Arizona Governor Doug Ducey announced during a news conference Wednesday that local governments now have the ability, if they so choose, to mandate masks in their cities.The move comes as healthcare workers and many city leaders across the state called for the governor to make it a statewide requirement to wear masks in public to prevent the spread of coronavirus.Ducey said during the press conference that the amount of positive cases and the percentage of positive cases per test varies greatly by city and county across the state. Therefore, he says he is choosing to leave it up to local governments whether or not to mandate masks.Ducey did not clarify how exactly each local government could implement a mandate on masks, but Phoenix Mayor Kate Gallego tweeted that the Phoenix City Council would vote on a mandate on the upcoming agenda.When asked about how the use of masks would be enforced, Ducey said that would be left up to the mayors to decide.Ducey also announced during the press conference that 300 National Guard members will be called upon to help with contact tracing across the state.A spokesman for the governor has said, "addressing COVID-19 remains our highest priority. Andrea Constand, the key witness in the retrial of Bill Cosby on indecent assault charges, testified Friday morning that she drank wine and took three blue pills at Cosby's urging in January 2004, then lost consciousness and, sometime later, was "jolted awake" to find the entertainer sexually assaulting her."Were you able to verbalize and tell him to stop?" state prosecutor Kristen Feden asked Constand."No," she replied. "I wanted it to stop. I couldn't say anything. I was trying to get my hands to move, my legs to move and the message just wasn't getting there. I was weak, I was limp and I couldn't fight him off.""I was really humiliated. I was in shock. And I was really confused," Constand added.Constand's testimony came on the ninth day of Cosby's retrial on three charges of aggravated indecent assault. He has pleaded not guilty.Leading up to Constand's recollection of the alleged assault, the former Temple University employee traced her relationship with Cosby, whom she said she met while handling operations of the school's women's basketball team. Cosby was an active Temple alumnus.Constand offered brief details of seven social encounters she had with Cosby before the alleged assault, including one in which she said he put his hand on her thigh and another when she said he tried to "unbutton my button on my pants.""I mentioned that I wasn't here for that, and he respectfully stopped and we never talked about it again," Constand said of the latter incident. (AP) — A Los Angeles police detective has been charged with secretly videotaping dozens of men inside a restroom at Angel Stadium of Anaheim.The Anaheim city attorney's office says 42-year-old Ryan Caplette was charged Friday with 75 misdemeanor counts.Prosecutors allege that Caplette was the man seen videotaping inside a stadium bathroom on June 8. He was off-duty at the time. Caplette was released after being placed under a citizen's arrest.Prosecutors allege that Caplette videotaped at least 37 people that day.Caplette is charged with disorderly conduct that includes peeping with intent to invade privacy, secretly videotaping in a restroom and loitering.Caplette couldn't immediately be reached for comment. He has a court appearance scheduled for July 22.An LAPD spokesman says Caplette has been assigned to paid home duty. 859

As COVID-19 cases continue to climb across Arizona, so too are the number of people lost to the novel coronavirus. Many Arizonans wonder if the state reopened too soon.From the moment casinos across the state opened their doors, thousands lined up to get through them. Now, the family of an employee at The Lone Butte Gila River Casino says reopening cost their father his life."It feels like a bad dream that I want to wake up from, but I can't," said Shawne Jackson, fighting through tears.Jackson is mourning the loss of her father, Robert Washington Jr. The patriarch of their family and her hero. The pain they feel now has influenced them to take a stand."I don't believe he was comfortable returning to work. He was very concerned," said Jackson.Washington was 68, a diabetic and had just recently beat prostate cancer.In May, when casinos were given the green light to open by Arizona Gov. Doug Ducey, Washington, a security guard for Gila River Casino Lone Butte in Chandler, was called back to work."He was tested prior to going back, and from what I understand, he tested negative," said Jackson.She says her father had a strong work ethic and financially needed to return to work. As someone with preexisting conditions, his family says he was told he could drive a golf cart around the perimeter of the casino and have limited interaction with customers. Still, they say he was posted at the door instead. He was diagnosed with COVID-19 five days later. Symptoms began appearing shortly after. He was hospitalized and later died on June 11.His relatives aren't the only ones to come forward regarding the safety inside Gila River casinos.KNXV has received multiple emails from other employees saying people continue to get sick and managers are keeping others in the dark regarding positive tests.Pointing out a cavalier attitude towards masks by customers, Jackson believes that starts at the top with the governor."They're looking to you to lead by example, and when you tell them that it's okay to not mask up, that's sad, that's a tragedy because you're putting innocent people in harm's way," said Jackson.However, just last Thursday, Gov. Ducey publicly said masks should be worn if social distancing is a problem, but did not mandate the use of them.Gila River instituted several precautions before opening, saying they would only operate at 50% capacity, provide masks and install Plexiglas barriers near slot machines. Jackson says she doesn't believe it's been strenuously enforced.
