SAN DIEGO (KGTV) - Some parents at a San Diego Unified School District campus are asking district officials for help with challenges they say are brought on by new, later start times.This fall, three schools implemented SDUSD's "Healthy Start Times" program, beginning classes at 8:35 a.m. The District has cited multiple studies that show later start times have positive effects on the health and academic performances of students.RELATED: Three San Diego schools to switch to later start times in 2019But some parents say the District isn't doing enough to help families who still have to drop their students off at school before 8 am, so the parents can get to work on time.Angel Caturay is one of those parents. He drops his son, Angel Miles, off at the San Diego School for Creative and Performing Arts at 7:30 a.m. each morning. Angel Miles then has to wait outside of the school's locked gates until 8 am.10News went by the school at 7:40 a.m. on Thursday morning and found more than two dozen other students also waiting. Some said they had been there since 7 am. Aside from one parking lot attendant, there was no adult supervision.The gates at SCPA don't open until 8 a.m. School begins at 8:35 a.m."Who's responsible?" Caturay asks. "When you drop your kids off, you feel the school should be responsible while they're here at school."In a statement, a district spokesperson told 10News that, "Students left without supervision is a safety risk... the principal has been working with parents to help them identify solutions."Caturay wants to know if the library, cafeteria or classroom could be opened for students to wait in. His son says it's challenging to use that time for homework."There's a lot of groups just sitting down and talking," says Angel Miles. "There are no tables. You're bending your back over, and that can get uncomfortable."The District addressed the issue in a letter to parents last year. Part of it reads, "just because some parents may be unable to provide healthy sleep hours for their teens does not mean that school district policy should prevent all of their teen students from getting the amount of sleep doctors say they need to be healthy and safe."The District plans to have every high school go to the later start times by next fall. Meanwhile, the California Legislature recently passed SB 328. The new law will require all middle and high schools in the state to start later in the day. It specifies start times no earlier than 8 am for middle schools, and 8:30 a.m. for high schools.Governor Newsom has not signed the bill yet, and it wouldn't go into effect until 2022. When he emailed the principal at SCPA, he was told about the District's bus program. District files show that costs 0 per year for the first student, 0 for the second. "It would be nice if they could open up the library," he says. "At least they (the students) could get some work done, study work ahead of time. Across San Diego County, small business owners hoped customers would make an effort to shop local during a time when they’re hurting.“A day like this could potentially be one of the most important days for a small business,” said Joey Flores, saying Chimera, an outdoor market for clothing, records and cacti in North Park, was taking extra precautions for small business Saturday to protect people from coronavirus.In Barrio Logan, sisters Marla and Abigail Mercado went to Casa Xovi, a local gift shop filled with items celebrating the Latino community.“Supporting our local business because we want, especially in Barrio Logan, we really want the history and the culture to stay here. So even if you’re only spending ten bucks here and there, that’s money that adds up,” they said.Casa Xavi owner Xochitl Villarreal said she’s seen more customers the weekend following Thanksgiving and hopes this continues. SAN DIEGO (KGTV) -- Several men tried to scale the border fence at Border Field State Park Thursday evening.Video shows the men sitting on top of the wall attempting to get over. Border Patrol responded and agents were able to break up the crowd on the Mexico side of the border. Following the incident, the agency said it is willing to add agents in the area as needed. According to Border Patrol officials, about 167 arrests are made per day at the San Diego sector of the border. VIDEO: Migrants climb over border fence at Border Field State ParkEarlier in the week, dozens of migrants were caught on video climbing over the same section of the border fence. During that incident, several people successfully made it over the fence and onto the beach on the U.S. side of the border before being apprehended by agents. A total of 24 people, 18 men and six women, were taken into custody. According to Border Patrol, 23 of the people who crossed the border illegally were from Honduras while the 24th person was from Guatemala. 1036

SAN DIEGO (KGTV) – San Diego State University resumed some in-person classes Monday, allowing several thousand students to come back to campus.Monday was the first time students were allowed at school since in-person classes were suspended in September due to the rising number of reported positive COVID-19 cases, both on and off campus.SDSU fine arts graduate student Naomi Chicoine has been taking classes almost entirely online this semester because of the outbreaks on and off campus.She said, "The hardest part is not knowing what's going to happen next. Are we going to be able to stay on campus or not?”The school has nearly 1,200 cases since school started in late August. At one point, the case numbers were high enough to put San Diego County at risk of being knocked out of the state of California’s red tier and into the stricter purple tier.Students are now being asked to do self-assessments and stay home if they're feeling sick.Before they go into a class, students get their temperature checked at one of two kiosks on campus. A device scans their temperature, then displays green or red, indicating if they are fever-free.Students get a wristband if they're cleared, which is date-stamped, and it allows them to go to class. The process takes less than a minute and saves professors from having to scan students themselves.Everyone coming onto campus for class -- students and staff -- is also required to get tested at least every 14 days.The school is also promising to strictly enforce mask and social distancing compliance. Classes are limited to mostly those required by students for graduation, around 3,000 students per week who will come to campus.The California State University system has also expanded SDSU's ability to enforce policies. They say they're issuing citations to students and staff who don't comply with the rules.Students could also face additional consequences, such as suspension or expulsion, according to a letter from the university president. 2000
