MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.

BEIJING, Feb. 14 (Xinhua) -- China's meteorological authority announced on Monday that it has received 7.5 million yuan from the country's Ministry of Finance to strengthen its efforts in fighting persistent drought in some regions.The fund would be used to support efforts by meteorological departments in Shanxi, Hebei, Anhui, Shandong, and Henan provinces, all major crop-producing regions, to conduct activities for seeding clouds and making artificial rain, according to a statement posted on the National Meteorological Administration website.Government data shows that a prolonged drought since last October had affected 108.24 million mu (7.22 million hectares) of wheat crops in those provinces, as well as Jiangsu, Shaanxi and Gansu provinces, as of Sunday.The statement added that some of the affected regions experienced two rounds of snowfall last week, which were helpful in alleviating the drought. However, the major wheat-growing provinces of Shandong and Henan recorded no rainfall.The country's meteorological authority also predicted no significant rainfall or heavy snowfall for the dry regions over the next three days. LOS ANGELES, May 9 (Xinhua) -- Drinking alcohol may raise the likelihood among teenagers to spend more time on computers, a new study suggests.The study, conducted by researchers at Weill Cornell Medical College, was based on a survey of 264 teenagers, aged 13 to 17.Results showed that compared with teens who did not report drinking, those who drank alcohol in the last month used a computer more hours per week for non-school-related activities, including the use of social networking sites.Drinking was also linked to more frequent social networking and listening to and downloading music, according to the study published Monday in the on-line edition of the journal Addictive Behaviors.However, there was no demonstrated link between alcohol use and computer use for school work, neither there was strong link between video games and drinking or on-line shopping and drinking."While the specific factors linking teenage drinking and computer use are not yet established, it seems likely that adolescents are experimenting with drinking and activities on the Internet," said Dr. Epstein, assistant professor of public health at the college."In turn, exposure to on-line material such as alcohol advertising or alcohol-using peers on social networking sites could reinforce teens' drinking."Children are being exposed to computers and the Internet at younger ages. For this reason it's important that parents are actively involved in monitoring their children's computer usage, as well as alcohol use."Teenagers typically first experiment with alcohol at age 12 or 13, according to the study.Family risk factors include lax parental supervision and poor communication, family conflicts, inconsistent or harsh discipline and a family history of alcohol or drug abuse."According to a national study conducted by the Pew Internet and American Life Project, more than half of parents of teenagers had filters installed on the computers their child uses to block content parents find objectionable, yet many parents do not use any form of parental monitoring, particularly for older teens," Epstein said.

BEIJING, May 10 (Xinhuanet) -- America's first full face transplant recipient, Dallas Wiens, made his first public appearance at the Brigham and Women's Hospital in Boston, according to media reports Tuesday.Sporting a goatee and dark sunglasses, Wiens, the 25-year-old Fort Worth, Texas, man, said Monday his new face feels natural just weeks after a 15-hour procedure that gave him a nose, lips, skin, muscle and nerves. Wiens said he was able to smell again and breathe through his nose normally, adding his 4-year-old daughter told him when she saw him after the operation: "Daddy, you're so handsome."  Wiens lost all of his features and eyesight in November 2008 after hitting a power line while painting a church and underwent the transplant in March, 2011. The operation was paid for by the U.S. Department of Defense which gave the hospital a 3.4 million dollar research grant for five transplants.Surgeons said the transplant was not able to restore his sight, and some nerves were so badly damaged from his injury that he will probably have only partial sensation on his left cheek and the left side of his forehead."The most fun part is to see the next six to nine months when the function will start to come back and when Dallas will start to feel a light touch on his face," plastic surgeon Bohdan Pomahac said.
