CHICAGO, Ill. – In 2016, some 33 million ballots were cast by mail, about one quarter of all votes cast. With pandemic protocols and precautions in place, experts estimate a record-breaking number of mail-in votes this election cycle.Voting by mail has been in place for more than 150 years – since the Civil War.“It's become so common in the United States that since 2010, about a quarter of the electorate has voted by mail in federal elections,” said Lawrence Norden, director of the Election Reform Program at the non-partisan Brennan Center for Justice.Some states have what’s known as a universal vote-by-mail system, which means they mail ballots to all their voters. Those include: Alaska, Arizona, California, Colorado, District of Columbia, Florida, Georgia, Hawaii, Idaho, Illinois, Iowa, Kansas, Maine, Maryland, Michigan, Minnesota, Montana, Nebraska, Nevada, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Dakota, Utah, Vermont, Virginia, Washington, Wisconsin, and Wyoming.Five automatically mail ballots to voters: Colorado, Hawaii, Oregon, Utah, and Washington. And specifically, for 2020, at least four more have done the same: California, New Jersey, Nevada, and Vermont.For months, President Donald Trump has claiming that mail-in voting leads to mass fraud.“The mailed ballots are corrupt, in my opinion. And they collect them, and they get people to go in and sign them. And then they — they’re forgeries in many cases. It’s a horrible thing,” he said to reporters in April.Experts say that’s not true. While there have been a few examples of fraud committed in mail voting, in modern history, studies indicate it’s not common at all.“The chances of somebody committing fraud in mail voting is about the same as somebody getting struck by lightning,” said Norden. “It's extremely rare.”Rejection is more common.According to the Brennan Center, during the midterm elections, nationwide more than 430,000 mailed ballots were rejected due to delays, minor defects, and voter errors. In some states, rejected ballots affected minorities at higher rates than white voters.Norden recommends voting as early as possible when using a mail-in or absentee ballot.“Do it early, so you can avoid the kind of last-minute complications that sometimes we've seen,” he said. “The number one reason that mail ballots don't count is because people get them in late.”Even with the vote-by-mail expansion, there are still variations in deadlines and rules. CARLSBAD, Calif. (KGTV) - The dollar value racked up by the Apple store bandits is now climbing toward the million-dollar mark.Surveillance images from an Apple store in Carlsbad in May show a group of men in hoodies walking in and immediately getting to work."They quickly grab the products on display near the front of the store," said Mark Herrring, coordinator of the San Diego County Crime Stoppers program.Investigators believe the same men hit the same store in June and several times in July."They flee the store, usually to a vehicle that is waiting for them," said Herring.The thieves have apparently shopped around for local targets.  Authorities released more images from a similar case at an Apple store at Westfield North County on July 9.  Detectives believe the local cases are linked to other grab-and-runs from across the state this year."Currently there are  approximately 30 cases throughout the state. CARLSBAD, Calif. (KGTV) - Hundreds of people packed into a classroom in Carlsbad Wednesday night, concerned about community safety in the wake of a brutal murder. More than 200 people showed up. Many were forced to listen from the hallway because the room was so crowded. “We don’t feel as safe as we used to,” said Carlsbad resident Charlie Christenson about why he came to the meeting. “I thought it was great to have the forum,” he added. It came more than a week after 64-year-old Marj Gawitt was stabbed to death in her home on Outrigger Lane, a development overlooking the Agua Hedionda Lagoon. Two transients were arrested and charged in the murder. Prosecutors say Gawitt was stabbed 50 times and tortured. Still, she managed to call 911 herself and alert police about her assailants. “I’ve been a police officer in Carlsbad for over 28 years, and to my knowledge this is the firs time in that particular community a crime like that has happened,” said Carlsbad police Chief Neil Gallucci. For two hours, Gallucci and other top police officials fielded questions from residents about the murder and the lingering safety concerns it has brought about.Christenson said he came to ask the chief one question. “I asked him if there were any changes to outreach or enforcement in response to this issue and he said no,” said Christenson. “That was disappointing.” But Gallucci said the meeting itself was necessary to get a feel for the issues. “I think having this meeting was a big step forward,” he said. He wanted to explain to the crowd how they respond to calls and what resources they have to do it. CHAPEL HILL, N.C. - This week, we've heard promises surrounding treatment and vaccines related to COVID-19.Now, doctors at the University of North Carolina (UNC) are using next-generation genetic sequencing of the virus causing COVID-19 that can help testing and therapeutics.Dr. Dirk Dittmer, professor of microbiology and immunology at the UNC School of Medicine, has kept a close eye on COVID-19.“We know now more about this virus than any other virus before,” Dittmer told News 3. “The team has been working 24/7 ever since we had the first cases in March.”He and others are looking at how next-generation genetic sequencing can help with tracking mutations of the virus.“What we were looking at using next-generation technology is if the virus changes, who is the first person that had the virus in North Carolina? And, as we accumulated more and more cases, were these the same types of viruses we're seeing anywhere else in the world,” Dittmer said. “Very early on, we were able to show that one of the mutations that have been around in Europe was actually coming to the U.S.”The state-funded study shows this sequencing can help with the accuracy of diagnostic testing and vaccine effectiveness.“We wanted to make sure that the tests that were developed very early on would still work now and next year. CARLSBAD, Calif. (KGTV) - California Pacific Airlines has canceled all of its January flights in and out of Carlsbad’s Palomar-McClellan Airport. The announcement came after the small airline had already canceled flights from December 21 through the end of the year. CPA launched in November with direct flights to Reno, Las Vegas, San Jose and Pheonix. It had been almost a decade in the making for founder Ted Vallas, who finally opened CPA after taking over a small airline with a fleet of four aging jets. But by December, the problems began. Two of the planes were taken out for repairs, creating several days of canceled flights. Operations resumed for about a week, but a few days before Christmas the cancellations began again causing passengers to scramble to find alternate routes. On Yelp, one reviewer wrote “They canceled my flight last night, and rebooked me to this morning. Then they canceled my flight this morning... on Christmas Eve!! Had to ditch this airline completely and booked a last minute Southwest flight.” Founder Ted Vallas told 10News that all canceled flights will be refunded. He said maintenance issues were still a lingering problem, but they ran into another issue as the holidays approached - a lack of pilots. Vallas said they recently let two of their pilots go. That coincided with two other crews leaving for higher paying seasonal jobs at major airlines. Without enough planes or pilots for all of their scheduled flights, they decided to cancel them across the board at Palomar-McClellan. Vallas told 10News, “Being a scheduled airline and dedicated to this community the North County, it would be better to notify people in advance that we have this pilot problem.” He said they are currently training more pilots and in the process of leasing new planes, but those won’t be available until at least February. Vallas says another one of their planes will be heading in for maintenance during their 30-day shutdown. Palomar-McClellan airport has had a history of failed airline ventures. The most recent was Cal Jet, which folded after less than a year of operations. But big changes are coming. Back in October, the county Board of Supervisors approved a plan to extend the runway, which could help make a business model for an airline more viable. For now, CPA continues to operate out of several other airports. Vallas vows to resume operations out of Carlsbad as soon as possible, but has not yet set a hard date. 2469
