SAN DIEGO (CNS) - A 33-year-old man was shot three times Sunday while driving with a companion, police said.The shooting happened at 1:22 a.m. at the intersection of Mary Lou Street and A Street when a man standing on the corner opened fire at the victim's vehicle multiple times, said Officer S. SACRAMENTO, Calif. (KGTV) – The new year is right around the corner and with it comes a list of new laws going into effect on the roads. Some of the new California laws include gender identity on drivers licenses, new fees related to smog checks and rule changes for motorized scooters. The new laws take effect on January 1, 2019. Check out the list below for the new laws going into effect in 2019: Gender identity laws – The law allows people applying for a California drivers license or ID card to self-certify their chosen gender category of male, female or non-binary. Applicants who choose non-binary will receive an X in the gender category. Motorized Scooters – This law no longer requires helmets for riders who are at least 18-years-old on motorized scooters. It also prohibits people from operating the scooters on a highway with a speed limit over 25 miles per hour unless within a class IV or class II bikeway. Smog check changes and new abatement fees - The law expands smog check exemptions to vehicles that are up to eight model years old. During the additional two years, the vehicles will pay an annual smog abatement fee. Temporary license plate program – The law requires dealers to attach a temporary paper license plate on a vehicle at the time of sale unless the vehicle has a previously-issued license plate. The intent of the new law is to reduce the number of toll violations. Driving under the influence, ignition interlock device – From January 1, 2019 through January 1, 2026, the law mandates that repeat offenders for DUI and first DUI offenders whose violations result in injury to install an ignition interlock device for a period ranging between 12 and 48 months. Driving privilege for minors – The law repeals a juvenile court’s authority to suspend, restrict or delay the issuance of a drivers license of a habitual truant or ward of the state for up to one year. The law clarifies that any suspensions or delays reported prior to January 1, 2019, remain in effect.Unsafe, unsecured loads on vehicles – The law requires the DMV to include at least one question addressing laws on driving with an unsafe, unsecured load in at least 20 percent of the knowledge tests. The DMV is also reminding drivers of low-emission an transitional zero-emission vehicles that their green or white decals granting them access to HOV lanes expires January 1, 2019. Vehicles issued a green or white decal between January 1, 2017 and March 1, 2018 are eligible to apply for a red decal that grants them access to HOV lanes through January 1, 2022. The DMV plans to issue light purple decals in 2019 that will grant access to HOV lanes through January 1, 2023. Cities across the U.S. still may be trying to deck the halls, but a COVID-19 Christmas just looks and feels different.For people of faith, a season full of worship and togetherness will be missed."They do feel isolated," said GlenRoy Watson, a bishop with the Church of Jesus Christ of Latter-day Saints.Watson’s congregation is made up of about 100 families."Normally at Christmas, we'd eat dinner and hang out and have a Christmas presentation," he said.This year, religious celebrations need to be held at home, but he had an idea."I'm just hoping that everyone will learn a little bit more about each one another and just continue to feel united," Watson said.He asked all families in his congregation to make a home video about their traditions or fond holiday memories to share with each other."It will be kind of like a mini movie," he said."For our Christmas tradition we read the story of Jesus Christ," congregation member Denise Cordero said as she sat with her young daughter by their Christmas tree and spoke to her iPhone camera.For church piano player VerLynn Brink, playing Christmas hymns for everyone at her church is what she will miss most."This is one of my favorite memories of Christmas," she said as she recorded a video on her phone while playing her piano. SALT LAKE CITY, Utah — The United States Attorney’s Office is asking anyone who might have gotten their immigration paperwork “lost” in the mail to please give them a call.Federal prosecutors have contacted 181 potential victims whose documents may have actually been intentionally destroyed by a former United States Postal Service employee in Salt Lake City.Special agents with the USPS identified the suspect as 77-year-old Diana Molyneux from West Jordan.Many of the victims were legal immigrants residing in Utah and Nevada who were waiting for their Permanent Resident Card, commonly referred to as a Green Card.“I pray for her. I really do,” said Eloisa Mendoza, the proprietor of Elko Hispanic Services. “I personally think she knew what was in those envelopes.”Mendoza told KSTU she worked with approximately 60 victims in Elko, Nevada. Whenever a client’s mail had a tracking number, Mendoza said it seemed like the documents always got stuck in Salt Lake City.“It’s really difficult for me to understand why (the suspect) would do something like that,” Mendoza said. “Issues. Personal issues… I do not know her, so I really cannot say if she’s racist or not. To me, I think her issue was just ‘aliens.’”According to Mendoza, some of the victims lost their jobs due to the inability to provide proof of legal residency in the United States. SAN DIEGO (CNS) - A 28-year-old man who appeared to suffer some type of medical emergency and passed out after fighting with deputies arresting him at a North County convenience store last week died at a hospital, authorities reported Wednesday.Marco Napoles Rosales of El Monte was pronounced brain-dead Tuesday, six days after his violent encounter with law enforcement personnel, according to sheriff's officials. A ruling on his cause of death remains on hold pending an autopsy.The events that led to Rosales' confrontation with law enforcement personnel began about 4:30 a.m. last Thursday, when a 911 caller reported that he had been acting strangely in a Circle K market on state Route 76 in Fallbrook, seemed to be "under the influence of drugs" and was refusing to leave the business, Lt.
