President Donald Trump's administration plans to propose a new rule Friday that would bar abortions at facilities receiving federal family planning funds, according to two people familiar with the plans -- a move aimed squarely at Planned Parenthood, which accepts some federal money for non-abortion services.Long sought by conservatives, the step would take the administration's push to curtail abortions further. There are already laws in place that prevent federal money from directly funding abortions, but groups like Planned Parenthood still accept federal dollars for services like annual screenings and checkups."This proposal does not necessarily defund Planned Parenthood, as long as they're willing to disentangle taxpayer funds from abortion as a method of family planning, which is required by the Title X law," said a Trump administration official. "Any grantees that perform, support, or refer for abortion have a choice -- disentangle themselves from abortion or fund their activities with privately raised funds."Under the new rule, those services would have to be performed in a different place than abortions, and by different employees, if the facility is to continue receiving federal family planning dollars.Planned Parenthood receives some of its funding from those programs, known as Title X. Restaurants in Los Angeles County will be open for delivery, take-out and drive-thru services only for three weeks beginning Wednesday in the hopes of preventing the spread of COVID-19, according to The Los Angeles Times and KABC-TV.Restaurants, bar, breweries and wineries in LA County had been open with outdoor seating only. However, officials have moved to restrict all in-person dining as cases in the county have spiked in recent weeks — just as they have across the country.Breweries and wineries can continue selling alcohol in a retail setting."To reduce the possibility for crowding and the potential for exposures in settings where people are not wearing their face coverings, restaurants, breweries, wineries and bars will only be able to offer take-out, drive thru, and delivery services," the county's Department of Public Health said in a news release. "Wineries and breweries may continue their retail operations adhering to current protocols. In person dining will not be allowed, at minimum, for the next 3 weeks."The restrictions came after county officials warned that further action would be taken if the county's five-day average of daily cases rose above 4,000 a day. KABC-TV reports that on Sunday, the four-day average sat at 4,097 a day.The restrictions threaten countless restaurant owners in the Los Angeles area, as well as the thousands of people those owners employ. President Donald Trump told special counsel Robert Mueller in writing that Roger Stone did not tell him about WikiLeaks, nor was he told about the 2016 Trump Tower meeting between his son, campaign officials and a Russian lawyer promising dirt on Hillary Clinton, according to two sources familiar with the matter.One source described the President's answers without providing any direct quotes and said the President made clear he was answering to the best of his recollection.This is the first insight into how the President responded to the Mueller team's written questions -- a key unknown as Mueller aims to wrap up his investigation and prepare his final report.These two points -- WikiLeaks and the Trump Tower meeting -- are critical to Mueller's central mission: investigating whether the Trump campaign colluded with Russians during the 2016 campaign.The President's lawyers previously told CNN the answers would match his public statements. Still, these written answers could be subject to criminal charges if false.A spokesman for the special counsel declined to comment. CNN did not get a full readout of all of the President's answers to Mueller's questions.According to many lawyers who have experience in cases such as this, adding the caveat that he has no recollection, as the President apparently did with these written answers to Mueller, is standard procedure as a way to try to shield a client should their recollections be challenged."It's well-documented how frequently he says or tweets false things, and there's no criminal exposure for that," said CNN legal analyst Carrie Cordero. President Donald Trump's former lawyer and fixer, Michael Cohen, was sentenced Wednesday to three years in prison after saying he took "full responsibility" for his actions while at the same time blaming the President.His sentence will be the longest thus far for anyone involved with the President or stemming from special counsel Robert Mueller's investigation into Russian meddling in the 2016 election."I take full responsibility for each act that I pled guilty to: The personal ones to me and those involving the President of the United States of America," Cohen said.But he also said he was living in a "personal and mental" prison since he started working for Trump."Recently the President tweeted a statement calling me weak and it was correct but for a much different reason than he was implying. It was because time and time again I felt it was my duty to cover up his dirty deeds," Cohen said."This may seem hard to believe, but today is one of the most meaningful days of my life," Cohen added later. "I have been living in a personal and mental incarceration ever since the day that I accepted the offer to work for a real estate mogul whose business acumen that I deeply admired."Inside the courtroom, Cohen's family was visibly emotional. Cohen did not speak to reporters upon leaving the courthouse.He previously pleaded guilty to eight criminal counts brought by federal prosecutors in New York, and received 36 months for those crimes.
