CHULA VISTA (KGTV) – A Chula Vista man says he could have been seriously hurt by a razor blade attached to the handlebar of a shopping cart.Jason Rodriguez says he was with his wife and young daughter, shopping at the Walmart on Eastlake Parkway Wednesday morning.“Normally we put her in the shopping cart, but I’m glad we didn’t this time,” Rodriguez said.Rodriguez discovered the blade when he went to wipe down the cart handle.  It was attached by magnets to the bottom of the handlebar.“I could have been cut. I could have caught a disease of some sort,” Rodriguez said. “There are crazy people out there who do dumb things for who knows what reason.”Rodriguez says he alerted store management to the incident. He added that he doesn’t blame Walmart because whoever hid the blade could have just as easily put it on other store’s carts.However, he hopes that stores and people will be more vigilant going forward.Walmart gave 10News the following statement: 979

CHULA VISTA, Calif., (KGTV) — More and more San Diegans are rushing to get tested for COVID-19, but the wait times at some South Bay locations are hours long.Cars wrapped around the South Chula Vista Library as hundreds of people are waited to be tested for the coronavirus."Testing is just something that we all need to be doing regularly right now," Nancy Maldonado, CEO of the Chicano Federation, said.Recently, the lines and wait times at the county's free testing sites have been getting longer, especially in the South Bay. Maldonado says this area is home to many Hispanic or Latino San Diegans who have front line jobs, with greater exposure to the virus."The other reason is the multi-generational housing, and the lack of housing here in San Diego," Maldonado explained.At its peak, Hispanic and Latinos made up 63% of the County's infection rate, despite only being 34% of the population. Most recent statistics show that number dropped to 57.7%."It's still high, and it's still alarming, but we have seen that number start to come down," Maldonado said.It's thanks to community organizations like the Chicano Foundation and the San Diego Latino Health Coalition that take away the stigma of testing. They offer resources for those who test positive, support for families, and even quarantine locations."There are resources available, so they don't have to stay within that household," Maldonado said.But there are still some obstacles. There have been reports of many people going to Aquatica, not knowing about the "appointment only" system. So they are being turned away."A lot of the county sites are switching to 'appointment only,' but that message isn't getting out fast enough," Maldonado said.That is why it is essential to check online before leaving your home, although making appointments is always recommended."It's up to all of us to make sacrifices right now and do everything we can to bring down this infection rate so we can reopen and so our small businesses don't have to keep suffering," Maldonado said.The county is now working with community partners to set up more testing locations where there is the greatest need. 2159

CHULA VISTA, Calif. (KGTV) -- The FBI and Chula Vista Police are asking for the public’s help identifying a man suspected of robbing six credit unions in San Diego County. The suspect, who was dubbed the "Gloved Robber" after wearing grey gloves during all of the heists, has so far robbed six credit unions. The robberies have all taken place between December 28, 2018 and February 23, 2019. According to the FBI, after entering each of the businesses, the suspect approached the tellers, handing them a note demanding cash. The FBI says the man wore a similar style of clothing in several of the robberies. Along with the grey gloves, the man wore sunglasses and hoods to cover his face. During two of the robberies, the man carried a motorcycle helmet into the credit unions. The robber also carried a calculator in his hand and held it to his ear like a cellphone during several of the robberies. CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. To be fair, the city says businesses will be selected in a lottery format.“Small businesses are the backbone of Chula Vista’s economy and are a critical part of our community’s economic recovery from the ongoing COVID-19 pandemic. CHULA VISTA, Calif., (KGTV) -- Following in the footsteps of neighboring San Diego, the City of Chula Vista launched a one-year e-scooter pilot program Sunday. Lime representatives held a "first ride" event at Discovery Park, introducing Chula Vista residents to the scooters. The event included safety training and an obstacle course where participants could practice using the scooters to get a free helmet.The city says the pilot program will allow Lime to stage 500 e-scooters at popular locations across Chula Vista for the first month. If all goes well, Lime can add 200 e-scooters every month after that.Some love the convenience. Others say they have seen too many problems in San Diego to support them. "They need to have parking areas for these things and designated legislation for helmets if they're going to have these things out there," said Daryll Coleman, a 12-year resident of Chula Vista. "That's my opinion. Should they be out here? I don't think so." This comes just two months after the City of San Diego notified Lime that it was revoking the scooter company's operating permit. The city claims Lime violated its geo-fencing rules.Residents say they are curious to see how the mayor's office will adjust rules to fit their city. 1259
