SAN DIEGO (CNS) - Authorities today publicly identified a U.S. Border Patrol agent who fatally shot a Mexican national last month during a scuffle just north of the international line in San Ysidro.Ryan Gonsalves, a nine-year member of the federal agency who is assigned to its Imperial Beach station, opened fire on 30-year-old David Angel Villalobos-Baldovinos early on the evening of Oct. 23 near Las Americas Premium Outlets mall on Camino De La Plaza, according to the San Diego Police Department. The events that led to the deadly gunfire began about 5:45 p.m., when Villalobos-Baldovinos allegedly tried to enter the United States illegally and was confronted by Gonsalves, SDPD Lt. Andra Brown said. When the agent tried to detain Villalobos-Baldovinos, a struggle broke out. During the fracas, the lawman shot the suspect once in the upper body.Gonsalves suffered minor injuries during the fight, Brown said. The SDPD Homicide Unit was called in to investigate the case, as is standard protocol in all instances of law enforcement shootings in the city. The findings of the probe will subsequently be reviewed by the U.S. Attorney's office, the lieutenant said. 1175

SAN DIEGO (CNS) - A man accused of fatally stabbing a 65-year-old clerk inside an adult bookstore in the Midway District pleaded not guilty Friday to felony murder charges that could lead to the death penalty if he's convicted.Shaun Ward, 39, was non-responsive and kept his head down during his arraignment. He was ordered held without bail in the death of 65-year-old Diane Spagnuolo.Ward refused to answer questions from Judge Maureen Hallahan about his true name or date of birth. The judge read Ward his constitutional rights and his attorney entered the not guilty plea for him.Ward was charged with murder and special circumstance allegations that the murder was committed during a robbery and that the murder involved the infliction of torture.District Attorney Summer Stephan will decide later if Ward will face life in prison without the possibility of parole or capital punishment if he's found guilty. The victim was found dead inside the X Spot Adult Store on Midway Drive on Monday afternoon, according to San Diego police. Ward was arrested late that night at a residence in San Diego.A surveillance camera in the adult shop captured images of Ward prior to the slaying, reported about 12:45 p.m., police said.Ward will be back in court Nov. 14 for a status conference. 1290

SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement. In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement. "We're going to be innovative and creative in how we do that."Loma was one of four companies that responded to a request for proposals issued by SDPD earlier in the year. A panel selected the firm because of its social media expertise and prior clients, which included the U.S. Naval Special Warfare Command, Semper Fi Fund, UC San Diego and Google, among others. The 0,000 contract with Loma, which was approved in June, lasts two years, with an option to extend the contract for up to three more years.Funding for the first two years of the marketing contract was included in the current fiscal year budget. 1691

SAN DIEGO (CNS) - According to a San Diego County prescription drug abuse report released Thursday, local opioid and prescription drug overdose deaths have increased significantly in recent years. The 2020 San Diego County Prescription Drug Abuse Task Force Report Card found that between 2018 and 2019, the number of unintentional fentanyl deaths increased by 64% and prescription drug deaths rose nearly 12%.The report card provides a variety of data to measure the prescription drug misuse problem in the region by looking at multiple factors and data points over the last five years in San Diego County. In 2019, 645 people died of an unintentional overdose caused by prescription and illicit drugs, as well as alcohol. Those include:151 fentanyl deaths compared to the 92 reported the previous year. The number continued to increase in 2020. Fentanyl is a synthetic opioid primarily coming from Mexico that is 50 to 100 times more potent than morphine and 25 to 50 times stronger than heroin;275 deaths due to prescription drugs -- opioids and non-opioids -- up from 245 in 2018; and124 heroin deaths, up from the 105 reported the year before. In addition to deaths, the report card tracks additional key indicators of opioid misuse in the region. The report also found 6,162 visits to local emergency rooms in 2018, compared to 6,607 in 2017. Data for last year won't be available until 2021.Additionally, nearly half of adults arrested reported misusing prescription drugs in 2019. One silver lining is that fewer 11th graders reported prescription drug use in 2019 than in 2015.San Diego County funds prevention and treatment services throughout the region. Preventing drug misuse and getting people into treatment is one of the goals of the county's Live Well San Diego vision, which aims to improve the health and safety of residents in the region.Treatment is available by calling the county's Access and Crisis Line at 888-724-7240.In 2008, the County Board of Supervisors established the Prescription Drug Abuse Task Force, which includes the San Diego County Sheriff's Department, the District Attorney, the Health and Human Services Agency, the U.S. Drug Enforcement Administration and multiple other key partners, including local law enforcement, treatment and health and prevention organizations. 2316

SAN DIEGO (CNS) - Mayor Kevin Faulconer today signed an emergency executive order that allows restaurants throughout the city to operate outside effective immediately.Notable parts of the order include allowing restaurants to establish sidewalk cafes and use private parking lots for dining.Restaurants must still comply with county and state ordinances, including following ADA requirements for sidewalk cafes. Businesses also can’t have live music or allow customers to vape.Indoor dining will be closed for at least the next three weeks after the county remained on the state's monitoring list for three consecutive days, leading all indoor operations to be halted at a variety of businesses, including restaurants, where county health officials say many of the recent outbreaks occurred.RELATED: San Diego to close some businesses as COVID-19 cases spikeLast month, Faulconer proposed waiving fees and permits to allow businesses to expand into parking lots, sidewalks and on-street parking spaces, a move intended to maximize social distancing for employees and customers by stretching operations into outdoor spaces. In a statement announcing the executive order, Faulconer said, "Given that the state's new shutdown order has an immediate impact on local businesses, this action will provide relief while the city is finalizing a new ordinance for council approval that will cut fees and streamline permits to make it easier for businesses to operate outdoors."The San Diego City Council is expected to consider an ordinance regarding the permit regulations at a meeting next week.“It will reduce fees, it will wave and streamline permits,” said Faulconer. “It will allow for outdoor dining plazas, and it will allow businesses, in addition to operating in parking lots and sidewalks, to safely expand operations into on-street parking.”“It’s really a lifesaver for these businesses,” said Benjamin Nicholls, the Executive Director of the Hillcrest Business Association. “I’m hearing relief, I’m hearing that the mayor turned out to be the partner that the restaurant community wanted him to be.”Nicholls has been pushing the city also to allow dining in parking lanes. He said that could be an answer for restaurants that don’t have enough sidewalk or parking lot space, like in Hillcrest and North Park.RELATED: San Diego County added to California's 'monitoring list,' certain businesses told to shut downHe is thrilled that the council will consider approving the proposal to include parking lanes next week.”Putting it in the parking lane can really save some of these businesses,” he said. Also Tuesday, Poway City Councilmembers voted unanimously to approve a proposal by Mayor Steve Vaus to buy outdoor picnic tables. The tables will be used by restaurants in need to help them move business outdoors. Vaus plans to use funding from the CARES Act to purchase the tables.Vaus added that no permits will be required to use the tables on sidewalks or in private parking lots and that they are expected to be distributed this week.Once restaurants are finished using them, the tables will be moved to local parks in Poway.“I think this is kind of a no brainer win-win type of situation I would love to see more picnic tables in our parks eventually, and so that's a great thing. And to do every little thing that we can to help our local businesses,” said Deputy Mayor Caylin Frank. 3398
