Part of this is because ballots are printed in an off-set pattern, meaning "bubbles" for races and measures do not overlap on each side of a ballot."Regardless, using a Sharpie does not invalidate the ballot. Our voting system prevents a situation where if a voter uses a Sharpie to vote and it bleeds through to the other side, it will not impact any 'bubbles' on the opposite side," the Registrar said.The county added that polling locations do not provide Sharpies and instead use "archival pens," which were identified to be the best writing instrument more than a decade ago."In San Diego County, we do not provide Sharpies to voters to mark their ballot. What we use are archival pens, which we researched over 10 years ago as the best marking instrument for a voter. The ink in the archival pen actually helps in preventing bleed through of the ballot while ensuring the 'bubble' is clearly marked," according to the Registrar.As of Thursday afternoon, the county has recorded more than 1.2 million ballots and had about 370,000 left to process. SAN DIEGO (KGTV) - Sea World employees went on a rescue mission Saturday to free a Sea lion pup from a plastic ribbon wrapped around his neck on Boomer's Beach.The timing is poetic, on World Oceans Day. A day that "provides a unique opportunity to honor, help protect, and conserve our world’s shared ocean," according to WorldOceansDay.org.Sea World Animal Care Specialist Brooke Hubbard said they had been monitoring the pup and received another call Saturday. This time it sounded like the 2-3-year-old sea lion was in an area where they could safely remove the ribbon.A rescue that saved the mammal's life, "when there is lining around it's neck it can constrict it's airways and it's esophagus making it so they can't breathe or eat over time," Hubbard said.Video from her supervisor's perspective shows what it was like when the team snuck up on the sea lion, threw their net and cut the ribbon off with a pair of ordinary scissors.When they released the Sea lion, he scooted back to the ocean, "that's the best feeling in the world, especially since we didn't have to bring it back here and rehabilitate it," she said.Hubbard said this is is completely preventable, "please don't litter at the beach. SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. SAN DIEGO (KGTV) -- Sophie Felix may be petite, but there is nothing small about the way she approaches living and giving -- and it all started with her grandparents."Growing up, my Grandmother and my Grandpa Augie used to be foster parents so from a very young age I understood it's very important to give back to children in need," says Felix.Nine years ago, Sophie says she felt compelled to reach out to the Encinitas-based group, Passion 4 K.I.D.S. which stands for Kids In Desperate Situations. The group helps improve the lives of handicapped, neglected and underprivileged children.Through founders Linda and Charles Van Kessler, Sophie met Izaiah Wallis and his family. Izaiah has been unable to walk or talk since he was hit by a drunk driver at age one, 10 years ago.Sophie started out by planning special experiences for the family including securing sponsorships for trips to Disneyland and Seaworld as well as handicapped accessible gear such as a van --- and Sophie was just getting started. A mom herself, she became the chapter president of America's Children of Fallen Heroes. Off-roading adventure in a custom jeep is just one part of what the group does. A bigger part is providing the kids with a 10-year mentorship program so they can pursue anything and realize their dreams.Sophie says that is very important to her because she herself is living her American dream. In addition to her charity work, Sophie runs her own business, HBM Talent and Management, and she spreads her passion to every client she signs."That is part of our deal. They have to volunteer for at least 2 charity events per year," she says.Those clients, including former NASCAR driver Felix Giles, are happy to do it. One of the people accused in the scheme is Toby MacFarlane, who was a senior executive at an insurance company living in Del Mar, according to the indictment. According to the document, MacFarlane participated in the scheme by agreeing to use bribery to get his son and daughter into USC for soccer and basketball.
