CHULA VISTA, Calif. (KGTV) - Chula Vista Police on Wednesday identified the man stabbed to death in what officers described as a road rage incident.Horace Williams, 36, was involved in the fight with 60-year-old Rickey Smith on Sweetwater Road Tuesday, police said.Witnesses told police Smith was following Williams’ van as the two yelled at each other. Smith’s pickup struck the van from behind, then Smith pulled in front of the van and stopped abruptly, witnesses said. The maneuver caused a crash, after which Smith left his truck and stabbed Williams, according to police.RELATED: Man stabbed to death in possible road rage incident in South BayWilliams, a resident of National City, died at the hospital.Smith is a FedEx employee but does not work as a driver. Witnesses said he was wearing his uniform at the time of the incident.“This report is deeply disturbing. We extend our sympathies to those affected by this tragedy,” a FedEx spokesperson said in a statement.Police said Smith does not have a criminal record. He is the organist at St. Steven’s Church of God, where his wife is the director of the youth choir. Parishioners told 10News the Smiths are a “very nice couple”. CHULA VISTA, Calif. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. CHULA VISTA, Calif. (KGTV) -- Chula Vista firefighters quickly put out a fire that started Sunday night near the Teresina Apartments on Santa Cora Avenue. Fire department officials say the call came in at about 9:20 p.m. when a person who lives at the apartments heard noises coming from outside their window. The person who reported the fire told firefighters they saw two kids setting the fire and recording themselves on their cell phones. The witness yelled at them and the kids ran away. The fire burned several trees and got dangerously close to the apartments, forcing the evacuation of one of the buildings. Witnesses tried to use a fire extinguisher to put out the flames while fire crews arrived. A 16-year-old was transported to the hospital for inhaling some of that substance. Chula Vista Fire officials say the incident is possibly related to another fire that broke out on Santa Cora near the same apartments on October 25th. Police are still looking for the two kids responsible, no description was immediately available.  1096

CHULA VISTA (CNS) - A former Tijuana police officer was handed a two- year state prison sentence today for his role in a planned break-in of a Chula Vista residence, which he and others believed was a stash house containing around million in drug money.Marco Quijas-Castillo, 28, pleaded guilty earlier this year to one count of conspiracy to commit robbery for the attempted January break-in.A fellow Tijuana officer, Jesus Estrada Torres, 35, was also charged in the case and is awaiting trial on a conspiracy charge.According to preliminary hearing testimony, the two officers and four other men believed a shipment of money would be delivered to the three-bedroom residence, which was actually being rented by the FBI. The defendants were informed of the supposed shipment by an undercover FBI agent, according to testimony.According to the criminal complaint, Quijas-Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 34, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 30, who allegedly traveled to Chula Vista from San Bernardino County.Castillo and Torres ``provided counter-surveillance'' at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance near the Chula Vista residence while Shaw walked up to the house, and ``entered a code into a lockbox containing a key to enter the house,'' the complaint alleges.According to testimony, the men planned to tie up two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home. 1733

CHULA VISTA, Calif. (KGTV) -- A carjacking and pursuit led to a deadly officer-involved shooting in Chula Vista Monday evening.According to Chula Vista police, the incident happened around 5:30 p.m. on the 900 block of Rutgers Avenue.Police say the incident began when officers spotted a suspect wanted for attempted murder and observed him as he carjacked a blue pickup truck at gunpoint near Main Street and Maxwell Road.The suspect, later identified as 33-year-old David Angulo, was a documented gang member wanted in connection with three shootings in the area and was considered a danger to the community by police.According to police, officers tried to conduct a traffic stop, but instead the suspect led officers on a chase into eastern Chula Vista. On Rutgers Avenue at Otay Lakes Road, the pickup truck crashed into a vehicle with a person inside. That individual was taken to the hospital with injuries believed to be serious.Following the crash, police say the suspect got out of the wreckage and tried to enter a house with a family inside. At some point, gunfire was exchanged between the suspect and officers. "It appears Mr. Angulo turned back to the officers. It's my understanding he pointed a weapon at the officers," Chula Vista police Lt. Dan Peak said. "It does appear some shots were fired at the officers and the officers returned fire."Peak added they're still investigating who fired the first shot.Chula Vista police say three officers fired their weapons, fatally injuring the suspect. Peak says medical aid was given to the suspect, but he died at the scene.The officers involved in the shooting haven't been identified at this time.
