SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.' SAN DIEGO (KGTV) – A new program vows to help buy houses for teachers who are working on making it in San Diego.“It's not huge to a lot of people, but it's more space than we've ever had,” says Amy Noble as she takes us on a tour of the new house that she and her husband, Eric, bought in South Orange County. They’re high school educators and got married years ago, but home ownership seemed impossible for them. “The rent for apartments was so much that we really didn't have a good opportunity to save,” says Amy.RELATED: Making it in San Diego: Key saving steps helped renter buy her first home“We're the only private company right now that's focusing exclusively on educators,” says Nikki Lowy with Landed.Lowy says the company has already helped about 200 educators buy homes in expensive cities like Denver, Los Angeles and Seattle. Now, the company is making its way into San Diego.“[Teachers] are so important to the safety and well being and health of our communities and yet a lot of them don't see a future in the communities,” Lowy adds.Landed reportedly gives educators half the down payment for the house. In exchange, educators share 25 percent of the investment gain or loss with Landed. SAN DIEGO (KGTV) -- A motorcyclist was killed Monday night, after a crash with a suspected DUI driver in Linda Vista. Police tell 10News the driver of a Nissan ran a red light on Genesee Avenue, slamming into the motorcyclist and dragging them under the car for at least 100 feet. His 8-year-old daughter was in the car when the crash happened. SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308
