SAN DIEGO (KGTV) -- With COVID-19 cases surging again across California, friends of a local, single dad diagnosed with coronavirus are rallying to support him.Alfredo Huerta, 53, who lives in Linda Vista, first started feeling sick in early November. His first symptom was shortness of breath, which he initially blamed on his asthma."He then feeling started feeling joint pain, his whole body ached and continued to worse. Then he got a fever," said his friend Alana Hoang.Hoang says two Fridays ago, while Huerta was waiting in his primary care doctors office, his conditions worsened."Shortness of breath got worse. He couldn't breathe ... He ended up in the ER," said Hoang.There, Huerta tested positive for COVID-19 and was admitted."He was very scared. He didn't want his kids to have to go through something so traumatic again, like they did with their mother," said Hoang.Huerta, a father of four - two adult children and two teens - lost his wife Sara nearly five years ago to cancer.Alone in the hospital, his thoughts turned to his children."He was afraid he wasn't going to be there for them, so he started thinking the worst," said Huerta.Meanwhile, Hoang started a Gofundme campaign to help the man she says is "part of the family."Huerta, a gardener, has been working with her for 15 years."He is just so kind and gives of himself. He works harder than anyone I've know. We just pray every day he can go back to his normal," said Hoang.This weekend, the news she was waiting for: Huerta was released. He remains weak with some breathing issues. He'll be retested soon, and he's not sure when he'll return to work.Hoang says Huerta has a message for others."Take precautions. SAN DIEGO (KGTV) — With California's theme parks and other family activities closed or restricted because of the pandemic, pumpkin patches have become an even more popular source of seasonal joy.The patches are able to operate under certain restrictions, though some operating rides may be at odds with public health orders.Cell phone video taken this week at The Pumpkin Station on Camino del Rio South in Mission Valley shows lots of visitors, some wearing masks and others not, and some small rides operating.The owner of the patch told ABC 10News they have a capacity limit of 250 people and require employees to undergo temperature checks and wear face masks. The owner said the location can't make customers wear face masks if they don't want to. As for the rides, the owner said calls to the San Diego County Health Department about whether rides are allowed were not returned. The owner said the rides are sanitized between each use as well.The county referred ABC 10News to California's guidelines for amusement and theme parks, which says all operations must be closed in the red and purple reopening tiers. San Diego County is currently in the red tier.As for other spots, like the Strawberry Fields in Carlsbad, there are no rides but there are inflatables.The owner of Carlsbad Lagoon tells ABC 10News that they've been working with the county ever since they reopened and that there are no specific guidelines for inflatables. The county says that as long as they are not completely closed, things like inflatables, slides, and obstacle courses are allowed.Carlsbad Lagoon added that they sanitize frequently and restrict admission to adhere to social distancing guidance. 1694

SAN DIEGO (KGTV) -- While face masks are required for everyone at San Diego International Airport, Southwest Airlines is taking it a step further.The airline said they are now requiring all passengers to don a face mask for the safety of crew members and other travelers.Southwest’s policy, which took effect Monday, has one exception -- children under the age of 2 will not have to wear a face covering.In a statement, Southwest said, in part: “If a customer is unable to wear a face covering or mask for any reason, Southwest regrets that will be unable to transport the individual. In those cases, Southwest hopes the customer will allow them to welcome them onboard in the future, if public health guidance, or other safety related circumstances regarding face coverings changes.”Before this, Southwest had already stepped up the cleaning and disinfecting of their planes. The airline is also booking a limited number of people on board.They’re also using HEPA air filters to circulate air through the cabin on every flight. Southwest said these specialized air filters are similar to the technology found in hospitals.On Wednesday, American Airlines will join Southwest and implement the same face covering requirement. 1232

SAN DIEGO (KGTV) — Two greater one-horned rhino calves took their first steps into their habitat for the first time this week at the San Diego Zoo Safari Park.Next to their mothers Asha and Tanaya, the calves — born on March 25 and April 11, respectively — were finally able to explore their Asian Savanna habitat. Both pairs bonded while traversing the area, before intereacting with some of the other wildlife in the habitat.Tanaya and her female calf, which has not yet been named, enjoyed some wallowing in the mud, taking a cool dip, and meeting some of the blackbuck antelope and other animals in the 40-acre habitat.Asha and her male calf, named Arjun, explored hills and grassy areas. Arjun also met one of the habitat's Javan bantang (before quickly running back to mom's side."It’s great to see Asha and Tanaya introducing their calves to other wildlife for the first time," said Jillian King, senior wildlife care specialist, San Diego Zoo Safari Park. "Everything is new to the calves right now, so it will be interesting to watch them explore. We will keep a watchful eye on them, and look forward to them meeting more of the wildlife on the savanna soon."The greater one-horned rhino is listed as "vulnerable" on the International Union for Conservation of Nature Red List of Threatened Species. This is primarily because of habitat loss, poaching, and illegal rhino horn trafficking.The species, once widespread in Southeast Asia, is now only found in India and Nepal. SAN DIEGO (KGTV) -  There are disturbing allegations that the foster system in San Diego County failed children it was supposed to protect.Critics question whether the rules of confidentiality designed to protect children are doing more to shield social services from scrutiny."My children are going to have to live a lifetime trying to get over and deal with this trauma,” said Melanie. 10News is not sharing Melanie’s last name to protect her adopted children. She is an adoptive mother and foster parent."I became a foster parent because I did want to make a difference in children's lives that didn't have families,” she said.Melanie said she became a foster parent about a decade ago. She wanted to give children in need a safe, loving home.However, Melanie says a potential adoptive child placed with her in 2015 ripped the joy right out of her home.The foster child “ended up sexually assaulting all three of Melanie's adopted sons,” said Melanie’s attorney Jomo Stewart.Stewart said they filed a lawsuit against the County of San Diego, several county employees, and a national foundation that focuses on foster care alleging they all were negligent in placing the child with Melanie’s family.The lawsuit said the county assured Melanie the potential foster child had no history of sexual misconduct, mental illness or any history of wrongdoing.The suit claims that social services concealed the child's past issues and put her sons in unreasonable harm.According to Melanie’s lawyer, Melanie "asked social services whether or not these children had any type of mental health issues, had any previous history of being sexually abused or any previous history of sexually acting out and all answers to those questions were no.”Court documents claim about a month after taking the child into her home the child began to act out, including incidents such as smearing feces on the wall and downloading and watching pornography. Court documents stated that the child “took one of the boys’ cell phones and again downloaded homosexual child pornography.”Then things escalated.The suit claims there were several incidents of sexual violence against the other children in the home over the next year.Melanie says her son was traumatized and is still in counseling trying to deal with it.After each incident, Melanie said she reached out to county social services employees seeking help."Sometimes there was no response at all,” Melanie said. “Sometimes they said that they were going to place a report, I'd follow up on the report, I wouldn’t get any information.”According to a representative with the County of San Diego’s Child Welfare Services division, as of July 2017, there were more than 3,692 open child welfare cases and more than 2,365 kids placed in foster care, which is less than the year before There are 712 caseworkers but not everyone directly handles a foster child's case.Although there is no mandate for how many cases a social worker can carry the county says caseloads are monitored and assigned on a monthly basis. Case count per caseworker often fluctuates based on changing circumstances of every case.A spokesperson for the county denied all interview requests for this story. However, attorneys for the county did respond to the lawsuit in a court filing asking that it be dismissed.The response noted the records in the county's possession at the time the foster child was placed in the home didn't include any information that would have alerted them that the child may pose a risk of harm.They also claim there are no factual allegations to support that they failed to take appropriate action. After each incident, they did take action by filing a report and commencing an investigation, according to the county's court filing.Team 10 investigator Adam Racusin asked San Diego attorney Shawn McMillan if it’s surprising to see allegations like the ones in Melanie’s complaint against San Diego County and the foster system. “No, no the foster system not just in San Diego County, but statewide is completely and totally broken,” McMillan said. McMillan is one of only a handful of attorneys in California who specializes in child welfare cases. He said one of the most significant problems in the system is that everything is done in secret."I've dealt with San Diego County for a long time,” he said. “These specific attorneys defending this case, I have cases with them right now, and it's typical to see what they're doing here, it's blame assignment, denial -- a refusal to be held accountable.”According to Melanie's lawsuit, the district attorney's office filed felony delinquency charges against the foster child for sexual abuse, after the placement with Melanie.Melanie said had she known the child's history there's no way the placement would have taken place. 4928
