SAN DIEGO (CNS) - This fall could bring dangerous wildfire conditions to San Diego and surrounding areas of the county, according to a report scheduled to be delivered Monday to the City Council's Public Safety and Livable Neighborhoods Committee.In his presentation, San Diego Fire-Rescue Department Chief Brian Fennessy notes that winter rains promoted more grass growth than usual throughout the city. "If the fires occurring in the north and central part of the state (are) any indicator of what is to come for San Diego, we could be in for an extremely active and potentially dangerous three months."Through Sept. 10, Cal Fire has responded to more than 5,100 fires throughout the state this year, which have scorched over 229,000 acres. The five-year average for the same time period is almost 3,900 blazes and 156,000 acres, according to data from Cal Fire, which provides fire protection outside major cities.RELATED: Largest fires in San Diego County historyWhile the conditions for wildfires could be risky, the department is adequately staffed and equipped to respond to blazes that break out, Fennessy said. SAN DIEGO (KGTV) -- A Baja Beach Cafe employee is suing her employer and her former manager, alleging sexual harassment, negligence and sexual battery. Allison Biagioni has worked at Baja Beach Cafe in Pacific Beach Cafe for three years. Biagioni says her former manager sexually harassed her multiple times. Biagioni says the incident that made her come forward was this past January at a birthday party with coworkers. Biagioni says, the manager at the time, groped her, kissed her, and put her hand in his crotch. He also allegedly made inappropriate comments towards Biagioni in front of other coworkers. Biagioni's attorney, Anna Yum, tells 10News the incident was reported to San Diego Police, but 10News is not naming the former manager because he was never arrested or charged with a crime. The Baja Beach employee says she expressed her concerns with another manager and to human resources, but says the manager tried to dissuade her from moving forward with her complaint. SAN DIEGO (KGTV) - 10News sat down exclusively with Father Joe Carroll to talk about his legacy and fight against homelessness.He got involved with the homeless in San Diego in 1982. "The bishop called me in his office told me, the next day he's going to appoint me head of St. Vincent de Paul and my job was to build a shelter."Immediately assigned as the guy to find a solution to the problem, "When I first started, I'd be writing letters, 'please help me, please help me' and I'd get stacks back, 'no, no, no'."Despite dealing with rejection and other challenges early on, Father Joe has remained committed to fighting homelessness for decades. As Father Joe says, "the rest is history."He remembers ten years ago when he first recognized the problem of homelessness was growing. "We ignored it and we ignored it and had all these crazy ideas which I still think they have, so, I still think it's not reachable for a few more decades."Father Joe may be retired but he's still involved weekly in the fight against homelessness.As he watches the City of San Diego continue to try and solve the problems, he tells 10News, "housing is not the answer to homelessness."He says, instead, the answer is rehabilitation.After decades of fighting homelessness, Father Joe says the answers come from the individuals themselves, "slowly but surely I learned you had to talk to the homeless first to know what you're doing."While he's more removed from Father Joe's Villages since retirement, he still talks with the homeless community daily."Everyday I get out of here, I shake hands with people who are success stories, and that's what makes me want to do more." 1663

SAN DIEGO (CNS) - Violent crime dropped in San Diego County in the first half of the year for the first time in six years, even though the region saw a spike in the number of homicides, according to a report released Tuesday by the San Diego Association of Governments.The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,356 in 2020, down from 5,545 last year.Mid-year violent crime totals from recent years were 5,510 in 2018; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounted to a 4% bump in violent crime.The report found there were 52 homicides in the first half of 2020, a dramatic increase from 38 homicides measured at the halfway point last year.A month-by-month breakdown of the homicides this year showed that seven were recorded in January, three in February, 11 each in March and April, and 10 each in May and June. In 2019, January had five homicides, February had six, March and April each had six homicides, May had eight and June had seven.Among homicides in which motive could be determined, 22% were attributed to robbery -- compared to 4% last year -- and 3% were attributed to gangs -- down from 19% last year, according to the report. No homicides were attributed to domestic violence this year, while 19% of last year's homicide were considered domestic violence-related.The report also found that overall domestic violence cases reported to law enforcement in 2020 increased each month from January through March, then decreased slightly in April and May before rising 3% in June, compared to the same time in 2019."The zig-zag percentages of reports in domestic violence regionwide could be attributed to the pandemic," SANDAG director of research and program management Cynthia Burkem said. "When you factor in social distancing, including families isolating together during stressful times and with less contact with mandated reporters, it could affect an individual's willingness to report a crime to police."Reports of rape fell to 432 after reaching 539 at the midway point of 2019. Further analysis showed the biggest month-to-month changes from this year compared to last year were seen in April and May.The number of reported robberies dropped 10% -- from 1,410 in 2019 to 1,268 this year -- while the number of aggravated assaults increased 1% -- from 3,572 in 2019 to 3,604 this year.Reports of property crime totaled 24,512 in the first half of this year, down from 27,239 during the same period in 2019.In 2020, 3,624 burglaries were reported throughout the county, a 3% drop from the first half of 2019. Residential burglaries decreased 19%, but non- residential burglaries increased 9%.Property crimes includes burglary, larceny and motor vehicle theft. SAN DIEGO (KGTV) -- A 65-year-old woman was rushed to the hospital after being struck by a vehicle in Serra Mesa on Christmas eve. According to police, the incident happened just before 8 p.m. at the intersection of Ruffin Road and Village Glen Drive near the Village Glen Apartments. Police say the woman was crossing the street when she was struck by a 16-year-old driver. The woman was rushed to the hospital with major injuries. The teen remained at the scene after the crash. At this time, it’s unclear if drugs or alcohol played a role in the crash. Pedestrian struck by car while crossing Ruffin Rd in Serra Mesa. 65-year-old woman transported with major injuries.
