortunately, she is caught up in a very unhealthy relationship and she actually was the victim in this.”She said her daughter has mental health issues and is worried that her daughter would have unfairly stayed in jail longer.“Not having [bail] available, I wouldn't have been able to get her out especially with this whole pandemic going on. There [are] delays in the courts. Courts are not open.”While many civil rights groups have worked to reform the current system, some do not believe this proposal is better. The No on 25 ad features the President of the California NAACP.In the ad, Alice Huffman says “Prop. 25 ends our right to put up bail for anyone, even though they may have been racially profiled. Prop. 25 replaces bail with computer algorithms.”Backers of the measure believe Proposition 25 is a fairer system. Opponents believe it is a “new discriminatory system of computer-generated profiling,” according to the argument against Prop. 25 in the official voter guide.Legal analyst Michael Crowley said while parts of the ad are factual, there are misleading statements.“It is factually correct that this proposition will replace the cash bail [and] bail bondsman with algorithms. They say algorithms like it's a dirty word, but we live with algorithms every day,” Crowley said. “In fact, they're using some algorithms in the court system as we speak.”In reference the term “black boxes” used in the ad, Crowley said that it is a “term in the industry that is just used to talk about algorithms that they keep them proprietary.”The American Bail Coalition is a major backer of the No campaign. The Legislative Analyst's Office said if approved, it could increase state and local costs by the mid hundreds of millions of dollars a year. It could also decrease county jail costs in the high tens of millions of dollars.“In the criminal defense community, there are people on both sides on it,” Crowley said. “The civil rights groups have kind of split on it.” 2500

SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) — One person is dead after his SUV careened off Interstate 5 near Pacific Beach Tuessday.A driver was traveling on northbound I-5 near Garnet Ave. just before 2 p.m. when a witness tells 10News the white Toyota RAV 4's passenger-side wheels became caught on the freeway guardrail. As the vehicle continued it fell off I-5, traveled down an embankment, and landed on its top on Garnet Ave. below the freeway. It wasn't immediately clear how the vehicle lost control to start, California Highway Patrol said.RELATED: Driver hits pedestrian, flips car in Pacific BeachThe male driver was severely injured in the crash and died at the scene, CHP says.Video from Sky10 showed the white SUV overturned in the center of the road and surrounded by debris. SAN DIEGO (KGTV) - Monday places of worship in San Diego had a unified message, telling believers not to fear.The Pittsburgh shooting at Tree of Life killed 11, and the pain was felt across the country. On Sunday at Beth Israel parents brought their children for religious classes and spoke about the massacre, "their utter dismay, sadness, shock at the horrible terror in Pittsburgh," Rabbi Michael Berk of Beth Israel said.He says Jews have faced persecution for hundreds of years, that's why their synagogue is housed inside a tall fence, with a guard shack out front and security cameras dotting the campus."This is a house of worship, but we have to have security here, all the time that we're here, and Jewish organizations have to do that and look at Israel what it has to do to keep secure," Berk said.In Liberty Station, Safety Director for Rock Church Mike Diggs says they've had dozens of threats over the past decade, from bombings to an active shooter, "threats of people burning the church down, threats of people filling many body bags.""We should not let any threat take our joy away or our ability to worship away," Diggs said.Many sanctuaries spoke with their congregations over the weekend on their security procedures in place and what heightened security they have currently."Leaders of the congregation especially, all the staff that works here, the religious school people, personnel and faculty, we are all given training from time to time," Berk said."Even though they may not be able to see that we're doing some things, some things they may notice, some things they may not, but us as an organization are taking potential threats seriously and taking steps and actions to be proactive," Diggs said there are personnel with firearms during service to protect the congregation.Rock Church has an annual Safety and Security Conference that anyone can attend. Their security team also goes to other churches to educate them on what they can do."When bad things have happened we have never presumed that God is done with us... We cling to hope, we clean ourselves up and dust ourselves off, and we put one foot in front of the other, and we keep on going...
