SAN DIEGO (CNS) - Authorities today publicly identified a U.S. Border Patrol agent who fatally shot a Mexican national last month during a scuffle just north of the international line in San Ysidro.Ryan Gonsalves, a nine-year member of the federal agency who is assigned to its Imperial Beach station, opened fire on 30-year-old David Angel Villalobos-Baldovinos early on the evening of Oct. 23 near Las Americas Premium Outlets mall on Camino De La Plaza, according to the San Diego Police Department.The events that led to the deadly gunfire began about 5:45 p.m., when Villalobos-Baldovinos allegedly tried to enter the United States illegally and was confronted by Gonsalves, SDPD Lt. Andra Brown said.When the agent tried to detain Villalobos-Baldovinos, a struggle broke out. During the fracas, the lawman shot the suspect once in the upper body.Gonsalves suffered minor injuries during the fight, Brown said. The SDPD Homicide Unit was called in to investigate the case, as is standard protocol in all instances of law enforcement shootings in the city.The findings of the probe will subsequently be reviewed by the U.S. Attorney's office, the lieutenant said. 1175

SAN DIEGO (CNS) - A man accused of fatally stabbing a 65-year-old clerk inside an adult bookstore in the Midway District pleaded not guilty Friday to felony murder charges that could lead to the death penalty if he's convicted.Shaun Ward, 39, was non-responsive and kept his head down during his arraignment. He was ordered held without bail in the death of 65-year-old Diane Spagnuolo.Ward refused to answer questions from Judge Maureen Hallahan about his true name or date of birth.The judge read Ward his constitutional rights and his attorney entered the not guilty plea for him.Ward was charged with murder and special circumstance allegations that the murder was committed during a robbery and that the murder involved the infliction of torture.District Attorney Summer Stephan will decide later if Ward will face life in prison without the possibility of parole or capital punishment if he's found guilty.The victim was found dead inside the X Spot Adult Store on Midway Drive on Monday afternoon, according to San Diego police. Ward was arrested late that night at a residence in San Diego.A surveillance camera in the adult shop captured images of Ward prior to the slaying, reported about 12:45 p.m., police said.Ward will be back in court Nov. 14 for a status conference. 1290

SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement.In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement. "We're going to be innovative and creative in how we do that."Loma was one of four companies that responded to a request for proposals issued by SDPD earlier in the year. SAN DIEGO (CNS) - According to a San Diego County prescription drug abuse report released Thursday, local opioid and prescription drug overdose deaths have increased significantly in recent years.The 2020 San Diego County Prescription Drug Abuse Task Force Report Card found that between 2018 and 2019, the number of unintentional fentanyl deaths increased by 64% and prescription drug deaths rose nearly 12%.The report card provides a variety of data to measure the prescription drug misuse problem in the region by looking at multiple factors and data points over the last five years in San Diego County.In 2019, 645 people died of an unintentional overdose caused by prescription and illicit drugs, as well as alcohol.Those include:151 fentanyl deaths compared to the 92 reported the previous year. The number continued to increase in 2020. Fentanyl is a synthetic opioid primarily coming from Mexico that is 50 to 100 times more potent than morphine and 25 to 50 times stronger than heroin;275 deaths due to prescription drugs -- opioids and non-opioids -- up from 245 in 2018; and124 heroin deaths, up from the 105 reported the year before.In addition to deaths, the report card tracks additional key indicators of opioid misuse in the region.The report also found 6,162 visits to local emergency rooms in 2018, compared to 6,607 in 2017. Data for last year won't be available until 2021.Additionally, nearly half of adults arrested reported misusing prescription drugs in 2019. One silver lining is that fewer 11th graders reported prescription drug use in 2019 than in 2015.San Diego County funds prevention and treatment services throughout the region. SAN DIEGO (CNS) - Mayor Kevin Faulconer today signed an emergency executive order that allows restaurants throughout the city to operate outside effective immediately.Notable parts of the order include allowing restaurants to establish sidewalk cafes and use private parking lots for dining.Restaurants must still comply with county and state ordinances, including following ADA requirements for sidewalk cafes.
