SAN DIEGO (CNS) - San Diego Humane Society officials reached out to the public Monday for help in finding whoever abandoned a gravely malnourished dog in Pacific Beach last week.The dog, a 3-year-old shepherd mix, was abandoned near Campland on the Bay, off Pacific Beach Drive, on or around last Monday, according to the San Diego County Humane Society. A good Samaritan found the "severely emaciated" dog Tuesday afternoon by the Kendall-Frost Mission Bay Marsh Reserve, near Pacific Beach Drive and Olney Street.The good Samaritan immediately sought veterinary care for the dog, but it was euthanized because of failing organs, according to the humane society. Veterinarians determined the dog was in such a deteriorated state that he could not have made it by himself to the location he was found -- meaning he was abandoned there."This is absolutely heartbreaking and completely unnecessary," said Humane Law Enforcement Chief Bill Ganley. "The necropsy revealed socks, a washcloth and a stuffed animal inside this dog's stomach. San Diego Humane Society is here to help, and to learn this poor dog was left to die in this state just a few miles from our doorstep is unfathomable."Anyone who needs help caring for their animal can contact the San Diego Humane Society. SAN DIEGO (CNS) - Power outages left tens of thousands of homes and businesses across San Diego without electrical service Tuesday.The first of the two blackouts began for unknown reasons about 11:15 a.m., affecting Fort Rosecrans, Lindbergh Field, Marine Corps Recruit Depot, the Midway area, Mission Bay, Ocean Beach, Pacific Beach, Point Loma and Sunset Cliffs, according to San Diego Gas & Electric.In all, the outage left about 13,000 utility customers without electricity, SDG&E reported.Repair crews had power restored to all the affected areas as of 12:30 p.m., according to the utility company.About 90 minutes later, another outage took place to the east, knocking out electrical service to roughly 8,300 addresses in Balboa Park, Center City, Chollas Creek, City Heights, Golden Hill, Normal Heights, North Park, Oak Park and University Heights, SDG&E reported.The utility predicted restoration of power to those neighborhoods by late afternoon. 976

SAN DIEGO (CNS) - San Diego County health officials have reported 2,416 new COVID-19 infections and 11 new deaths, marking 107,372 total cases and 1,162 deaths.Sunday marked the fifth consecutive day that more than 2,000 new cases were reported, with 2,490 cases reported Saturday, 2,867 cases -- a record - - reported Friday, 2,050 reported Thursday and 2,104 Wednesday. It is also the 13th day with more than 1,000 new cases. SAN DIEGO (CNS) - The San Diego County Registrar of Voters has received more than 560,000 ballots, it was announced Wednesday, more than three times the amount received at this point before the 2016 election.With less than two weeks remaining before the Nov. 3 election, the ballots are in the process of being put through a sorting machine that captures images of voters' signatures for comparison to ones the registrar has on file.Mail-in ballots were sent to all 1.9 million registered voters in the county on Oct. 5, even to those who had not requested one. Nearly a quarter of those have already been processed."Within minutes after the polls close at 8 p.m. on election night, the results for those early returns that were mailed in or deposited at drop- off locations before election day are counted," the registrar's office tweeted.For those who prefer to vote in person, the Registrar of Voters office in Kearny Mesa is open for early voting from 8 a.m. to 5 p.m. on weekdays. SAN DIEGO (CNS) - Poll watchers will be permitted to observe election activities at polling stations countywide on Nov. 3, though COVID-19 related restrictions will limit the number of people allowed inside polling places.Social distancing requirements mean only about one to two observers might be rotated in and out of the polling places at any given time this year, Assistant Registrar of Voters Cynthia Paes said Thursday.The number of polling places in San Diego County has been reduced from 1,548 in March to 235 larger polling places that will be open for four days and are each expected to be staffed by about 15 county employees, Paes said.The role of poll watchers has garnered increased attention as part of the national discussion on voter fraud and voter intimidation sparked most recently by President Donald Trump's call at Tuesday's presidential debate for his supporters to monitor polling places on Election Day.Trump, who has frequently raised the specter of voter fraud and publicly expressed doubts over the security of mail-in voting, urged supporters Tuesday to "go into the polls and watch very carefully because that's what has to happen."Tony Krvaric, chair of the San Diego County Republican Party, said recruiting poll watchers is a typical practice, intended to ensure votes are cast and note any irregularities in the voting process."We always recruit for poll watchers and have done so for as long as I can remember," Krvaric told City News Service."Poll watchers help make sure Republicans who haven't voted are contacted and reminded to do so and keep an eye out for any irregularities.
