In each circle, it will always pass the two polars," said Wang Yejun, chief engineer of the Beijing Aerospace Control Center (BACC).The round orbit is also the final destination of the probe, where it is supposed to start carrying out all the planned scientific exploration tasks.It was originally designed to stay on the orbit for one year, but a researcher estimated that fuel saved by smooth operations and precise maneuvers may prolong its life span.Chang'e-I, named after a legendary Chinese goddess who flew to the moon, blasted off on a Long March 3A carrier rocket on Oct. 24 from the Xichang Satellite Launch Center in southwestern Sichuan Province. 

BEIJING - Floods and landslides have killed at least 360 people across China this summer and destroyed more than 4 million hectares (15.4 million sq miles) of crops, Xinhua news agency said on Wednesday. Direct economic losses were 24.3 billion yuan (.21 billion), according to latest figures from the State Flood Control and Drought Relief Headquarters. "Apart from 217,000 houses wholly or partially destroyed, more than 4.28 million hectares of grain crops have been hit, with 2.03 million hectares totally destroyed," headquarters deputy director Cheng Dianlong was quoted as saying. Most of the deaths occurred after downpours across the Jialing River Valley in the southwest province of Sichuan which have resulted in floods in almost all the tributaries of Jujiang River, a branch of the Jialing, and triggered severe mountain torrents, mud-rock flows and landslides. "Ferocious floods battered 40 counties along their route, submerging the downtown areas of four counties and shattering two small dams," Xinhua said. Cheng warned the situation across the Huai River Valley was at flashpoint with all trunk rivers there reporting dangerously high water levels. China flooded dozens of evacuated villages to ease pressure from the swollen Huai in the eastern province of Anhui. More rain was forecast for the next two days along the Huai, flowing through the central province of Henan and the eastern provinces of Anhui and Jiangsu. A total of 545 people were killed by natural disasters in China in the first half of the year, according to a report released by the Ministry of Civil Affairs. Another 78 people went missing as a result of natural disasters, including floods, landslides, mudflows, gales, snowstorms and earthquakes.

Conservation efforts appear to be helping China's endangered giant panda expand its habitat in parts of western China, the Xinhua news agency reported on Saturday. "This indicates an expansion of the giant panda's habitat -- and probably of its population too," Huang Huali, vice director of the Baishuijiang Nature Reserve Administration, was quoted as saying. The pandas have been helped by efforts to curb insect pests, which have restored the bamboo forests since 2002, Huang said. China's State Forestry Administration has estimated 1,590 pandas live in the wild, mostly in the mountains of Sichuan, although a study by Chinese and British scientists released last year calculated there could be as many as 3,000.

Land authorities in six Chinese cities including Beijing have illegally charged 1.1 billion yuan (US6.7 million) on enterprises so far this year, adding fuel to the nation's soaring housing prices. This was discovered by the National Development and Reform Commission, China's top planning body, during examinations of charges on businesses in Beijing, Shijiazhuang, Jinan, Guangzhou, Chengdu and Xi'an, the Beijing News said Saturday. The amount was well beyond the total illegal charges collected by eight departments for the whole year of 2006, said Li Lei, head of NDRC's Price Supervision Department. Quoting estimates by the land authorities, which say land costs account for 20 percent to 50 percent of the housing prices, Li said the behavior of these authorities has made the runaway housing prices worse. Despite by rounds after rounds of government curbs including restrictions on housing ownership by foreigners, housing prices have rocketed in China over the last few years, to the agony of ordinary people. Land authorities are not alone in overcharging enterprises. The commission found in May that urban construction departments have overcharged 216 million yuan (US.8 million) from construction firms. BEIJING -- Thirty-one provinces, autonomous regions and municipalities on the Chinese mainland had reshuffled local Party committees through internal elections for Party officials within a year ending last June.Moreover, 408 cities, 2,763 counties and 34,976 townships have elected new Party committee leadership from early 2006 to April this year, the Organization Department of the CPC Central Committee said here Thursday.This has made good preparation for the upcoming 17th CPC National Congress.The positions in the new Party committees at the provincial, regional and municipal levels were reduced by 21 compared with previous ones. The positions were cut by 149 at the city level, by 859  at the county level, and by 34,368 at the township level.Meanwhile, the local Party leaders are younger and well educated, particularly at the provincial level. The age of leaders in CPC provincial committees average 52.9 years old, half a year younger than their predecessors, and 91.6 percent of them received college education, 14 percentage points higher than before.The CPC Central Committee has taken a series of measures to make the election in local Party leadership fair and clean, the department said.In 296 townships of 16 provincial-level regions across China, leaders of Party committees were directly voted by CPC members as pilot projects.The ratio between the candidates and the elected officials reached 100:89 in the election at the provincial level and 100:88 to 100:85 at the county-level.The candidates also received strict scrutiny from the Party discipline departments to ensure they are clean from corruption or scandals.A hot line was set to receive tip-off about malpractice and corrupt candidates during the local Party leadership reshuffle.Thus far, 260 officials have been punished for malpractice.
