A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J. Tilden, who lives near Indianapolis, was surprised when he got a ,200 paper check in the mail for his mother, Lillian. Lillian’s death certificate shows she died on Jan. 12, 2018 at the age of 73."So I was surprised and immediately thought about how this was potentially something that was a fraud," Tilden said. "I just thought this is crazy. I can't believe I am getting a check for this particular situation when she's been dead and gone for two years."Tilden is not alone."I posted it to Facebook and actually had several people tell me that they knew others who had been in the same situations,” Tilden said. “So I'm thinking this is a problem, not a one-off situation."Anyone who gets a check for someone who died should return the check to the IRS, and write “void” in the endorsement section on the back of the check.“Payment made to someone who died before receipt of the Payment should be returned to the IRS by following the instructions in the Q&A about repayments,” reads the IRS website. “Return the entire Payment unless the Payment was made to joint filers and one spouse had not died before receipt of the Payment, in which case, you only need to return the portion of the Payment made on account of the decedent. A large school bus has about 320 square feet of space. That's about 0 per bus a year.Allied BioScience didn’t come up with the disinfectant overnight. A middle school teacher and former Miss Kentucky pageant winner has been arrested and charged with sending nude photographs of herself to a 15-year-old boy, authorities said.Ramsey Bearse, a 28-year-old teacher at Andrew Jackson Middle School outside Charleston, West Virginia, allegedly sent the photos to a former student, according to the Kanawha County Sheriff's Office.The boy's parents found the photos on his phone and told police about them last week. They said their son was a student at Andrew Jackson from 6th to 8th grade and that Bearse was a teacher there during some of that time, according to a criminal complaint.In an interview with police, Bearse admitted to sending at least four photos of her topless via Snapchat from about August to October, the complaint states.She is charged with four counts of distributing obscene materials to a minor, a felony.The former beauty queen has been suspended from her teaching position and was released on a ,000 property bond after her arraignment, the sheriff's office said.Bearse, who competed in pageants under the name Ramsey Carpenter, was named Miss Kentucky in 2014.She won the preliminary talent competition at the national Miss America pageant in Atlantic City for her fiddle performance, CNN affiliate WTVQ reported at the time. A metro Detroit restaurant is defending a viral video showing a brawl inside the Asian Corned Beef on Gratiot.An employee told Scripps station WXYZ in Detroit she was scared when things quickly got out of hand but says her boss and general manager did what they had to do.It’s a video that’s been viewed more than a million times. It was taken on a cell phone inside the Asian Corned Beef on Gratiot Saturday night.WXYZ reached out to the customer who shot the video. The customer did not feel safe talking, but we that we could use the video. The customer shared the video in Facebook, saying “Asian corn beef on Gratiot ghetto, the whole staff jumped on one person.”The video appears to show a customer arguing with employees, apparently because something was wrong with his order, before an all out fight breaks out.The district manager said they didn’t want to start fighting with the customer and told him to leave.It’s an incident the company said quickly escalated and they didn’t mean for it to get that far.The company said they told police they didn’t want to file a police report, and say they hope this incident doesn’t put a negative light on the restaurant. 1209
