Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, on Saturday morning presented a floral basket to a monument in commemoration of revolutionary martyrs killed in the Bose Uprising in 1929. The event marks the establishment of the CPC's armed forces in Guangxi to fight against local warlords, as well as the growth of the CPC's power at its early stage. Following decades of construction and development, Bose has developed into an industrial center, producing aluminum and electricity. During his visit to the Guangxi branch of the Aluminum Corporation of China Limited (CHALCO) in Bose, Zhou encouraged the company to research and develop more innovative technology to boost the development of the company and Guangxi's economy. Zhou also inspected a water control project in Bose, which was built two years ago for the purpose of flood control, irrigation and electricity production. Zhou has been staying in Guangxi since Wednesday when he led the central government delegation to attend the celebrations marking the 50th founding anniversary of the minority autonomous region. The autonomous region was founded on Dec. 11, 1958 and has 12 ethnic groups. The total population in Guangxi by the end of 2007 was more than 50 million, one-third are of the Zhuang ethnic minority.

In a congratulatory letter to a forum held to mark and review the development of private economy in the last 30 years, Jia said the private sector has made important contributions to the country's economic achievements, innovation capabilities, job creation and the "go global" strategy. The chairman of the Chinese People's Political Consultative Conference National Committee called on people in the private sector to respond to the call of the Communist Party of China and unite as one to face the formidable challenge posed by the global financial crisis. LIMA, Nov. 20 (Xinhua) -- Foreign and trade ministers from the 21 member economies of the Asia Pacific Economic Cooperation (APEC) forum on Thursday called for joint efforts to overcome the ongoing global financial crisis and revive the Doha Round trade negotiations. "APEC economies are committed to implementing all necessary measures to bolster the real economy and boost investment and consumption levels in the region," said a joint statement released by the ministers after a two-day Asia-Pacific Economic Cooperation (APEC) Ministerial Meeting in the Peruvian capital. "Ensuring a rapid, coordinated and effective response to the current global financial crisis is the highest priority for APEC economies and will be the focus of attention" when APEC leaders meet on the weekend, said the statement. The APEC ministers met in Peru during the "most difficult set of economic conditions" since APEC was created in 1989, it said. Peruvian Foreign Minister Jose Garcia Belunde, who chaired the meeting, said the ministers have reaffirmed their opposition to trade and investment barriers. The ministers have agreed to continue to "strengthen consumption level in the region and expand trade activities," he said. "We've decided to continue supporting the multilateral trade system, including the World Trade Organization, and to support a conclusion to the Doha trade round," he said. Australian Trade Minister Simon Crean said the APEC ministers not only have reached an consensus to push forward the Doha talks but also agreed on the direction to conclude it. Crean called on the APEC leaders to make commitment based on the action plan adopted by the G-20 countries in Washington earlier this month, noting that nine of the APEC members participated in the Washington meeting. "Commitement at various levels" are required to deal with the financial crisis, he said. U.S. Trade Minister Susan Schwab said world leaders should learn from the Great Depression in the 1930s and prevent a "prolonged and deepening" crisis from taking place. Schwab noted that the G-20 nations had made it clear that trade barriers and protectionism will not be an option during the crisis and it is vital to conclude the Doha talks as soon as possible. The world economies should "use trade in a positive way" to avert the crisis, she said. "We will do everything we can" to push forward the Doha talks, she added. Singapore Trade and Industry Minister Lim Hng Kiang said APEC has yet to confront many challenges and the financial crisis is likely to top APEC's agenda next year when Singpore takes over as the chair. BEIJING, Jan.24 (Xinhua) -- China's top economic planner said Saturday it would raise the minimum state purchasing prices for rice in major rice-producing areas by as much as 16.9 percent this year. The move was aimed at protecting farmers' interests, keeping grain prices stable and boosting grain output as grain growers had experienced higher costs since last year, according to the National Development and Reform Commission (NDRC). The state purchasing prices for japonica rice will rise 15.9 percent to 1900 yuan (280 U.S. dollars) per ton this year, according to the NDRC. In addition, prices for early and late indica rice will be 16.9percent and 16.5 percent higher respectively to 1800 yuan and 1840yuan per ton. It was the biggest increase in grain purchasing prices since 2004, said Ding Jie, an official with the NDRC's price department. In 2004, China started the practice of buying grains from farmers at a state-set minimum price when market prices drop below the protective price level in order to encourage grain production. Saturday's announcement came before Chinese farmers kick off the spring planting season, as the government tried to prevent the grain growers' enthusiasm from being eroded by higher costs of fertilizers and other production materials. Statistics from the Ministry of Agriculture show December fertilizer prices, except urea, rose more than 20 percent from a year earlier. Diesel for farm use was 5.8 percent higher year-on-year. The NDRC already hiked the minimum purchasing price for wheat by as much as 15.3 percent starting this year. It raised the purchasing prices for wheat and rice twice last year. With a population of more than 1.3 billion, China relies mainly on domestic production for food and targets grain output of more than 540 million tons by 2020. China's grain output rose 5.4 percent year-on-year to a record 528.5 million tons in 2008, official data show. State-owned enterprises purchased 170 million tons of grains from farmers in 2008, said Nie Zhenbang, director of the State Administration of Grain, earlier this month. That move, together with higher purchasing prices, resulted in a revenue increase of more than 50 billion yuan (7.4 billion U.S. dollars) for the whole country's farmers, said Nie.

Xi said the ongoing campaign to educate Party cadres on the Scientific Outlook on Development should focus on how to maintain a steady economic growth, despite global economic woes, through more scientific and efficient work. He said this was desirable because the ultimate goal of the campaign was that China achieve sustainable, broad-based development under the leadership of the CPC. The Scientific Outlook on Development represents important guiding principles for China's economic and social development. It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007. The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality. In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work. Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring. He said central government organs, often as key policy makers, should check whether shortcomings in their own work had hindered the implementation of the key policies. "At present the top task for us is to identify and solve those shortcomings that could have negative impacts on economic growth, vital interest of the people and social stability," he said.
