San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. SAN DIEGO, CA (KGTV) -- While many sports have made their return during the COVID-19 pandemic, bowling alleys have remained closed.The Mira Mesa Lanes have been a very important part of the Mira Mesa community for years. The bowling alley off Mira Mesa Boulevard has been known for their special needs and senior leagues, and as a spot for youth bowlers to enjoy the game with family and friends.Those who love the Lanes hope it has not seen its last strike."They have probably the biggest, or the second biggest, youth program in the state. We also have a couple of national champions that bowl there," said Marci Greim, who has started a "Save Mira Mesa Lanes" GoFundMe page.Greim, a mother of two young bowlers, said Mira Mesa Lanes has always been a big advocate of college."The kids, just by participating in leagues, have a portion of their dues set aside for college scholarship money. Then, when the kids do well in tournaments, or other things like that, they are earning college scholarship money. Mira Mesa Lanes has just always welcomed the youth bowlers,” said Greim.Mira Mesa Lanes shut down on March 16 due to the onset of the coronavirus pandemic. They reopened for a few weeks in June, but state restrictions forced them to shut down once again.The alley has been closed ever since."So, they are really on the brink," said Greim. "They are already behind on their rent and it's looking pretty bleak."The GoFundMe page was organized to help Mira Mesa Lanes pay their rent while the alley sits in limbo amid the pandemic.“It’s to help them survive long enough to not be closed permanently,” said Greim. 1625
San Diego (KGTV)- Tenants in Oak Park say they soon won't be able to pay their rent if it continues to go up. Some have seen two increases this year, and they're already living on a fixed income. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. The Senate Appropriations Committee will hear Assembly Bill 1482 Friday and decide whether or not to move it out of suspense file status for the rest of 2019. SAN DIEGO (KGTV): In the wake of Starbucks and Disney doing away with plastic straws, environmental groups in San Diego want the city to do the same.The Surfrider Foundation is sponsoring a proposal that the San Diego City Council will vote on in September to require restaurants to only offer straws to customers who request them, instead of giving them out with every drink.They're also pushing for a ban on Styrofoam take-out containers.Natalie Roberts-Decarli, the Interim Executive Director of I Love a Clean San Diego, says her group wants people to be more conscious of the waste they create in their daily lives."Straws kind of fly around easily, they blow away easily, and they're not able to be recycled," she says. "So they end up in our landfills or just litter."At one ocean clean up event last year, I Love a Clean San Diego found 6,000 straws on the coast in just a few hours. Roberts-Decarli says plastic straws are always in the top ten items of trash they find."There's no perfect answer right now. Everyone is still trying to work together to come up with the best solution," she says.Many local restaurants have already taken that step. According to Surfrider, more than 100 restaurants in San Diego County are certified as "Ocean Friendly," meaning they follow a list of criteria for recycling and avoiding plastic. The full list is on their website.Marketing analysts say changes from big companies like Starbucks and Disney mean this will likely spread and expand."It raises the consciousness of consumers and it sets rising expectations in consumers," says Heather Honea, the Chair of San Diego State University's Marketing Department in the Fowler School of Business."By people banning it and having discussions about whether it's bad or good or what does it mean, how does it affect them, it creates top of mind salience that changes people's perspectives on things because they become aware of the topic. And for a moment, they think about it, ponder it and reconcile how they think about it," she says.Environmental groups say making the change would be easy for consumers, who could carry reusable straws in their purses or car glove compartments. They compare it to the reusable grocery bag change that happened in San Diego over the last few years.However, not everyone supports the idea. Some warn that the ban could be discriminatory against people with disabilities, many of whom require straws. Others say it would make it harder for senior citizens or parents of young children. 2537
San Diego (KGTV)- With no warning, a light pole came crashing down on top of a car in Pacific Beach. Neighbors are worried that what they found could shine a light on a bigger problem. “It’s really scary that you can be walking down the street and something could fall out of the sky like that,” says neighbor Kevin Payne. Payne says he was walking in the area on Saturday, along Ingraham Street and Reed Avenue when he heard the loud crash. He says a San Diego lifeguard, who was driving by, stopped to section off the area until crews arrived. The base of the pole is filled with corrosion and rust. Neighbors say to the human eye it would have been tough to spot. “You wouldn’t notice just walking by, you would need to take off the cover of the base,” says Payne. “I think once you took the cover off it would have been clear as day.”In a statement to 10News, the city didn’t pinpoint the cause of the collapse but says the light is scheduled to be replaced this week. In the meantime, city crews will assess the other lights in the area to ensure they are “functional and stable.” The owner of the damaged car was not inside at the time. The city says she will need to make a claim with the Risk Management Department to determine who is liable. 1259
