The US announced major new restrictions on US citizens traveling to Cuba on Tuesday.The new regulations announced by the Treasury will block the most common way Americans are able to visit the island through organized tour groups that license US citizens to travel automatically.These regulatory changes were originally announced on April 17. At the time, White House national security adviser John Bolton said the Treasury Department would "implement further regulatory changes to restrict non-family travel to Cuba."The new restrictions will prohibit cruise ship passengers whose trips are arranged as organized tours.The Trump administration recently allowed US companies and Cuban-Americans to sue companies using property that was seized after the 1959 Cuban revolution, including cruise ship terminals and airports.Carnival Cruise Line was the first company to be sued under Title III of the Helms-Burton law, which previous administrations had waived. 970

The Palm Beach County Sheriff's Office says at least five people are dead following a plane crash in Florida near Pahokee airport at 3800 S.R. 715.Palm Beach County Fire Rescue said a twin-engine Piper aircraft went down in Lake Okeechobee while approaching the Pahokee Airport at around 3:30 p.m.The aircraft when down just north of the airport, about 400 yards from shore.The flight departed from Tampa International Airport, according to the FAA. Officials at the airport said the plane was at Sheltair Aviation's hangar. PBSO said one person was seen swimming away from the airplane, but has not been located.Palm Beach County Fire Rescue divers are currently searching in the water, the sheriff's office said.The FAA issued an Alert Notice triggering the search for the twin-engine Piper Aircraft. 814

This week, 120,000 people in northern California went without power. It was the latest round of precautionary outages by the state’s largest utility company. PG&E says the outages were necessary to prevent downed power lines from sparking more wildfires. Last month, more than 2.5 million Californians were in the dark due to preemptive blackouts.Now, state regulators are investigating whether the forced outages were warranted.“Some people in California in October were out for eleven days straight without electricity,” says Mark Toney Executive Director of TURN Utility Reform Network in California. “That is unheard of. Unprecedented.”Public utility companies are regulated state by state. There are no federal laws guaranteeing or giving residents the right to electricity and gas service. Generally, experts say in times of emergencies like hurricanes, earthquakes and wildfires, some utilities can pull the plug on services in the interest of public safety as was claimed in California.“In California, they’re only supposed to do it as a last resort,” says Toney. That’s not to say that customers don’t have any rights. In some colder places, it may be against the law for utilities to turn off electricity or gas if they are needed for heating between November 15th and March 15th even if the bills haven’t been paid. “People only have the rights that they fight for,” says Toney. “That’s how it’s always been.”Investigators in California are looking at whether PG&E properly balanced the need to provide reliable service with public safety.One thing consumer advocates recommend is getting familiar with the consumer utility bill of rights in your state and municipality.
