A father and mother in Las Vegas were arrested on Feb. 28 on charges including murder, child abuse/neglect, and animal cruelty. Police were called to the couple's apartment on Feb. 25 after getting reports about possible abuse or neglect. Medical workers told police dispatchers that they were transporting a 5-month-old child to the hospital and the baby appeared to be malnourished.The baby died after being taken to the hospital.Detectives from the Las Vegas Metropolitan Police Department investigated the case, and three days later arrested 29-year-old Anthony Oceja and 24-year-old Loreana Martinez. Oceja and Martinez also had two other children who were taken into protective custody and are being evaluated by medical personnel for potential health concerns. There were also three dogs in the residence that appeared to be severely malnourished. They were turned over to Clark County Animal Control. A fifth person has died from his wounds as a result of Tuesday's Strasbourg Christmas market attack, the Paris prosecutor's office told CNN on Sunday.A gunman burst into the market in the evening hours Tuesday as crowds did their holiday shopping, killing three and wounding 13 more. The fourth victim, Antonio Megalizza, an Italian journalist who had been on life support since the attack, died on December 14, French authorities told CNN.CNN affiliate BFMTV reported that a 45-year-old man visiting from Thailand, an Afghan father of three who had been living in France for 15 years, and a man from Strasbourg also died in Tuesday's market attack.The authorities are calling the mass shooting a terrorist attack. Police killed the gunman Thursday night near the marketplace.The shooter, Cherif Chekatt, was known to prison officials for being radicalized and for his proselytizing behavior in detention in 2015, Paris prosecutor Rémy Heitz said, adding that he had been incarcerated multiple times in the past. A body found in Costa Rica has been identified as a Florida woman who went missing while she was on vacation, according to her family. The father and brother of Carla Stefaniak identified the body as the 36-year-old Tuesday night.During an exclusive interview with ABC Action News, Stefaniak's father, Carlos, said his heart shattered when he saw her body.Costa Rica's Judicial Investigation Agency (OIJ) said an autopsy performed on her body showed that she had stab wounds around the neck and extremities and blunt-force trauma to the head.Family friend, Greg Zwolinsky, who is with them in Costa Rica, said he wants everyone to remember Stefaniak based on the radiance of her personality that is portrayed in pictures of her smiling.On Monday, a spokesperson for the OIJ confirmed that remains were found. The body was found in a wooded area as investigators combed through the region, roughly 1,000 feet away from where Miami resident and Tampa native, Carla Stefaniak, spent what was supposed to be her final night in Costa Rica last week, Judicial Investigator Director Walter Espinoza said in a press conference. On Monday night around 11 p.m., OIJ officials detained a security guard at the apartment complex, 32-year-old Bismarck Espinoza Martínez. Martínez has been in Costa Rica since June 2018.After Stefaniak was reported missing, agents began to investigate where she was last seen. Officials say that Martínez had the time and space to commit this crime and became a suspect because of the investigation. Specifically, his statements did not match video surveillance in and around the area at that time.In addition, fluids found in the apartment where Stefaniak was staying have the consistency of blood, OIJ officials said.Stefaniak traveled to Costa Rica to celebrate her 36th birthday, according to the family. A man in Oklahoma City, Oklahoma has died after being shot by police, though neighbors were yelling that he was deaf.Magdiel Sanchez, 35, was carrying a metal pipe and 15 feet away from police when shots were fired. One witness said officers yelled at him to drop what he was carrying before shooting, but he did not comply. Another said Sanchez often carried the pipe because of stray dogs in the area that would attack.Police said officers on the scene did not hear the neighbors.The officer who shot Sanchez is a police sergeant and is now on leave. A Dundalk couple says they’re trying to figure out who’s responsible after a carnival accident on Friday.A day at a carnival for David Nagel, his wife Stacy, and their 2-year-old grandson was going great until David and Levi were on board the carnival’s merry-go-round.“I grabbed my grandson,” David said. “Ran away from the [the carousel] and got my grandson over the fence to my wife, and then I went back to make sure that everybody else was ok because there was a young lady with two younger kids behind me.”Part of the merry-go-round collapsed with close to 40 people on or nearby.Stacy watched in horror, capturing the entire incident on her smartphone.“It was his first time ever on a merry-go-round. He’s two. He never wanted to get on before and we didn’t push him. He just wanted to get on the merry-go-round so we had to film it. Thank gosh we did,” she said.Firefighters along with ride inspectors worked on the ride for almost an hour.Then the ride went back into service – not against protocol according to state inspectors.The ride services’ owner, Shaw & Sons Amusements, says the state handles inspections.“A major breakdown is a stoppage of operation from any cause that results in damage, failure, or breakage of a structural or stress bearing part of an amusement attraction,” Matt Helminiak, the Commissioner of Labor and Industry – over the amusement ride and safety inspection division, said.By phone, he said if no one was injured or if there weren’t a major breakdown, the state wouldn’t even be alerted.The incident on Friday wasn’t enough to shut the ride down.Still, Helminiak says the state will look at what went wrong with the merry-go-round.“In the case of a mobile ride, every time that ride is set up, a state inspector inspects it before anybody is allowed to ride it, but the operators themselves have a daily inspection requirement and so they inspect it and keep a log of inspections and then have that available for us,” he said.An unsettling feeling for David, who says he wants to see a change in the inspection process, no matter if someone is injured.“I went, number one, to bring back memories and number two – to share joy. It was supposed to be a joyous time. It was until we got on the merry-go-round,” David said.The state will look at the merry-go-round before it’s set up again.No matter the issue, it’s up to the company to get the ride fixed before anyone is able to get on it again. 2447
