Once again, Colorado voters confirmed what we have always known: that health care decisions belong between a patient and their health care provider, without political interference,” Cowart said.The rejection of Proposition 115 means abortions will continue to be legal at any time during a woman’s pregnancy in Colorado, with a restriction which specifies that the parents or guardians of a minor seeking an abortion must receive written notification about the procedure at least 48 hours in advance.If Proposition 115 had passed, a doctor who broke the rule and performed an abortion outside of 22 weeks would have been guilty of a class 1 misdemeanor, which would have been punishable by a fine.Physicians who performed abortions outside of the 22-week window would have faced disciplinary action by the state medical board and a suspension of their license of at least three years under the proposal. Women who received an abortion would not have been penalized had Proposition 115 passed.The number of abortions performed in the state after 22 weeks is hard to come by. The Colorado Department of Public Health and the Environment (CDPHE) believes the number is between 20 to 300 per year. CINCINNATI, Ohio — Customs officials in Cincinnati discovered thousands of live crabs that they said someone was trying to smuggle into the country.Agriculture specialists with U.S. Customs and Border Protection discovered the invasive Chinese mitten crabs on Oct. 16 while conducting routine inspections, the agency said in a news release.The crabs are considered a seasonal delicacy in Asia, according to Customs officials. But they have had a "disastrous impact" on habitats where they've been introduced.The crabs were hidden in packages labeled as various types of clothing. They were being sent to various residences in New York. The shipments were refused entry into the U.S. Across the country, Customs agriculture specialists intercepted more than 352 pests and 4,638 quarantine materials on any given day in the fiscal year 2017, according to the agency. 877

CLEVELAND — Two residents in Cleveland's West 58th Street neighborhood suffered significant injuries while protecting neighborhood children from an Oct. 7 pit bull attack.Becky Barker and Jay Anderson responded after hearing the screams of children who were being chased by three pit bulls they said were part of a one-hour rampage in their neighborhood.Barker told WEWS the pit bulls had children trapped on top of a car that was parked in front of her home, and when she stepped out to help, the pit bulls bit her multiple times in three areas of her body."They could have killed me, they really could have, if they would kept ripping me open like they did," Barker said."The children were screaming, and the dogs are just like clawing up this ladies car to get at these kids," she said.Jay Anderson also suffered several dog bites on the backs of his legs and back.Anderson said he tried to use a screwdriver to fend-off the attacking dogs, but one of the dogs was able to disarm him."Just terrible, it was a horrible thing, kind of scary," Anderson said."So I turned around and looked at the dog that took my screwdriver, and a second one started attacking me" he said.Cleveland EMS, the fire department and the Cleveland dog warden responded to the scene.Residents told WEWS the owner of the dogs was cited and one of the pit bulls was confiscated.According to city law, the owner could be fined up to ,000, but Barker believes the irresponsible owner should face even tougher penalties."It isn't the breed of the animal, it's the owners of these animals that have them," Barker said."The owner of these dogs they should be held accountable, and really pay for what they did," she said.WEWS contacted the City of Cleveland about the case, but it said it couldn't comment on an ongoing investigation. 1854

Colorado Parks and Wildlife said that a yearling bear that was burned during a wildfire last month is recovering well and should be released in coming weeks.The bear was found in the midst of the East Canyon Fire, which burned thousands of acres in southwest Colorado last month, and rescued by CPW officers, who took it to the Frisco Creek rehab facility for treatment on its singed paws and other injuries.The bear is a yearling born during the winter in 2019, CPW said. CPW Officer Steve McClung said at the time the bear likely got caught in the wildfire and had to run across hot spots. The veterinary manager at Frisco Creek said the bear’s injuries would likely not lead to any permanent damage.On Tuesday, CPW sent out new photos of the bear looking healthier already, and said that Frisco Creek had given good news on the bear’s rehab progress. 861

COLUMBUS, Ohio — Kanye West, who is currently making an independent bid for the presidency, won't appear on the ballot in Ohio due to some irregularities involving his petition to run for office.According to Ohio Secretary of State Frank LaRose, West and his running mate, Michelle Tidball, "failed to meet the requirements necessary to appear on the presidential ballot in Ohio for the Nov. 3, 2020 General Election."Specifically, information and the signature on West's nominating petition and statement of candidacy didn't match up to the documents used to circulate part-petitions, LaRose said.Click here to view West's nominating petition and declaration of candidacy forms.In order to appear on the ballot, West would have had to file a "valid and sufficient joint nominating petition and statement of candidacy that complies with the law and at least 5,000 valid signatures from Ohio voters and a slate of 18 presidential electors," according to LaRose."A signature is the most basic form of authentication and an important, time-honored, security measure to ensure that a candidate aspires to be on the ballot and that a voter is being asked to sign a legitimate petition," LaRose said. "There is no doubt that the West nominating petition and declaration of candidacy failed to meet the necessary threshold for certification."West likely won't appear on the ballots in enough states to even qualify for the 270 electoral votes needed to win the presidency.
