COVINGTON, Kentucky — The Kenton County, Kentucky Sheriff’s Office agreed to a 7,000 settlement with the families of two elementary students handcuffed by school resource officers in 2014, according to the American Civil Liberties Union.The children were handcuffed above the elbow behind their backs for misbehavior which the Children’s Law Center said was related to disabilities. The Children’s Law Center and ACLU filed a lawsuit against the sheriff’s office in 2015 over the incidents.The ACLU claimed the handcuffings were in violation of the students’ rights. The Covington students -- a boy and a girl -- both had attention deficit hyperactivity disorder, histories of trauma and other disabilities, according to the lawsuit.Video of a boy handcuffed and squirming in a chair even got the attention of the U.S. Department of Justice, which also investigated the school district’s disciplinary practices after the lawsuit was filed. Although the independent investigation did not find the district guilty of wrongdoing, the Department of Justice said that the Americans with Disabilities Act applies to school resource officers, and school policies should dissuade the "school-to-prison pipeline" created by criminalizing misbehavior.In 2017, Covington Independent Public Schools agreed to a settlement with the U.S. Department of Justice and a new set of guidelines for disciplining children with disabilities.Later that year, a federal judge found that it was unconstitutional for school resource officers to handcuff the children.According to the ACLU, “both children had repeated nightmares, started bed-wetting, and would not let their mothers out of their sight,” after the handcuffings.WCPO televisions station in Cincinnati reached out to the Kenton County Sheriff’s Office for comment but has not heard back. 1860

DADE CITY, Fla. — Pasco County Fire Rescue is working to extinguish a large fire that destroyed three chicken coop barns early Thursday morning.Officials say an employee who lives on the Cal-Maine Foods property, located in Dade City, called in the first alarm around 1 a.m.When firefighters arrived on the scene, they immediately called for a second alarm after noting the size of the fire.The fire destroyed three barns that each contain up to 80,000 chickens each, and officials say at least 250,000 chickens total were killed.Crews were forced to battle the flames from an exterior position because the buildings were collapsing and propane tanks were going off.“We’re trying to keep everyone safe. We’re trying to fight the fire from outside the building," Chief Shawn Whited of Pasco County Fire Rescue said. "We haven’t been able to enter those buildings yet just because of the amount of fire and the number of hazards that are in there.”A front end loader also responded to assist in the firefighting efforts.This part of Pasco County is rural and there are no water hydrants nearby. COACHELLA, Calif. (KGTV) -- Another puppy was discovered in a dumpster at Coachella just weeks after a woman was arrested for reportedly leaving seven puppies in a trash can. According to the Animal Hope and Wellness Foundation, the puppy was found badly beaten and burned in a dumpster on the 49000 block of Harrison Street around 1 p.m. on May 5. Someone digging through the trash heard the puppy crying and took her to a nearby jewelry store, where she was rushed to an animal hospital. RELATED: Woman arrested after puppies dumped in trash can at Coachella“It appears as if she was burned with a caustic substance, or a metal object like an iron,” the foundation said. The weeks-old puppy also had a portion of her tail cut off and can’t walk due to being beaten. The puppy, whose name is Hope, is currently in intensive care and being monitored 24 hours a day. The foundation is offering a ,000 reward for information leading to an arrest of the person responsible. The incident comes after a woman identified as Deborah Sue Culwell, 54, was arrested for reportedly dumping seven puppies in a dumpster at Coachella. The puppies were only about three weeks old.
