TEHRAN, Sept. 28 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), on Tuesday visited the Confucius Institute at Tehran University, where he encouraged the Iranian students to constantly improve their Chinese level and become professional translators to make contributions to bilateral relations.Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, told the Iranian students in the institute that he was moved by their strong interest in learning Chinese.While presenting some Chinese culture-experiencing equipment and books to the institute, Li, who is on an official visit to Iran, said he hopes the institute can use these books and equipment to promote its Chinese-teaching capacities.President of Tehran University Farhad Rahbar said the Confucius Institute has been playing a very important role in promoting Chinese teaching in Iran and boosting bilateral cultural cooperation, adding that the university is willing to further boost cultural and educational cooperation between the two countries.Li also watched performances about Chinese martial arts, poetry recitation and Chinese lion dance by the Iranian students in the Confucius Institute.After visiting Confucius Institute at Tehran University, Li went to the site of Metro line 4 in Tehran, which was jointly constructed by Iran and China.Li said the operation of the Metro line 4 is a product of the bilateral economic and trade exchanges, and he hopes that with joint efforts by the two sides the Metro line 4 can be turned into a line of friendship and cooperation between the two sides."I hope more achievements about our cooperation can be acquired in the future," he added.The Confucius Institute, the first in Iran, is co-founded by Yunnan University of China and Tehran University. BEIJING, Oct. 20 (Xinhua) -- China's central bank Tuesday announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points effective from Oct. 20, a move widely seen as the government's action against inflationary pressure.The People's Bank of China (PBOC) said in a statement on its website that the one-year deposit rate will rise from 2.25 percent to 2.50 percent, and the one-year lending rate will increase from 5.31 percent to 5.56 percent.The rise, the first over the past three years, had not been anticipated and could be related to the impending September statistics and the third quarter statistics, said Jiang Chao, an analyst with Guotai Junan Securities.The CPI (Consumer Price Index), a key gauge of inflation, may maintain its high level in September, Jiang said.The rate hikes are the first in three years. The central bank last hiked rates on Dec. 21, 2007.The benchmark interest rate has been cut four times since the global financial crisis.Li Daokui, a member of the PBOC's monetary policy committee, said statistics showed China's economy has been bottoming out from the accelerated slump at the beginning of this year, but prices of goods remain at a high level, attracting attention from policy makers.Further, policy makers have to seek a balance between economic growth, restructuring and stable prices, Li said."Judging from the move, worries about soaring prices overwhelmed jitters on economic growth, as is the main reason for the interests rate hike. Negative interests rate (higher CPI increases than deposit interests rate) is also another reason," Li said.Liu Yuhui, an expert with the Institute of Finance and Banking at the Chinese Academy of Social Sciences, said the interests rate hike this time is related to expectations of inflation as the negative interests rate has continued for seven months.China has been experiencing hikes in prices of agricultural products, urban services like home rents and catering, Liu said."We believed it was caused by soaring labor costs, also related to issue of currencies and soaring living costs in cities," Li said.Prices of garlic, ginger and sugar have jumped in China's market. Sugar prices in Shanghai stood at 6,000 yuan (900.90 U.S. dollars) per tonne, much higher than 2,700 yuan per tonne seen one year earlier.

TIANJIN, Oct. 4 (Xinhua) -- China on Monday said developing countries' right to development must be guaranteed in order to achieve a positive progress in tackling with climate change problems.As a developing country which is experiencing rapid growth, China will continue to fulfill its due responsibilities in reducing greenhouse gases emissions, said Chinese State Councilor Dai Bingguo.While addressing a new round of UN climate talks which opened Monday in north China's Tianjin Municipality, Dai said the principle of sustainable development must be followed."Economic development, poverty alleviation and climate protection should be considered in a coordinated way in order to achieve a win-win result between achieving development and dealing with climate change," Dai said.He suggested the negotiations should stick to the basic framework of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol and the mandate of the Bali Roadmap and follow the principle of "common but differentiated responsibilities."The developed countries should set the targets to take the lead in reducing greenhouse gas emissions and arrangements should be made to provide adequate financial and technological support to developing countries, he said."All countries should consolidate and enlarge the common ground (on climate change issues) so as to actively push forward the talks and reach a legally binding agreement at an early date," Dai told some 3,000 delegates from party and observer countries under the UNFCCC and the Kyoto Protocol.He said the UN climate talks had entered a critical stage and the Tianjin meeting should make positive progress in order to pave the way for the year-end Cancun summit in Mexico.As a responsible developing country, China will continue to play an active and constructive role in the climate talks, Dai said.He stressed China, as a country of 1.3 billion people with per capita GDP ranking about 100th in the world, faces the serious task of growing the economy and improving people's livelihood."At a stage of accelerated industrialization and urbanization, China's energy demand will see further reasonable growth. Therefore, we face significant constraints in controlling greenhouse gas emissions," he said.The Chinese government made clear-cut goals before the Copenhagen climate talks in late 2009, including cutting the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent, compared with 2005 levels.China also said it would increase the share of non-fossil fuels in primary energy consumption to around 15 percent and have 40 million more hectares of forest by 2020.Last December, the UN climate change conference was held in Denmark and adopted the Copenhagen Accord -- a non-binding document.The Tianjin talks, scheduled to run from Oct. 4 to 9, is the final meeting before the United Nations Climate Change Conference to be held in Cancun at the end of this year.
