SHANGHAI, Nov. 13 (Xinhua) -- China's first local financial tribunal opened on Thursday in the People's Court of Shanghai Pudong New Area.     The tribunal, with three judges, will accept both individual and institutional civil cases, with no limit on claims, said a judicial official.     Lin Xiaojun, vice chief judge of the tribunal, said the global financial crisis has triggered an increase in financial disputes.     Financial innovation and opening-up had also seen a wider variety of cases, including finance product and company stock ownership disputes, said Lin.     Ding Shouxing, president of the People's Court of Shanghai Pudong New Area said the tribunal would also provide legal services for financial institutions, release case analyses for market information, and make proposals to prevent and resolve financial risks.     The tribunal would hire financial experts as assessors, and setup a consultative team to guarantee just, efficient, professional and clean hearings.     The Ministry of Justice has announced no plans to extend the tribunals to the other parts of the country.     Since 2006, the People's Court of Pudong New Area has heard 5,603 financial cases, including those relating to bank loans, credit cards, securities and assurance, involving more than 1.6 billion yuan (242 million U.S. dollars).     The Chinese government approved Pudong New Area, situated in eastern Shanghai, as a trial base for opening-up in 1990. Since then, 530 domestic and foreign financial institutions have been established there.

He said EU-Chinese relations are strategic, strong and mature.

CHENGDU, Dec. 29 (Xinhua) -- President Hu Jintao visited quake-hit Sichuan Province over the weekend, showing concern for survivors and inspecting reconstruction work as winter set in.     It was Hu's second visit after the May 12 earthquake. Hu's last visit was on May 16, when quake relief work was in a critical phase.     The 8.0-magnitude quake, centered in Wenchuan County, left more than 69,000 people dead, 374,000 injured, 18,000 missing and millions homeless. Hu told the officials to pay visits to victims' families during the upcoming festivals and help them solve problems.     The central government has introduced policies to support agricultural recovery, Hu said at a herb production base in Huaxi Village, Dujiangyan. He encouraged growers to make good use of these policies and technology to recover losses from the quake.     The president also expressed respect to workers at reconstruction sites. In Hanwang Township, he praised workers for their hard work and encouraged them to live up to the expectations of the quake region and get their jobs done with high quality and efficiency. Hu visited a supply station in Dujiangyan, urging abundant supply and stable prices to serve local needs.     En route to Yingxiu Township, Hu encountered dozens of military vehicles transporting reconstruction material to the quake zone, part of the Chengdu Military District's 1,000-vehicle logistics task force.     Hu praised the soldiers for their contribution to the quake relief and reconstruction, asking them to overcome difficulties and finish the job.     While in Sichuan, Hu also met with provincial officials, encouraging them to fully implement the central government's reconstruction policies.     He told them to put people first, respect nature and seek a balance in speed and quality in rebuilding.     The great quake relief spirits formed in China's fight against the tremendous disaster are very precious, he said, urging the promotion of such spirits among officials at a time of difficulty as an inspiration.

  

BEIJING, Jan. 16 (Xinhua) -- China's State Council, or Cabinet, appointed Friday nine new counselors and six new members of the Central Research Institute of Culture and History.     Premier Wen Jiabao conferred the appointments, saying this year was the 60th founding anniversary of the counselors' department and the 58th for the institute, both founded on proposals by then leaders Mao Zedong and Zhou Enlai.     The two institutions were a major part of the Communist Party of China's United Front work, established to unite all forces in the development the nation, as well as a component of the government work.     Wen asked the counselors and researchers to advise the government by collecting public opinions and grassroots information, play a supervisory role, and helping boost the country's cultural sector.     The global financial crisis had brought a new opportunity for cultural development as the confidence for dealing with the crisis relied on cultural heritage and scientific spirits, he said.
