SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot. SAN DIEGO (KGTV) - In an exclusive interview with ABC10 News, a firefighter shared his heroic story of helping battle the massive fire that erupted aboard the USS Bonhomme Richard this past July.“It was a crazy situation,” said Deputy Fire Chief Robert Sepulveda with Navy Region Southwest Fire Emergency Services. “We [had] about 400-plus firefighters on-scene at the time,” he stated and added, “I was on the front lines with the firefighters and was directing the fire attack on the forward side of the ship at that time.”His first shift lasted for 30 hours. It took almost a week to knock it all down. “What I was feeling at that time was obviously fear and wanting to make sure that everyone was safe on-scene and make sure I had that command presence to be able to unify everybody,” he told ABC10 NewsHe has now received a civilian of the year award for his heroic actions.On Monday, Navy officials announced that the warship would be decommissioned after it was gutted this summer during the explosive fire at Naval Base San Diego. The Navy reported that it’s not cost effective to bring the ship back, which could require up to billion and seven years to restore.At the time of the fire, more than 60 personnel including sailors and civilians were treated for injuries like heat exhaustion and smoke inhalation.In August, ABC10 News was the first to report that the fire was being investigated as an arson and the lead suspect is a navy sailor, according to multiple sources with close ties to NCIS.To date, the Navy will only confirm that the cause is still under investigation.Sepulveda remains grateful to the many sailors who ran to help just minutes after the flames erupted. “These ships are like homes to them and to see them in action and put everything on the line to make sure that their home was safe at the end of the day [was] incredible,” he added.The time lines for towing and dismantling the decommissioned ship are still being finalized. 1973

SAN DIEGO (KGTV) - Like Pfizer, Moderna, AstraZeneca, and many others, INOVIO Pharmaceuticals has also raced to develop a COVID-19 vaccine this year.“We’ve been working really hard to move our vaccine through the stages of clinical testing. Some things have taken a little bit longer than we hoped. I think that’s kind of always the case when you’re trying to go at great light speed,” said Dr. Kate Broderick, INOVIO Pharmaceuticals Senior VP of Research & Development based in San Diego.Broderick said with funding from the U.S. Department of Defense, the biotech company started its Phase 2 clinical trial evaluating its DNA vaccine candidate, INO-4800.The first U.S. participants received a dose of the experimental vaccine earlier this month. Approximately 400 adults in the U.S. are expected to be enrolled in the trial by the end of the month.“We hope that in the early part of 2021, we’ll be going into a really large Phase 3 trial where we’re asking the question does our vaccine protect against the disease itself,” she said.Broderick said the company hopes to enroll about 6,000 participants initially in its Phase 3 trial once they get the green light to begin.A press release from the company last week stated that “The Phase 3 segment of the INNOVATE remains on partial clinical hold until INOVIO satisfactorily resolves the FDA’s remaining questions related to the CELLECTRA 2000 device that will be used to deliver INO-4800 into the cells of the skin.”Earlier data released from Pfizer and Moderna’s studies showing high vaccine efficacy was positive news for INOVIO.“We feel that we’re in a really good place. You want your staff happy. You’ve got to put food on your table. And you’re trying to do the right thing, you’re wearing a mask and you’re indoors, so it’s going to be just an unbelievable, worrisome time,” said Bryan Welch, general manager of the Point Loma Sports Club.Welch said the new restrictions will not have a significant impact on his gym because the Point Loma Sports Club had already moved 90% of its operations outside. But he said he empathizes with gyms that do not have usable outdoor space or a cooperative landlord.Even some gym owners that can move outside may not choose to do so. They say limits would force them to operate at an untenable loss, leaving them to choose between operating indoors in violation of public health orders or going out of business. SAN DIEGO (KGTV) – It's exploding in the wellness industry, but is CBD safe? 10News visited a San Diego lab that tested CBD products for ingredients like pesticides and heavy metals. The results were surprising to lab personnel. Shelby Huffaker is the lead cannabis educator at Torrey Holistics in Sorrento Valley. The licensed dispensary recently conducted its own CBD study to show customers just how unreliable the open market can be. "We collected about a dozen different products from various locations around San Diego and also on the internet," she tells 10News. Torrey Holistics collected samples from places like farmers' markets, grocery stores, and the internet. The company bought CBD products such as lip balms, caramels, creams, and bath bombs, then sent to San Diego's Infinite Chemical Analysis Labs. "It's pretty busy right now with it being harvest time," says David Marelius, Ph.D. He's the co-founder of Infinite Chemical Analysis Labs, which tests cannabis and related products. "People are definitely trying to take advantage of the CBD boom right now," he adds. Both CBD and THC come from the cannabis plant, but CBD does not have the psychoactive properties that give you the feeling of being high. CBD received praised for claims of health benefits like reducing anxiety and inflammation. According to Infinite Chemical Analysis Labs, none of the CBD samples purchased on the internet by Torrey Holistics had any CBD in them. Dr. Marelius tells 10News that the majority of the overall samples didn't meet their packaging claims. He adds that the products' potencies were off, and one product had almost 70% less CBD in it than what it advertised. Three of the products reportedly failed for pesticides, although the levels were so low that they likely weren't harmful. "It's kind of the wild west out there," says Sally Greenberg with the National Consumers League. Greenberg tells 10News that CBD sellers often exaggerate the benefits of CBD without having the science to back up the claims. "[They say] that they cure cancer or treat Alzheimer's or treat AIDS," she adds. The National Consumers League is advocating for federal oversight from the Food and Drug Administration, which currently doesn't regulate most CBD. In California, the Bureau of Cannabis Control tests CBD that's sold in licensed dispensaries, like Torrey Holistics. "You're going to want to look for a Batch number or UID number. That ensures that we're able to match the testing results with that specific product," says Huffaker. The dispensary is hoping that the lab results will highlight the importance of researching your CBD before buying. "Everything carried in a licensed cannabis store is going to have to be verified [and] vetted by the dispensary [to be sure] it has gone through the necessary testing," adds Huffaker.
