SAN FRANCISCO (AP) — Voters in one San Francisco Bay Area county will decide whether to remove a judge from office for sentencing a former Stanford University swimmer to a short jail sentence for sexual assault in a case that sparked national outrage months before the Me Too movement took off.The effort to recall Santa Clara County Judge Aaron Persky is being closely watched for its national political implications. If it's successful, Persky would be the first California judge recalled from office in 86 years after he sentenced then-sophomore Brock Turner to six months in jail in June 2016 for sexually assaulting a young woman."This vote is a harbinger," said Barbara O'Connor, a professor emeritus of political science at California State University, Sacramento. SCRIPPS RANCH (KGTV): At the top of a trail along Semillon Boulevard and Pomerado Road, right next to a sign that reads, "No Dumping - 00 fine," sits a giant pile of wood chips.It's been there for years, growing and shrinking in size. But right now, people who live nearby say it's as big as they can remember."Yeah, it is a little larger than normal," says Douglas Burns, who lives in a home next to the pile.The wood chips are from trees cut down by maintenance workers in the area. The work is part of the Scripps Ranch Civic Association's maintenance contract with the city. The workers take the leaves to the dump but leave the wood chips behind.Bob Ilko, the President of the SRCA, says it saves money on beautification projects. He says the city doesn't have to pay to haul the wood chips and tree pieces away or buy fresh mulch when they need it for landscaping.The wood chips are used to help with weed control and ground cover across Scripps Ranch."It's natural here, it's generated here, it stays here," says Ilko, adding that there's also an environmental benefit since it keeps all the wood chips out of city landfills.Ilko says the pile is larger than usual right now, but that's because crews have been hard at work clearing away dead and dying trees from the area.And while the wood chips are on city-owned land, that does not mean they're available to the general public."It's city property," says Ilko. "If people take them, it defeats the purpose of keeping the wood chips here to save money."He also says contractors are not allowed to use the area to dump their wood chips.When asked if the pile presents a fire hazard, Ilko told 10News the Fire Department has been out to inspect the area, and they say there is no danger of any spontaneous combustion."It's not mulch, it doesn't heat up and break down like manure or mulch," says Ilko. 1889

SANTEE, Calif. (KGTV) - An East County family is channeling their pain into helping domestic violence survivors in San Diego. The family's loved one, 19-year-old Kiera Bergman, was murdered last year in Arizona. ”What helps us is being able to help other people and we want her story and her memory to stay alive and that’s why we’re choosing to do donation drives, because we want to be able to help people that are in the same situation she was in," said Mindy Tarantino, Kiera's aunt. Investigators believe Bergman's boyfriend, Jon Clark, is responsible for her death. Clark faces first-degree murder charges and is set to stand trial in a few months. “I'll look at pictures that I have of her and then all of a sudden you just get overwhelmed, I get anxiety really quick, and it just really hits me that she’s gone," said Kiera's grandmother, Sandie Bergman. They are collecting various toiletries and items like diapers to donate to Becky's House, a nonprofit working to break the cycle of domestic violence and homelessness.A donation drive was held in Santee on Monday, but you can also donate online through the family's Amazon Wish List. 1155

SANTA ANA, Calif. (AP) -- A surfer was found dead face down in the water at Upper Trestles at San Onofre State Beach in San Diego County.The Orange County Register reports South Sector Superintendent for State Parks Rich Haydon says the man, described as middle age, was seen struggling Saturday as he paddled out into the surf at the break just south of San Clemente's border.It's unclear if the man was struggling because of the surf conditions or because of health issues.Nearby surfers then noticed the man face down in the water.Camp Pendleton Fire Department responded and continued attempting CPR before declaring the man dead at the scene.The San Diego County Medical Examiner had not released the man's name as of Monday morning. 746

SAN MARCOS, Calif. (KGTV) – Authorities have identified the victim and suspect after a man and a woman were found dead in a San Marcos home Monday. The Medical Examiner identified the victim as Michelle Johnson, 43, as the victim and Tiko Leal, 49, as the suspect. Deputies were called to the home on the 1000 block of Lanza Court early Monday morning after receiving reports of unknown trouble. Neighbors told deputies that two children, ages 10 and 11, were inside the home and afraid to come out. After entering the home, Johnson and Leal were found unresponsive with trauma to their bodies, according to the department.
