SAN DIEGO (KGTV) -- As San Diegans come to grips with the violence that unfolded in a Paradise Hills home, leaving a mother and her young boys dead, District Attorney Summer Stephan tells 10News it is a problem that San Diego is becoming too familiar with.“Domestic violence remains the number one killer of women in the United States and right here in San Diego,” said Stephan.She revealed the County of San Diego had 18 murders last year related to domestic violence.RELATED: Resources available to domestic violence victimsStephan said a third of those murders involved people who had active restraining orders.“We want victims to know that a restraining order is a piece of paper and that it alone is not going to protect the victim,” she said.According to Stephan, the first 72 hours after filing a restraining order are the most vulnerable for retaliation and victims need to have a plan in place.RELATED: Document details chilling text messages sent to woman killed in Paradise Hills murder-suicide“In the first 72 hours after somebody obtains a restraining order the risk is heightened,” she said. “There is almost an escalation of risk.”One important piece of advice for victims after filing a restraining order, is to leave the home the offender knows of.“What we say is for a victim to get a restraining order, but only after there has been a safety plan and there has been a threat assessment by professionals.”Across the county, there are a number of resources available to help put a plan together.“There's a family justice center run by the City Attorney Mara Elliott, there's a center for community solutions with a 24 hour number,” she said.More resources are also listed on the DA’s website https://www.sdcda.org/helping/domestic-violence.html 1769

SAN DIEGO (KGTV) – Crowds are already flocking to San Diego beaches for the Fourth of July weekend.On Friday, many people claimed their spots early at Mission Beach and Oceanside.While some were able to keep their distance from one another, many did not have on facial coverings when near other people.“The majority of them are not wearing masks, I would say at this point in time,” said Rich Stropky, Marine Safety Lieutenant for San Diego lifeguards.He said more people are expected to make their way to San Diego Saturday as other Southern California beaches will be closed.Law enforcement agencies across San Diego have said they will focus on education, rather than enforcement when someone violates the public health order.He said the parking lots at Mission Beach were full by noon Friday.“As far as the capacity for our beaches, what has limited capacity in the past is the ability to park,” he said. “How far are people willing to park and still walk to the beach? Are they going to Uber in? Are they going to do drop-offs?”Stropky urged beachgoers to talk to lifeguards if they have any questions and to follow the public health order and original beach rules.“We have our COVID safety guidelines, and we want everyone to adhere to that,” he said. “We have our beach regulations; there’s no glass, there’s no dogs between 9 and 6, there’s no camping.”There’s also a beach hazard statement in effect this weekend. SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777
