BEIJING, Aug. 27 (Xinhua) -- China's top legislature held an inquiry Friday into the government's report on grain safety in an effort to improve the legislative supervisory role.Entrusted by the State Council, or China's Cabinet, senior officials from nine government agencies, such as the National Development and Reform Commission (NDRC), attended the inquiry to answer questions raised by lawmakers at a bimonthly session of the Standing Committee of the National People's Congress (NPC), the country's top legislature.Such inquiries are believed to be a concrete and important step for the top legislature to exercise and improve supervision of the government.Zhang Ping, minister in charge of China's top economic planning body, the NDRC, issued the report on the country's grain safety on Thursday and lawmakers began to deliberate and make inquiries on the report on Friday. This is the second inquiry held by the top legislature this year. In its June session, lawmakers held an inquiry into the central government's final accounting for 2009.INTENSE Q&A SESSIONThe NPC Standing Committee's vice chairwoman, Oyunqemag, and 21 other lawmakers peppered government officials with more than 20 questions at the inquiry.Responding to a question on the impact of frequent natural disasters including drought, freezing weather and floods on this year's harvest, Vice Agriculture Minister Chen Xiaohua admitted that grain production has been negatively impacted.Chen, however, said because the central authority introduced preferential policies in a timely manner, the grain crops harvested in the summer maintained the same level as in previous years, though the harvest of early rice dropped a bit.He also said he was optimistic about the harvest in autumn, which accounts for more than 70 percent of the country's grain output because the seeded area has been increased and the growth of the crops was good at present.

DUBLIN, Sept. 26 (Xinhua) -- Senior Communist Party of China (CPC) official Li Changchun said here Sunday that Beijing and Dublin have huge potential to deepen bilateral ties and cooperation.Since the two sides established diplomatic relations 31 years ago, bilateral relations have developed steadily, said Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, upon his arrival for a two-day official goodwill visit.Especially in recent years, China and Ireland have increased high-level exchanges, carried out fruitful and mutually-beneficial cooperation in various fields including politics, trade, education, culture and science and technology, and maintained close coordination on international affairs, he noted.Li Changchun (L, Front), a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, is welcomed by Irish officials upon his arrival in Dublin, capital of Ireland, on Sept. 26, 2010. Li started his official goodwill visit to the country on Sunday.Still, the two countries face enormous potential and broad prospects for deepening bilateral ties, Li said, adding that keeping a friendly and cooperative bilateral relationship based on mutual benefit serves the fundamental interests of the peoples of the two nations. The CPC and the Chinese government attaches great importance to the relations with Ireland and have consistently treated China-Ireland ties from strategic and long-term perspectives, he said. The Chinese guest said he expects to exchange views with Irish leaders on bilateral relations and major international and regional issues of common concerns.Li added that he will learn from the host country's experiences in promoting the economy and explore new fields and new ways to enhance mutually-beneficial cooperation for the common good of both nations.Ireland is the third leg of Li's ongoing four-nation tour which has taken him to Estonia and Montenegro. HANOI, Oct. 29 (Xinhua) -- Chinese Assistant Foreign Minister Hu Zhengyue accused Japanese representatives here Friday of violating China's sovereignty and territorial integrity through statements to the media during the summit meetings between the Association of Southeast Asian Nations (ASEAN) and its partners. The Japanese side also made untrue statements about the content of a meeting between Chinese and Japanese foreign ministers held earlier in the day, he said.Hu said the Japanese move ruined the atmosphere for leaders from the two sides to conduct talks in the Vietnamese capital. The Japanese side should take full responsibility for any consequence to arise, the Chinese diplomat said.It was known to all that China had always tried to preserve and push forward bilateral relations between China and Japan on the basis of the principles set out in the four political documents signed by the two countries, Hu said. However, the truth was that the diplomatic authority of Japan, in cahoots with other nations, tried to create noises on the issue of the Diaoyu Islands in the East China Sea in the lead-up to the summits between ASEAN and its partners. On top of that, during the summits, the Japanese side frequently made use of media outlets to make statements and comments that violated the sovereignty and territorial integrity of China, Hu said. When meeting with his Japanese counterpart, Seiji Maehara, Chinese Foreign Minister Yang Jiechi set forth China's principled position on the issue concerning the Diaoyu Islands, stressing that the Diaoyu Islands had been an integral part of Chinese territory since ancient times, Hu said. The Japanese side was making untrue statements about the content of the meeting and distorted China's stance in implementing the principled consensus between the two countries on the East China Sea issue, Hu said.

TIANJIN, Sept. 13 (Xinhua) -- Chinese Premier Wen Jiabao on Monday stressed the importance of scientific innovation in the process of shifting from "made in China" to "created in China".Wen met with entrepreneurs and answered their questions on the sidelines of the World Economic Forum (WEF) Annual Meeting of the New Champions 2010, or the Summer Davos, being held in north China's port city of Tianjin.Wen said transforming the economic growth mode through developing Chinese creation and service was a key issue if the Chinese economy was to keep a balanced, coordinated and sustainable growth.Chinese Premier Wen Jiabao speaks at the symposium to entrepreneurs attending the fourth Summer Davos forum, or the Annual Meeting of the New Champions 2010, in north China's Tianjin Municipality, Sept. 13, 2010. The premier said China would make great efforts to develop science and education, transform traditional industries through high-tech and give priority to the development of emerging industries such as energy saving, environmental protection, information and advanced manufacturing.PEOPLE'S LIVELIHOODHe said the country would seriously tackle the problem of social equality and justice through measures of tax reforms and income distribution.People should clearly realize that China is still a developing nation, he said, stressing that it was fully necessary to increase investment in sectors of food and construction, which would help improve people's lives in future.Wen also asked people to realize that Chinese people's livelihood had been improved step by step.Statistics showed that Chinese people's wage income grew 11.2 percent from 2007 to 2009, two percentage points higher than the GDP growth of that period.Wen noted that in China, labor costs are largely low, and they need a reasonable rise. But for most of the Chinese employees, the top priority is to find a job, while wage level is the second major concern. Therefore, the rise in wage should be kept at a reasonable level, so as to maintain the competitiveness of our industries, Wen said."Besides, we should understand that the rise in wage should be in line with the advance of labor productivity," he said.
