ST. PAUL, Minn. (AP) — The Minnesota legislature has passed a package of police accountability measures that includes a ban on neck restraints like the one that was used on George Floyd before his death in Minneapolis. The sweeping package passed early Tuesday after legislators worked through the night on the bill, which was said to be one of the most substantial changes to the state’s criminal justice system in years.Passage of the measures comes after nearly two months of negotiations that followed Floyd’s death May 25.The Black man was restrained face down in the street while handcuffed and with three officers holding him down, including a white officer who had a knee to Floyd’s neck for nearly 8 minutes. 724

SPRING VALLEY (KGTV): People who live in the East County say they're fed up with the growing homeless problem around Spring Valley County Park. They say it's gotten worse over the last few months, and many parents are now afraid to bring their children there."They yell and scream, and they’re fighting each other," says Gustavo Galvez. His son, Gustavo, Jr. goes to the preschool at the park. "It’s concerning to have your kids listen to that kind of stuff."The county admits the problem has gotten worse. In a statement to 10News, they outlined steps the Department of Parks and Recreation and the Health and Human Services is taking to solve it.Those include:- Coordinating outreach events to give the homeless assistance and resources.- Increasing lighting around the park, especially near the restrooms.- Increased cleaning of common areas around the parkThe county also says that the Sheriff's Department has stepped up their patrols in the area. There is a Sheriff's Substation across the street, which helps keep and eye on the park. Some parents, though, say it's not enough."I feel bad. I know they need to be somewhere. But I don't think they should be where children are," says Lisa Brown, who brings a group of kids from her daycare to the park. "It's a playground. Kids go here."Concerned parents plan to bring their complaints to the Spring Valley Planning Group board meeting Wednesday night. It starts at 7 pm at the Otay Water District Headquarters (2554 Sweetwater Springs Blvd, Spring Valley, CA 91978). 1539
Seventeen days after voters went to the polls in Ohio's 12th congressional district, Republican Troy Balderson hung on by a 1,680-vote margin to win the seat over insurgent Democrat Danny O'Connor. The seat, previously held by Pat Tiberi, and before that current Ohio Gov. John Kasich, has been held by Republicans since 1983. The district has not seen a competitive race since then, as both Kasich and Tiberi typically won every two years by comfortable margins. But the district, which includes parts of Columbus' affluent northern suburbs, rapidly urbanizing Delaware County to Columbus' north, as well as several surrounding rural counties, became competitive after Tiberi announced his retirement. Polls leading up to the Aug. 7 battle showed a dead heat. On election night, Balderson held a nearly 1,500-vote advantage. O'Connor announced that he would wait on all absentee and provisional ballots to be counted before conceding. All of those votes have now been counted as of Friday. “I just called Troy Balderson to congratulate him on his victory in the 12th Congressional district special election," O'Connor said in a statement. "I want to express my deepest thanks to my campaign staff, our volunteers, and to everyone who cast a vote in the special election, whether it was for me or not."Balderson also issued a response on Friday. "Danny O'Connor ran a hard-fought race," he said, "but I look forward to earning the support of voters for a fourth time in November as I share my track record of getting things done for Ohioans."While both were gracious to each other on Friday, the affinity for each other will almost certainly be short lived. Both O'Connor and Balderson also are on the ballot in November. And with control of the House of Representatives hanging in the balance in November, there is no reason to believe that either candidate will let up on the attacks on each other from the special election. Democrats will need to gain 25 seats in order to flip the House for the first time since 2010. According to Cook Political Report, there are 30 toss-up seats up for grabs, with 28 of them currently being held by Republicans. If the Democrats win a majority of those seats, they will likely regain control of the House. 2323
Senate Majority Leader Mitch McConnell, R-Ky., said this week he is in favor of passing another round of economic stimulus for Americans, but suggested the funds be targeted to a smaller number of Americans.McConnell told reporters on Monday that the next round of stimulus funds should cover Americans making less than ,000 per year, which is far lower than the threshold for stimulus funds during the last round of aid, which many Americans received in April and May.Congress is currently on recess, but is expected to begin discussions on another round of aid when it reconvenes July 20.In May, House Democrats approved a stimulus plan, which included ,200 checks for those making less than ,000 a year. The House's bill has yet to be considered by the Senate, which had a few Democratic priorities the GOP are standing firmly against – funds for states to count mail-in ballots in the fall and a lack of liability protection for companies. Both McConnell and President Donald Trump have stated support for a second round of stimulus. Last month, in an interview with Scripps Washington correspondent Joe St. George, Trump endorsed providing a second round of stimulus funds."We will be doing another stimulus package, it will be very good, very generous," Trump told St. George on June 22.Trump wouldn’t divulge details on what a second round of stimulus funds would look like. 1398
