A group of California lawmakers is raising new questions about what the state is getting in return for the billions of dollars it has spent combating its homeless crisis.The seven lawmakers, all Republicans, are calling for an audit that will need bipartisan support to get going. In the last two years, California has invested .7 billion on homelessness, and Gov. Gavin Newsom is budgeting an additional .4 billion in next year's budget. Meanwhile, the Federal Department of Housing and Urban Development says California's homeless population increased by 16 percent last year, or 21,306 people. "I don't know where that money is going, and it's being approved by the legislature," said State Sen. Brian Jones, Republican of San Diego County's 38th district, who is calling for the audit. "So if I don't know where it's going, how can the taxpayers know where it's going?"Newsom's office did not immediately respond to a request for comment. Last week, Newsom unveiled a proposal for .4 billion to overhaul medi-cal and create a new fund that would serve in part to help people on the brink of homelessness make rent. San Diego homeless advocate Michael McConnell, who is not a member of a political party, said he has been asking many of the questions those seeking the audit are raising. "We know the big buckets that the money just kind of disappears into, but what we don't do is we don't follow it all the way through to see how many folks were actually getting out of homelessness," he said. The state's Joint Legislative Audit Committee, comprised mostly of Democrats, will consider the audit request at its Feb. 19 meeting. Last year, the San Diego County Taxpayers Association reported that local spending on homeless services increased 20-fold in the prior decade, but varying data collection methods made it hard to track return on investment. 1870

A man fell about 100 feet into the ocean on the Oregon coast while trying to take a photograph at the scenic spot, according to state police.Sunday afternoon, troopers were called to an area of Oswald West State Park, about 20 miles south of the Oregon-Washington border.Two people had walked down a trail to take a photo at a cliffside viewpoint. A father and son are accused of slaughtering a female black bear and her two cubs as they rested in their den in April.Andrew Renner, 41, and Owen Renner, 18, of Palmer, Alaska face several felony and misdemeanor charges related to illegal hunting. It is against the law to shoot a black bear with cubs in Alaska.Alaska Wildlife Troopers, which announced the charges on Monday, said the act was caught on a motion-activated camera set up inside the den to monitor the bears as part of a study being conducted by the US Forest Service and the Alaska Department of Fish and Game. The camera produced both video and audio of the encounter."In this case numerous crimes, including felonies, are believed to have been committed," trooper Col. Steve Smith said. Smith said the truck and boat used to transport the Renners to and from the bears' den have been seized.The father and son were out skiing together on April 14 when they approached the inhabited den, troopers said in a statement.The video captures Owen Renner firing two rounds at the adult bear inside her den, the troopers said. Andrew Renner then killed the "shrieking" newborn cubs and discarded their bodies outside the den, the statement said.Court documents obtained by CNN affiliate KTVA say that Andrew Renner is captured on video saying: "It doesn't matter. Bear down."The men also removed the adult bear's tracking collar."They'll never be able to link it to us," Owen Renner said, according to the court documents.Two days later, the men were captured on video returning to the den to pick up shells casings and dispose of the bear cubs, troopers said.Two weeks later, on April 30, Andrew Renner brought the adult bear's skin and tracking collar to officials at the Alaska Department of Fish and Game, saying that he realized after shooting it that it was a nursing bear and had not seen any cubs.The men have been charged with unlawfully taking a female bear with cubs, unlawfully taking a bear cub and possessing and transporting illegally taken game. The elder Renner also was charged with tampering with physical evidence and contributing to the delinquency of a minor. 2149

  

A Chandler mother is accused of punching and biting her preschool-aged daughter. Chandler police report that on July 31 they arrested 31-year-old Enricka Rena Johnson. Police say Johnson abused her 5-year-old daughter at their home near Arizona Avenue and Pecos Road. Investigators allege that Johnson became angry because the child would not brush her hair. She reportedly punched the girl in the eye and bit her on the arm. A medical exam noted several other injuries including a brain bleed and a broken lower leg with scarring. Johnson allegedly told police that she bit the child on the arm, hand, and shoulder. She also said, "I hit her hard, I hit her a lot."She reportedly told police that the girl broke her leg about two to four months ago, but instead of getting medical attention she taped the leg for support. The leg swelled causing the scarring. Police say they also found meth in Johnson's possession. She has been charged with child abuse.I 1005
