BEIJING, Dec. 25 (Xinhua) -- The Standing Committee of the National People's Congress, China's top legislature, studied the implementation of the Law on Labor Contract and the Law on Compulsory Education Thursday at a plenary session.     The legislative session was attended by Wu Bangguo, chairman of the NPC National Committee, and presided over by Chen Zhili, vice chairwoman of the NPC Standing Committee. The third plenary session of the sixth session of the 11th Standing Committee of China's National People's Congress(NPC) is held at the Great Hall of the People in Beijing, China, on Dec. 25, 2008. Wu Bangguo, chairman of the Standing Committee of the NPC, attended the session.    Lu Yongxiang, vice chairman of the top legislature, read a report at the session on the practice of the Law on Compulsory Education, which was put into force in 1986 with an overall revision in 2006.     The top legislature checked the implementation of the law in 2007 and 2008, respectively.     Over the past two years, Lu said, the law has entered the stage of an overall popularization throughout the country as it has been fully supported by the state finance and the policy of free compulsory education has been achieved.     But there have been difficulties for the implementation of the law in rural areas, including the lack of funds and quality teachers and the existence of safety problems for school buildings and management in the countryside.     Hua Jianmin, vice chairman of the NPC Standing Committee, made a report on the implementation of the Law on Labor Contract, which went into effect on Jan. 1, 2008. The top legislature checked the practice of the law from mid-September to mid-October, he said.     According to Hua, the implementation of the new law is good in general as the number of labor contracts signed has witnessed a remarkable rise this year and the rights of transient workers from rural areas have been better protected.     However, the practice of the law has met new problems since October, when the impacts of the current global financial crisis spread and the growth of world economy slowed down, he said.     Hua urged that more efforts should be made to publicize the law, so as to better implement it and give greater attention to the protection of laborers' rights.     At the session, the lawmakers also heard reports on the handling of 462proposals and 6,279 pieces of suggestions, comments and criticisms from NPC deputies during the First Session of the Eleventh NPC in March 2008.     Meanwhile, the meeting heard reports on the amendments of the Law on Earthquake Relief and the Patent Law. The NPC Law Committee suggested that the top legislature approve the two amended laws.     It also heard a report on Wu's recent visit to five African nations and the Commission of the African Union.

GENEVA, Jan. 23 (Xinhua) -- The World Economic Forum (WEF) is "very proud" that it has managed to maintain "very positive" ties with China, a senior WEF official has said.     "We all know that China is an important factor in the future evolution and development of worldwide economy. So we are all very interested in what China will be doing," said Andre Schneider, managing director and chief operating officer of the Geneva-based organization.     In a recent interview with Xinhua before next week's opening of the 2009 WEF annual meeting, also known as the Davos Forum, in the Swiss Alpine skiing resort Davos.     More than 40 heads of state or government, including Chinese Premier Wen Jiabao, and some 1,400 business leaders, have confirmed their participation at the five-day meeting scheduled to deal with the ongoing financial crisis and other global challenges.     Premier Wen's participation will certainly be "a unique opportunity" for the world to better understand what are the plans of the Chinese leadership to deal with the crisis, Schneider said.     Schneider noted the first two WEF annual meetings of the new champions, dubbed "Summer Davos Forum," were both held in China, in Dalian in 2007 and Tianjin a year later.     The success of the "Summer Davos Forum," a gathering of new multinational companies from China and across the world to explore the mechanisms of continued and sustainable growth, indicated the strong collaboration between the two sides, he said.     The WEF's choice of China as the host of the "Summer Davos Forum" was "an absolutely right one," he said.     Schneider noted that cooperation between the WEF and China started in 1979, when China first sent a delegation to the Davos Forum.     China and its economic growth has been a topic of interest for participants at the Davos Forum in recent years.     In June 2006, the organization opened a representative office in Beijing, which aims to deal with all interactions with China. BEIJING, Jan. 24 (Xinhua) -- The People's Bank of China, the country's central bank, disproved Saturday the allegations by a U.S. Treasury official that China is manipulating the exchange rates of its currency, saying the statement is untrue and misleading.     Su Ning, vice governor of the central bank, said that the allegation could sidetrack the effort to track the real cause of the financial crisis.     "President Obama -- backed by the conclusions of a broad range of economists -- believes that China is manipulating its currency," the U.S. Treasury Secretary-designate Timothy Geithner wrote to the Senate Finance Committee in documents released on Thursday.     "Also, we should avoid any excuse that might lead to the revitalization of trade protectionism. Because it will do no good to the fight against the crisis, nor will it help the healthy and stable development of the global economy," Su said.     Yi Xianrong, a researcher with the financial research center of the CASS, told Xinhua on Friday if the U.S. labeled China as a "currency manipulator," it would hurt the concerted action of fighting the global financial crisis.     It would also hamper the global efforts to shake off an economic slowdown as the Sino-U.S. economic tie had become one of the world's most important bilateral economic ties, Yi said.     According to China customs statistics, Sino-U.S. trade hit 333.74 billion U.S. dollars last year, up 10.5 percent year on year.     With a 9-percent rate, China contributed more than 20 percent of global economic growth in 2008, while the U.S. remained the world's largest economy, Yi said.     Geithner's comment was just aiming to try out the Chinese government's response, said Zuo Xiaolei, senior analyst with the Beijing-based Galaxy Securities.     Yuan appreciation and the pace of appreciation should not only be decided by trade surplus but also the status of domestic economic development, Zuo said.     "The price advantage of Chinese exports may not be a result of currency issues, but the country's lower costs of labor, resources and land," she said.     In July 2005, China abandoned a decade-old peg to the U.S. dollar and allowed its currency to appreciate by 2.1 percent. Since then, the yuan has strengthened further, rising more than 20 percent against the U.S. dollar.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao recently made a site tour in Ansai County, Shaanxi Province, to publicize a campaign for the Scientific Concept of Development.     It's an ideology with the same principles of the previous Party leaders' theories known as Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of "Three Represents". The theories all say the CPC has always represented the most advanced productivity and culture in China, as well as the most fundamental interests of the majority of the Chinese people.     During his tour, which took place October 29-31, Hu explained the Scientific Concept of Development which was adopted at the Third Plenary Session of the Seventeenth CPC Central Committee.     While talking with villagers in Hougoumen, Ansai County, Hu said the new policies, based on a practice of the Scientific Concept of Development, will bring substantial benefits to farmers by allowing them to lease their rights to contract cultivated land and forests. The villagers have had their income remarkably increased and their living standards much improved, Hu was told.     The village insisted on a Party Member Promise System. All the village cadres and applicants for Party membership are required to make the promise, according to Yang Fengqi, head of the village's Party branch.     Hu called the Party Member Promise System a good way to help Party members and cadres display their exemplary role.     "We must do what we have promised to do by actions," he stressed.     Hu visited a class of the local elementary school and talked with Kang Haifa, a villager whose family spent the 2006 Lunar New Year's eve with the leader at their cave house. Hu encouraged Kang, an agricultural technician, to help villagers with his skills on vegetable planting.     While in Ansai, the leader also visited Longshitou and Fangta villages and a rural hospital in Jianhua Town.     Showing concern for the heath care of rural people, Hu said the recent Third Plenary Session of the 17th CPC Central Committee decided to form a three-level medical network in the countryside. He said a health center will be set up and perfected for each town or township.     During his tour, Hu also visited the county government's complaints reception bureau and talked with officials about rural people's concerns. BEIJING, Oct. 19 (Xinhua) -- China will adopt a flexible and prudent macro-control policy to keep a stable and rapid economic development in the current fourth quarter, according to the State Council here on Sunday.     Related financial, credit and foreign trade measures will be carried out in the near future in response to the slowing trend of the country's economic growth and the continuous fluctuation in the domestic capital market amid the ongoing global financial crisis, according to a State Council meeting presided over by Premier Wen Jiabao on Sunday.     Agriculture continued to be a priority, with multiple support policies to come following the Communist Party of China Central Committee's decision to strengthen rural development this week.     To boost development of small- and medium-sized enterprises, the government planned to widen their investment channels by further encouraging financial institutions to give out more loans. Companies would also get more fiscal support for technology innovation.     In addition, the country would reinforce national investment in areas such as the southwest quake-zone reconstruction, infrastructure development and social welfare system, among others.     With regard to the foreign trade sector, the State Council, China's Cabinet, decided to increase imports of goods of domestic need and support the country's exports so as to realize the balance of international payments.     "We will further raise the export rebate of labour-intensive products such as garments and textiles, as well as mechanical and electrical products with high-added value," the council said.     In addition, the country's top administrative body would still keep a cautious eye on price increases with a focus on agricultural and energy related goods.     The advent of September's tainted milk scandal had also prompted the central government to pay closer attention to food safety in the fourth quarter. Regulations on dairy product quality and safety, which took effect earlier this month, would be further reinforced, according to the council decision.     While acknowledging the affect of the worldwide economic slowdown on the domestic economy, the Cabinet still expressed confidence for the nation to continue a healthy development.     "Our economy remains vigorous and has the capability to defend itself against international risks," Premier Wen Jiabao said at a State Council meeting on Friday.
