BEIJING, July 17 (Xinhua) -- China's State Flood Control and Drought Relief Headquarters said Thursday night it had launched a level-three flood control emergency response mechanism to cope with Typhoon Kalmaegi.     Tropical storm Kalmaegi escalated to typhoon level on Thursday and was expected to be reinforced and land the coast areas in east China's Zhejiang and Fujian provinces on Friday, according to the headquarters. The storm is expected to hit the coast of Zhejiang province on Friday, according to Zhejiang Provincial Meteorological Observatory. Chen Lei, deputy commander-in-chief of the headquarters, ordered local governments to start their emergency mechanism and make full preparations for the typhoon's landfall.     Meteorological, water resources, and transportation, and other related departments should closely monitor the situation and inform the public on time, said Chen.     Kalmaegi, the seventh tropical storm this year, is also expected to affect Shanghai on Friday and Saturday.     Under its influence, force 8-10 winds is predicted to blow on the sea off Zhejiang. Heavy storms are likely to hit the coast cities in Zhejiang, the provincial meteorological authority said Thursday.     It is also expected to bring heavy rain to Quanzhou, Xiamen and Zhangzhou in Fujian in the next two days.     The heavy rain would continue in Fujian until this weekend, according to the weather services.     Flood-control, offshore fishery and marine authorities in Fujian, Zhejiang and Shanghai have sent out warnings for early preparations against the storm. Ships and boats are advised to return to ports.

BEIJING, Sept. 16 (Xinhua) -- The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday.     The State Administration of Quality Supervision, Inspection and Quarantine said it had tested 491 batches of baby milk powder produced by all the 109 companies in the country in a special inspection move. The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday. 69 batches from 22 companies nationwide were found containing melamine, a chemical which had tainted Sanlu's baby formula and led to kidney stone illness of more than 1,200 infants across the country.     The number of companies with melamine-tainted milk accounted for 20.18 percent of the total of milk powder companies in China. And the number of tainted batches accounted for 14.05 percent of the total batches tested.     The melamine content in the Sanlu brand reached 2,563 mg per kg, the highest among all the samples. In other samples, the range was from 0.09 mg to 619 mg per kilogram. Parents with their babies wait for examinations at a children's hospital in Hefei, capital of east China's Anhui Province Sept. 16, 2008.Authorities have sealed the problematic milk powder products in companies, or removed them from store shelves and recalled all those sold.     Safe powder milk products will continue to be sold on market to ensure enough supply, according to the State Council.     To ensue the quality safety, the quality inspection bodies will dispatch supervisors to each baby milk powder company since Wednesday to oversee the quality of raw materials and production procedures. Every batch of products will be checked.     Sanlu, which is 43 percent owned by New Zealand dairy company Fonterra, has been ordered to halt production. The Hebei provincial government decided on Tuesday to dispatch four working teams to Sanlu Group for a thorough investigation.     So far, four milk dealers have been arrested and 22 others detained for questioning by Hebei police.

BEIJING, Oct. 2 (Xinhua) -- Tropical storm Higos, the 17th this year, will drop heavy rain on parts of south China's Guangdong and Hainan provinces over the next two days, the National Meteorological Observatory said on Thursday.     The office advised everyone in those regions to prepare for therain, as well as lightning storms and gale-force winds.     Tourists in coastal cities of the island province of Hainan, such as Sanya and Bo'ao, have been advised to avoid offshore activities over the next three days.     Higos was centered about 700 km southeast of Zhuhai, Guangdong,as of 5 p.m. on Thursday, and it was moving north-west at 20 km per hour. Tourists stay at the beach in Haikou, capital of south China's Hainan Province, on Oct. 2, 2008. Tropical storm Higos, the 17th this year, is moving towards south China's island province of Hainan, the provincial meteorological station said on Thursday, affecting the ongoing National Day holidays.    The storm is gaining momentum as it nears eastern Hainan and the mid-west regions of Guangdong, according to the national observatory.     Higos, which formed on Tuesday in the Pacific Ocean, comes on the heels of storms Jangmi and Hagupit, which together killed some 20 people in China
