SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. Sandbox Pizza in Pacific Beach is an example of a restaurant stuck in limbo while helping prevent the spread of COVID-19. This past weekend, they held an event offering , 14-inch pizzas to all customers. "It's trying times for everyone so we figured it was something fun and the least we could do to try and help everyone out, from families that are out of work, to industry employees, to our first responders," Yankle added. SAN DIEGO (KGTV) - Researchers at UC San Diego and the Scripps Institution of Oceanography are noticing a welcome side effect to the Coronavirus. Social isolation and quarantines may be helping to reverse climate change."This isn't the right reason to be changing the environment," says Professor Ralph Keeling. "We should be doing it because we want to do it, not because we're forced to do it."Recent studies by the European Space Agency showed significantly less Nitrogen Dioxide in the air over Spain, France, and Italy during March of 2020, compared to March of 2019. All three of those countries are under heavy lockdowns because of the Coronavirus.Meanwhile, a report in the New York Times showed similar changes over New York City, Los Angeles, and Seattle.Keeling says it's good to see the short-term gains. But there's no way to know if this will lead to long term changes in the environment. He compares it to a bathtub. As Keeling describes it, the pollutants we put into the atmosphere are like the water flowing into the tub. "If you turn down the tap on a bathtub, and you look at the spigot, you can tell there's less water flowing in," he says. "But if you look at the level of a tub. You don't see immediately that the levels are rising more slowly."Meanwhile, the oceans may also see a benefit from the economic slowdown. Scripps Professor Jeremy Jackson says shipping will slow down, and fisheries that may rely on government subsidies will have to halt operations. That could help fish populations rebound."That very tragic loss of jobs is definitely going to be good for the state of marine resources," Jackson says. "We are going to be preying upon fish and shellfish at a much lower level."But he adds that it's a balancing act. The worse things get for the economy and industries, the better it will be for the environment. But we have to make sure people's livelihoods are protected as well."If we go into a depression, then industrial output and activity are going to take a long time to recover," he says. "But that very grim news will make a big dent on environmental damage."Still, both professors say this could be short-lived. Jackson worries that governments may turn to higher-polluting industries like oil and gas to help pull the world out of economic recessions. And Keeling says none of these gains will last unless people change their habits long-term."I think how we come out of this will make a difference. You know people are learning how to live with less," says Keeling. "We'd like to bend the curve for co2 as well as bending the curve for the Coronavirus. That will take sustained changes, not just short term changes.""What this tells us is that environments can spring back very quickly in terms of animal and plant life if we stop stressing it," says Jackson. "I'm cautiously hopeful this whole business will give us a slightly increased sense of humility about what we can get away with, and this will help towards getting us to think more sustainably." 3012

SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821
