SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. "The Safe Parking Program helps those individuals find a stable place to stay while they access services, look for a job and, ultimately, find a permanent place to call home."The announcement comes on the eve of the City Council's Public Safety and Livable Neighborhoods Committee's scheduled discussion of a limited ban on residents sleeping in their cars to replace a 36-year-old ordinance the council repealed in February. The U.S. 9th Circuit Court of Appeals struck down a similar Los Angeles vehicle habitation law in 2014 for being too vague.Under the proposed new ordinance, residents who live in their cars would be barred from parking within 500 feet of a public school, excluding colleges and universities, or a place of residence between 6 p.m. and 6 a.m.RELATED: San Diego mayor proposes city ban on living in vehiclesThe city's three safe parking lots will be open and available to residents during that same 12-hour stretch, however. The city did not say whether plans are in the works to open more safe parking lots in the immediate future.At the two existing lots (on Balboa Avenue and Aero Drive) and the new one, Jewish Family Service of San Diego will have the capacity to assist roughly 300 homeless individuals and families every night."Our goal is always to holistically help clients, so that they can get back on their feet and into a home," said JFS CEO Michael Hopkins. Morena Blvd. will be staffed by 20 vehicle service specialists, driver support and onboarding staff.Mayor Kevin Faulconer, San Diego Regional Chamber of Commerce President and CEO Jerry Sanders and other community leaders were on hand for an opening ceremony.The Driver Center is designed like a race car pit stop, according to the ride-hailing company, with technicians working in teams to quickly get repairs completed and drivers back on the road.Available vehicle services include oil changes, tire rotation, and replacement of tires, brake pads, wiper blades, spark plugs, filters and batteries, along with free diagnostic assessments. While the cost of services may vary based on a vehicle's make and model, Lyft officials said the company is working to ensure pricing is below the market average.Lyft drivers can schedule an appointment by visiting Lyft.com/drivercenter, tapping on "Service" in their Driver app or simply walking in to the center, which will also serve as a driver hub with places to relax in between rides, access to bathrooms, Wi-Fi, coffee, lounge and work spaces.Drivers can connect in-person with Lyft community representatives for assistance, including vehicle inspections and app support.Lyft's Express Drive program will also operate out of the San Diego center, connecting Lyft drivers to rental vehicles with standard maintenance and insurance coverage through rental partner Flexdrive.Lyft recently opened similar facilities in Austin, Texas, Denver, Phoenix and San Francisco. 2103

SAN DIEGO (CNS) - In a 6-3 vote, the San Diego City Council today rejected a proposed .5 million sale of the property holding the city's only roller skating rink, Skateworld.The proposal called for the city to sell the parcel of land to big-box store developer Pacifica Companies, much to the chagrin of Skateworld supporters who called on the council to either collect more community feedback before approving the sale or reject it outright in favor of renovating the rink.Skateworld advocates collected thousands of signatures in an effort to save the skating rink, including a change.org petition that garnered more than 19,000 supporters. "I really appreciate that residents of every council district came to speak today about the community that Skateworld fosters,'' said City Councilwoman Barbara Bry. "I think there's so few family friendlyopportunities in that community that it's really essential.''The skating rink was developed under a state redevelopment agency more than 40 years ago. When Gov. Jerry Brown dissolved the redevelopment agencies in 2011, he ordered that their assets be liquidated to the highest bidder.The city put the property up for bid last year and named Pacifica the recommended buyer after three rounds of receiving offers for the site. Supporters of the sale, including City Councilman Scott Sherman, who represents the district Skateworld is in, argued the city's hands were tied and it should honor Pacifica's bid. City Council members Mark Kersey and Chris Cate also voted in favor of the sale."I have to try to make a decision on what is fair,'' Sherman said. "And the reality is, if we went through three rounds of bidding and everybody was aware and we went through the community outreach and all that process andSkateworld had won that bid and I came in and said, `No, the developer said they'll give us more money, just tell them what they have to beat' ... everybody in this room would be down here screaming `How dare you do that.'''After rejecting the sale, the council voted unanimously to shift the property from a liquidation designation to a future redevelopment site. Sherman raised the concern that the council could be in the same position one year fromnow, with Skateworld finishing second in a bidding process to redevelop the site. But he voted for the motion regardless. "When I was looking at this, I really did say, you know, I like to give deference to my fellow council members and their district,'' City Councilwoman Monica Montgomery said. "This though, I went to church down the street as a child and went to Skateworld, so it is something that affects all of us.''The technically nonpartisan council voted along party lines to avoid the sale, showing the influence of council Democrats' supermajority. Council President Georgette Gomez generally demurred shortly after taking the council's top post on how Democrats would flex their newfound power.The council also took a party-line vote on a polystyrene foam ban in January. 3001

  

SAN DIEGO (CNS) - A tall, thin woman in a black hooded sweatshirt robbed a Normal Heights bank today.The thief, who appeared to be in her mid-20s, approached a service counter at the US Bank branch office in the 3500 block of El Cajon Boulevard and handed a teller a demand note shortly before 12:30 p.m., according to San Diego police.After the employee gave her an undisclosed amount of cash, the robber walked out of the bank and fled in an unknown direction, Officer Tony Martinez said. 498

  

SAN DIEGO (CNS) - A San Diego man who sexually assaulted three women, some of whom were unconscious during the acts, was sentenced Friday to six years in state prison and ordered to register as a sex offender for life.Juan Carlos Cordero, 37, pleaded guilty in September to three felony sexual assault counts stemming from allegations that he assaulted women he met on dating sites or in person between 2015 and 2019.Cordero pleaded guilty to penetration of an unconscious victim by a foreign object, forcible sodomy and sodomy of an unconscious victim, with each count corresponding to women identified only as Jane Does 1 through 3.RELATED: San Diego women face their accused rapist at preliminary hearingSome of the victims alleged they may have been drugged by the defendant and testified during a preliminary hearing last year that while with Cordero, they blacked out and woke up in his bed, with little to no recollection of the previous night.Many testified that they discovered they'd suffered injuries that led them to believe they had been sexually assaulted.Some women testified they felt drugged the following morning but had no memory of how that may have occurred, while others testified that Cordero forced alcohol or drugs on them.RELATED: Sex assault suspect may have more victims, San Diego Police sayIn addition to the three victims Cordero pleaded guilty to assaulting, testimony also came from several other women alleging he committed similar acts on them, as state law allows testimony from alleged victims of defendants charged with sexual offenses in order to establish a pattern of behavior.Cordero was arrested in March 2019.Following his arrest and the District Attorney's Office filing of felony charges, San Diego police put a call out for any potential victims, stating that Cordero had been known to identify himself as "J.C." to young women in the area. 1895
