CHULA VISTA, Calif. (KGTV) -- A family in Otay Ranch is hoping a group of teens will face consequences for allegedly assaulting their teenage son.The incident was captured on cell phone video and posted to social media by the teen's mother. The family says their teen was waiting for his mom to pick him up at Cotixan Mexican Restaurant on Thursday after school, when a group of teens walked in and started kicking and punching the boy. At one point in the seven-second clip, you can see someone throw a chair on the teen. The boy's father, Margarito Martin, tells 10News he was shocked when he saw the video. He says everything started days before on Instagram, when, he says, his son told someone to stop harassing one of his friends. Martin says one teen then started messaging his son telling him he was going to beat him up. Martin says the incident was reported to Chula Vista Police but he's worried the teens will get away with what they did. (KGTV) -- No charges were filed Thursday against a Chula Vista police officer arrested last week after a reported domestic violence incident, though the case remains under investigation, according to a spokesperson for the District Attorney.Leopoldo Armando Chousal, 27, was arrested on March 14 on the 6400 block of Potomac Street in a reported off-duty domestic violence incident.He was booked on one count of making criminal threats to harm his girlfriend.RELATED: Chula Vista officer arrested for off-duty domestic violence incident"CVPD takes these allegations seriously and was disappointed to learn of this incident. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000.
