City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. "If there's an issue we're going to own it, and we're going to be held accountable because it's the ratepayers and the taxpayers of San Diego who we work for, and we cannot forget that."  2439

CRAWFORDSVILLE, Ind. — An Indiana man has been charged with murder after he allegedly killed and decapitated his wife.Police arrested Michael Parks of Crawfordsville on Friday after investigators found his wife's body and severed head, according to court documents filed Monday.On Aug. 20, the Montgomery County Sheriff's Office received a report of a deceased woman, identified as Hope Parks, whose headless body was found on County Road 225 on the Sugar Creek Bridge.Michael Parks told Crawfordsville police his wife had been missing since Aug. 18 following an argument. He said the last time he saw her was when she left their house and got into a silver or white Honda that was driven by an unknown person.During a search of the couple's house, police found dried blood in the gravel driveway in front of an overhead garage door, on the garage floor with a shoe print and on an exterior deck. Officers also discovered a trail of dried blood in the grass.Later in the day, investigators found a human head with a bullet wound buried in the cellar of the house.Police also found a .22 caliber rifle and ammunition, which matched a spent .22 caliber cartridge casing that was found in the yard next to a trail of blood. A phone believed to have belonged to Hope Parks was found in a safe in the home's bedroom. Investigators also found a man's shoe with tread similar to the footprint in the blood droppings in the garage.The next day, investigators discovered a blue tarp that was stained with blood, along with hair and plastic bags containing blood-covered rags that were found in the hole where the severed head was buried.An initial hearing for Michael Parks was held Tuesday. CINCINNATI, Ohio — While the United States and allies began military operations intended to cripple Syria's ability to use chemical weapons, a local doctor was waiting nervously to hear if his family was OK. Dr. Humam Akbik was born in Syria. He now lives in the Tri-State, but his mom, sister and brother still live in Damascus. As the military operation got underway Friday night (Saturday morning in Syria), Akbik said he received a text from his wife's family that the city was shaking and there was smoke everywhere."We couldn't get in touch with them for a few hours," he said. "That was pretty unnerving."Thankfully, Akbik's family members were all OK.Akbik said he hopes the airstrikes were effective in sending a message to the Syrian government that the use of chemical weapons isn't acceptable."It looks like there's a new norm of using chemical weapons ... I think it's time for the international community in such a civilized world to step in and say, 'No. The use of a chemical weapon, it's never going to be the norm,'" Akbik said. "There will be a line drawn in the sand and it's going to be a hard line this time. We'll stop it no matter what."Helping refugeesAkbik is part of a nonprofit organization called Atlantic Humanitarian Relief. Within a week, he'll be on his way to Jordan to help refugees."It's fascinating and amazing when you see how the good in humanity is still there," he said. The organization delivers medical and dental help, including providing medications for refugees. They even teach English, math and physics. Akbik said there's power in knowledge."Each person will be able to fight back against terrorism," he said. "To extend, and be a part of the solution, rather than being a part of the problem."Above all, the group aims to give people hope."We let them know, 'Don't be despaired because there are people outside who still care about you, think of you, and who are trying to do their best to help you,'" Akbik said. CLEVELAND — Have you ever heard of an emotional support animal being a squirrel?A passenger boarding a Frontier Airlines flight in Orlando headed to Cleveland got on the plane with one Tuesday night.A Frontier Airlines official said the passenger did note in their reservation that they were bringing an emotional support animal but did not indicate that it was a squirrel.Frontier Airlines does not allow rodents on flights.When they told the passenger of the policy and asked her to deplane, she refused and Orlando police were called. Many passengers WEWS spoke to didn't seem annoyed or angry but rather amused."The joke of the plane was hashtag squirrel so you’ll probably see it all over social media," said passenger Amber Calhoun.She was eventually escorted off the plane, allowing the plane to depart. A spokesperson for Frontier Airlines said the woman's ticket did indicate she had an emotional support animal but never specified the type of animal.The whole fiasco delayed the flight for almost two hours.  1046
