VIENNA, Oct. 7 (Xinhua) -- A sculpture of late Soviet cosmonaut Yuri Gagarin was presented to the UN Office in Vienna (UNOV) Friday to celebrate "50 Years of Human Spaceflight," the theme of the World Space Week 2011.In 1961, Gagarin completed an orbit around the Earth aboard the Vostok 1 spacecraft, serving as a pioneer of human spaceflight. The sculpture is a gift from the Russian government and would be placed at the Permanent Exhibit of the United Nations Office for Outer Space Affairs (UNOOSA).Attendants of the ceremony include UNOV Director-General Yury Fedotov, UNOOSA Director Mazlan Othman and Head of the Russian Permanent Mission Vladimir Voronkov."Outer space is one of the most exciting and challenging topics, and perhaps of all the important topics on the agenda of the United Nations, none quite captures our imagination like outer space," Othman said in her statement.Meanwhile, speaking highly of Gagarin's achievement 50 years ago, Fedotov stressed that the purpose of the development and utilization of outer space must be to the benefit of all mankind. The UN official said that relevant UN agencies would provide technical assistance to all countries to develop outer space and ensure the benefits in peaceful purpose. On Dec. 6, 1999, the 55th United Nations General Assembly declared the World Space Week to be held every year during Oct. 4-10.

SANYA, Hainan, Dec. 4 (Xinhua) -- The five BRICS nations intend to focus and work together on developing alternative energy sources. When Bu Xiaolin, vice governor of China's coal-rich Inner Mongolia autonomous region, spoke over the weekend in front of hundreds of BRICS delegates on regional energy strategies, she mentioned little of the fossil fuels that have long contributed to the region's growth.Like many other speakers at the 1st BRICS Friendship Cities and Local Governments Cooperation Forum, which ran from Dec. 1-3 in Sanya, Hainan province, she devoted large part of her speech to discussing wind and solar energy."Facing the prospects of running out of fossil energy and the related environmental issues, developing new energy is an inevitable choice," said Bu.The forum at this seaside resort over the weekend attracted hundreds of local governors, scholars and business people from the BRICS nations -- Brazil, Russia, India, China and South Africa -- to discuss city-to-city cooperation, and new energy was among the top agenda topics.Consensus had been reached at the forum that the five countries should strengthen dialogue and cooperation for provincial and local partnerships, including infrastructure, green economy and technology transfer."We are very willing to cooperate with BRICS countries on new energy innovations, promotion and market development," said Bu.According to Bu, Inner Mongolia has huge potential in new energy, with 380 million kilowatts of exploitable wind power resources, accounting for more than half of China's on-shore wind power resources. The region is aiming for a total installed capacity of 33 million kilowatts for wind power and one million kilowatts for solar power by the end of 2015, she added. At national level, the Chinese central government expects to bring the country's total wind power installed capacity up to 150 million kilowatts in the next five years, according to national development plans.Meanwhile, in Brazil, there is movement to replace fossil energy with new energy in daily use, said Jailson Lima Da Silva, State Representative of the National Union of State Legislatures of Brazil. The country is working to increase the nation's wind power capacity, and new energy is expected to account for 65 percent of the nation's total energy consumption, he said."Brazil is optimistic on wind power exploitation, which will be one of the major fields of future investment," he said.Silva expressed hopes to work with China on new energy, especially solar power and biomass energy. "Brazil has large potential in solar energy, while China is a leading producers of solar equipment," he said.According to Mlibo Qoboshiyane, a member of the Executive Council of Eastern Cape, South Africa, the African nation is also investing extensively in wind and solar energy.South Africa has just unveiled a 12-billion-U.S.-dollar program on renewable energy development, which would largely be spent on wind and solar power and reduce the use of traditional energies, said the official. It would be helpful to exchange technologies and valuable information between the BRICS countries to keep consumption of new energies sustainable and affordable, he said.

BEIJING, Dec. 9 (Xinhua) -- Beijing has seen a declining trend in newly built ordinary apartments in the past 11 months of this year, said a report released by the Beijing Real Estate Association on Friday. That average price of 13,914 yuan (about 2,194.23 U.S. dollars) per square meter from January to November went down 6.3 percent from the yearly average housing price of 14,847 yuan per square meter in 2010, also the target set by the municipal government in attempting to control soaring house prices, said the report. It is expected that the real-estate market in Beijing will maintain the gradually declining trend. And the target of "a stable yearly price with a slight decline" will be smoothly reached, said Chen Zhi, secretary-general of the association. In November, first-time home buyers took up about 90 percent of housing consumers for the ninth month in a row, which means the government's measures to crowd out investing or speculative buying and meet the demands of conventional buyers are working, the report said. This year the government has repeatedly stressed its efforts to contain the runaway property market, through measures including tighter monetary policies, higher down payments, a ban on third-home purchases, price control targets and a trial property tax.

BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties. The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said. The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

BEIJING, Jan. 21 (Xinhua) -- The State Grid Corporation of China (SGCC), the country's largest electric power transmission and distribution company, said Saturday that the power supply will be sufficient during the upcoming Spring Festival holiday.Thermal power plants currently have 89.34 million tonnes of coal, which is enough for 20 days of power generation.Meanwhile, the country's electricity consumption is expected to fall by 40 percent during the holiday which lasts from Jan. 22 to Jan. 28, as many factories suspend production during the period, SGCC said. The company said it will keep a close eye on the cold weather, strengthen inspections and maintenance of high-voltage grids, and take precautions to minimize the impact of snow and freezing rain on power transmission.
