SAN DIEGO (KGTV) - The family of a man who was hit and killed by an Amtrak train Tuesday night is grieving and hoping he doesn't die in vain.Wentian He, 79, was walking across the train tracks toward the bus stop when he was hit and killed by an Amtrak train, according to his daughter Lilian Zheng. Zheng said her parents were on their way home from shopping.Wednesday, her mother was sobbing, saying she didn't want to live by herself.Zheng said her parents were married 54 years and she saw her dad as a healthy man, young and strong."He really enjoy[ed] learning the streets, the culture, how to behave in this foreign country. He worked really really hard," she said he was part of the Communist Army in China and it took him a while to get 'un-brainwashed'.Her parents emigrated to the U.S. in 2007 and she says they've been enjoying retirement, "They always together go out, they like to go to the senior center, because they can meet new people, they go to the flea market, or small shops so they can find unique stuff."Those trips, now cherished memories.Zheng hopes change can be made at the Washington Street station to protect people like her father. "The two tracks are so close they can cross, there is no [barrier] when Amtrak came, there should be a second gate," suggesting another barrier between the two sets of tracks."I feel life is so fragile, you know he's such a strong father and we've been depending on him," Zheng said tearfully, now they're leaning on each other.Zheng has a sister and niece in China. She hopes to bring her sister to the U.S., so they may fulfill her father's wish to show her the U.S., and bring his remains home to China. 1677

SAN DIEGO (KGTV) -- The California Independent System Operator again Sunday reminded consumers throughout the state conserve energy, warning of more possible rotating outages.SDG&E said early in the day Sunday that customers should be prepared for possible outages to be called from 4 p.m. to 9 p.m.The news comes after a flex alert was issued statewide from 3 p.m. to 9 p.m. daily through Monday, September 7.“Energy conservation is essential in helping reduce the possibility of widespread rotating outages and the number of people impacted. Understandably, it may be difficult to reduce energy use during the high temperatures and the ongoing pandemic. However, everyone is urged to do their part to cut back on energy use, if health and safety permits, during this critical time,” SDG&E wrote.Just before 6:30 p.m., CAISO issued a Stage 2 emergency and warned that consumers should conserve power until 9 p.m. to avoid rolling outages. Stage 2 is the step before rolling outages are ordered.The energy provider said turning off air conditioners, avoiding the use of the dishwasher, clothes washers and dryers, and switching off unused lighting can all help conserve energy.SDG&E also said the Valley Fire, which has currently burned 1,500 acres near Alpine, has impacted electrical equipment and caused power outages.SDG&E said it’s working with Cal Fire in an effort to restore power quickly. 1421

  

SAN DIEGO (KGTV) - The countdown has begun for St. Patrick's Day in San Diego. The Gaslamp District is heavily bedazzled with sparkly green decorations. Many people said they are ready to party.Niamh Thornton is a 24 year old Irish student, now living in San Diego. “Niamh is pronounced like “Christmas Eve,” but with an “N” like “Neev”… It’s Irish,” Thornton said.She has been working at the Field Irish Pub in the Gaslamp District since last June."It's called an Irish Mule… It's lovely,” she said, pointing at a popular drink at the pub.The Irish native was getting ready for a 10-hour shift at the Field Saturday. "It's going to be crazy, I'd say,” Thornton said. Crazy may be an understatement.Saturday, many blocks downtown will be closed from sunrise to sunset-- for the morning Shamrock Run, the daytime parade, and shamROCK, the evening concert. Plus, many will be staring at the television screens, screaming for their favorite Irish teams. “England vs. Ireland in the rugby,” she said. ”And six nations. That’s insane. So this place is going to be packed.”But some people just could not wait to pre-party. Many people we saw in Downtown were showcasing their green accessories and outfits. Some were fully dressed up as lucky leprechauns. Kristin Ventura was showing off her Irish American pride with her co-workers at the Field Irish Pub. She said it is the one day of the year that anyone can be an honorary Irishman."Everyone is a little bit Irish,” Ventura said. “Deep down inside, there is that little spunk in you."Thornton said that spunk comes from St. Patrick himself, who legend said, saved the island from a slithery invasion."He got rid of snakes in Ireland,” Thornton said. “So that's why there are no snakes in Ireland."That was the start of the St. Patrick’s Day celebration for everyone — even for those on the other side of the planet. But for Thornton, that will have to have to wait until the end of her shift Saturday.“Then I'm going to go out and have fun,” Thornton laughed.  2066

  

SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103
