SAN DIEGO (KGTV) -- Power has been restored throughout San Diego County following outages amid high winds and dry conditions. Earlier this week, SDG&E said forecasted conditions that may affect power lines prompted them to consider pulling the plug on customers over public safety.Santa Ana winds swirled across the county Wednesday, with the height of the event possibly coming on Halloween, as winds turn offshore Tuesday night through Thursday, matching — if not eclipsing — wind speeds compared to last week's Santa Ana event. SAN DIEGO (KGTV) - Most above-ground power lines in San Diego may soon be gone.The City of San Diego has an aggressive plan to move the lines underground, and they want your input at a meeting next week.People in Ocean Beach aren’t looking forward to the headache during construction, but can’t wait until the power poles are gone.Wayne Samuel works at Ozzie's Import Auto in Ocean Beach. The process to move utility wires outside his business underground has already begun.“So far they’ve taken underground connections from building to power grid,” said Samuel.A map of the plan shows there are 1,000 miles left to transfer underground. The city plans to bury 15 miles a year.The project will be funded by a surcharge on your SDG&E power bill that you’ve been paying since 2002. The city says you won’t see an increase in your bill, even though the price tag is in the billions.The reason for going underground? Fire safety and aesthetics.“I think it’s a good idea getting billboards and power lines out of the visible view of the public,” Samuel said.Arthur Harral has lived in Ocean Beach for more than 40 years. He’s dealt with the pre-construction and paid for the surcharges, but doesn’t mind.“It’s a wonderful deal. In some states across the country, in Colorado, they have them underground, and I’m all for it in San Diego,” said Harral.Construction will last 18 to 36 months. Once the new underground utility lines are in place, the city will install curb ramps, replace street trees, and repair damaged pavement.A public meeting about the plans will take place downtown next Tuesday at 5:30 in the Auditorium at the San Diego Public Utilities Department located at 9192 Topaz Way. 1707

SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

SAN DIEGO (KGTV) - North and South Korea made history Friday by agreeing to officially end the peninsula's civil war. The move brings back chilling memories for Korean War vets in San Diego. 10News reporter Jennifer Delacruz sat down with one of those vets ahead of an Honor Flight to the Washington, D.C. next week. Bob Weishan's trophy room takes him back to a different time -- a time of conflict and destruction."It was interesting," said Weishan. "It's a whole different world that they live in."But when the 87-year-old Korean War veteran looks back today, it's a little different. "It should have happened a long time ago."The resolution of peace between North and South Korea puts even more meaning into the 15 months he was there fighting for freedom.   "You had two options," said Weishan. "One was stay in the trucks and burn to death, or climb out of the trucks and get shot."One of his most haunting memories was watching 100,000 refugees fleeing for their lives. "They were carrying everything they owned with them."Having been there in the trenches, he knows how much his agreement means to those families who left and those still there today. "For the North Koreans, I think they're on their knees every night with prayers that this is a success and that this doesn't fail because it gives them a way out."Although it's still early on, he says it's a step in the right direction. "It's a little bit of hope," said Weishan. "At least they're talking. And if something comes out of it, it could be good."Weishan joins about 25 other vets who leave for their Honor Flight on May 4th.  1670
