Gavin Newsom signed a series of bills on Wednesday aimed at reforming the criminal justice system in California.The series of bills signed by Newsom intends to increase oversight of the criminal justice system, amid nationwide calls for police reform. Newsom and advocates hailed the new laws as first steps in reforming policing in the state.“I hope people recognize we’re moving in the right direction, and again I just recognize we have a lot more work to do in this space and we are not walking away from that responsibility,” Newsom said.The bills signed will enact several reforms including:AB-1196: A ban on arm-based grips, including chokeholds that apply pressure to a person's windpipe, and to carotid holds, which slow the flow of blood to the brain.AB-1506: Requiring the state attorney general to investigate fatal police shootings of unarmed civilians.AB-1185: Allowing county supervisors to create oversight board and inspectors general with subpoena powers over independently elected sheriffs.AB-2542: Suspects could be entitled to new trials or sentences if they can demonstrate racial bias played a role in any part of their case.AB-3070: Allowing judges to assess whether lawyers illegally exclude jurors based on their race.SB-823: Will phase out California's remaining juvenile prisons. The state will instead create an Office of Youth and Community Restoration and send grants to counties to provide custody and supervision.Several other measures that would have sought further reforms did not make it past the closing hours of the legislative session last month, including efforts to release police misconduct records, require officers to intervene if they see excessive force, limits officers' use of rubber bullets and tear gas, and end the careers of officers who commit serious misconduct.The Associated Press contributed to this report. 1886

(KGTV) - Income taxes on military pension is pushing a lot of people out of California. A new study proves that taking those taxes away would actually help both veterans and the state. For the people who served their country, it's tough to make it in California. "My wife just retired," said Matthew Schillingburg. "I just retired and so we're all on disposable income right now."He served in the army for more than 20 years. When his income is taxed by the state it can be hard to get by. "The thing that’s really holding us here, this community right here in San Diego that we grew up and love so much, our kids and our grandkids here," Schillingburg added.He joins 1.8 million military veterans who live in California. Many of them are looking to leave the state for more affordable areas where their pension won't take a hit. Assembly Bill 2394 is trying to change that. "If we can eliminate that, that helps us have more disposable income and we can consume more in the community that we love so much," said Schillingburg.According to a new study, if veterans were exempt from state taxes there would be big changes by the year 2025. More than 12,000 jobs would be added to the economy, along with 0 million in total personal income, million in state and local taxes and billion in total business sales. The bill is currently in committee. (CNN) -- It was an impressive disguise: the snow-white beard, the oversized glasses, the wheelchair.But it was when the seemingly frail and elderly passenger reached security at New Delhi's Indira Gandhi International Airport -- India's busiest airport -- that he caught the attention of staff.At around 10.45 p.m. on the evening of September 8, the individual was hoping to get on an overnight flight to New York."He posed as if he was very old and incapacitated," Shrikant Kishore, a senior official with the Central Industrial Security Force, told CNN.Dressed in a white tunic and trousers, with a white turban and black slippers, the passenger proved reluctant to be frisked."Our screener asked the person in the wheelchair to stand. He said that he cannot stand. Our screener asked if he would stand with support. He reluctantly stood up."That's when the officer noticed that while the passenger's beard and hair were white, the roots were black. He also was working hard to avoid the officer's eyes.When asked for his passport, the individual handed over documentation claiming that he was Amrick Singh, born in Delhi in February 1938, making him 81 years old."He was definitely not 80 years old. His skin was of a younger person," Kishore told CNN.Upon further questioning, the man told security staff that he was, in fact, 32-year-old Jayesh Patel, a resident of Gujarat state.As he was holding a fake passport, he was detailed by security and handed over to immigration authorities.Kishore told CNN that he doesn't know what the current status of the case is or the reason behind the impersonation.Indira Gandhi International Airport, commonly known as Delhi Airport, is the 12th busiest airport in the world, with close to 70 million passengers traveling through it in 2018. 1792
