SAN DIEGO (KGTV) — Nearly 6,000 San Diego workers have reportedly been laid off amid the coronavirus outbreak, but the actual number could be 60 times higher, according to officials at the San Diego Workforce Partnership. The agency estimates there are at least 350,000 San Diego workers at risk of losing their jobs, the majority of them in service sectors like hotels, restaurants and retail, where there is no option to work from home. However, the state has eliminated the 60-day public layoff notification requirement amid the outbreak, so it is unclear how many people are no longer working. It is focusing on finding employers who have a need today, such as those in delivery, transportation and logistics. It is also working with Amazon to set up mobile job expos. "We can shuffle people around and try to make sure as many people sit down as possible but at the end of the song, there's fewer chairs than there are workers."The Partnership reports hotels comprise 37 of the 52 San Diego employers that have sent them layoff information. The others are restaurants and small businesses such as dental offices and acupuncture providers. In City Heights, the Super Cocina restaurant has seen its sales drop 75 percent amid take-out only restrictions. SAN DIEGO (KGTV) - New documents in a search warrant reveal evidence in the investigation of the Poway synagogue shooting during which one person was killed and three were injured. Evidence cited in the documents confirms rumors that have been spread over the last two months surrounding a possible live stream and an alternative chat room site where many alleged John T. Earnest adopted his hateful ideology.The document states, "San Diego Police Department ("SDPD") Officers responded to that location and took John Earnest into custody without further incident. Seen on the front passenger seat was an AR-I5 rifle but no handgun was visible. Additionally, in the vehicle was a helmet with a Go-Pro camera on it."The document later describes the suspect's disposition after officers made contact. "At that time, Earnest did not appear to be under the influence of a controlled substance but did appear to have a 'flat affect' as though he was detached or unaffected by his actions," the document says.The document brings up the manifesto that was the subject of a previous 10News report. "An SDSD system data miner, found a manifesto on Pastebin.com written by a person identifying himself as John Earnest," the document says. "In the manifesto, which he named 'An Open Letter.'"On page six of the document, there is a reference to how Earnest adopted his ideology. "During that interview, he informed an SDSO Detective that he had adopted his ideology of hate for members of the Jewish religion approximately 18 month earlier. Based on my training and experience, I know that there is a process in which someone undergoes adoption of radical ideologies. This process can take several months or several years before a person actually commits to those ideologies. During the interview, Earnest also stated that he was inspired by individuals such as Adolph Hitler and Brenton Tarrant."The document also looks at a Facebook post, from a page investigators linked to Earnest. "Earnest made a posting in which he thought to draw attention to his forthcoming attack on the Chabad of Poway, share his views through his open letter, and offer people the opportunity to observe the attack itself," the document says.The document also contains statements referring to the alternative message board site 8chan, where many believe Earnest adopted a hateful ideology. "Earnest stated in the subject posting, "I've only been lurking for a year and a half, yet, what I've learned here is priceless." This information suggests that Earnest was inspired and/or educated by individuals who commented on his threads."The document explains how hard it is to track users on the site and how easy it is to modify or erase information on the site. For those reasons investigators wanted to keep the search warrant sealed.In attached files, the document shows comments from 8chan users asking "anyone had a decent read of the manifesto yet?" As well as "Anybody not already at least on a vpn [virtual private network] is playing with fire here, don't get yourselves caught before actually making an effort."Earnest will be in court for the preliminary hearing for his state case on August 19. 3182

SAN DIEGO (KGTV) - On Monday, concerns were raised and the release of police body camera video was requested after San Diego police officers reportedly shot a man on Sunday after they arrested him. Police say he managed to get out of his handcuffs and accessed a police gun after he was left in a patrol vehicle.On Monday, SDPD Lt. Andra Brown told 10News that officers were called to the Westgate Hotel on Sunday night for a report of a man who threatened security workers. After officers reportedly took in the 25-year-old Hispanic man, they say he slipped out of his cuffs while in the patrol unit.“It does happen but you know there's a tricky line to walk between having the handcuffs too tight where they can't come off but that also means that they can cause damage to a person that's under arrest and that's not our goal,” said Lt. Brown.She added that the suspect then reportedly broke a divider in the vehicle and grabbed a backup gun from an officer's gear bag that was in another area of the vehicle, all while he was alone in the vehicle and officers were away to process paperwork. “They were in the area of the vehicle. It's not like they were hundreds of yards away. They do maintain visual contact and there are other officers that are in the area,” she told ABC10 News.Once officers noticed, police say he fired a least one round after refusing their commands to drop the gun. They report that they fired back and struck him in the torso, but they say he still got out of the car with the gun and ignored their commands. Officers say a police canine then took him down.Community activist Tasha Williamson said Monday that the suspect should never have been left alone. “It’s not safe for the individual who has been arrested and not safe for the officers who are leaving them in the car with weapons,” she added.She's been demanding the release of body camera video within 24 hours of the shooting, like police did last week after rounds were fired with a robbery suspect.A police spokesperson said Monday that the release of the video will take longer in this case but the department is working hard to get it out and hopes to have it released within a couple of days.“[That’s] not sufficient and what that's telling the public is that when there’s no public outcry, they'll take their time at releasing the video,” added Williamson.The suspect was taken to the hospital with non-life-threatening injuries.SDPD is investigating the officer-involved shooting. SDPD says once its investigation is completed, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Police say the Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers before the Community Review Board on Police Practices reviews the incident. SAN DIEGO (KGTV) -- Postal workers across San Diego will have an extra pickup this Saturday - they're working to end hunger in San Diego. The San Diego Food Bank and the National Association of Letter Carriers are asking San Diegans to participate in the annual Stamp Out Hunger event by setting out bags of nonperishable food items next to their mailboxes. The letter carriers will pick up the donations on their route and deliver them to the Food Bank's warehouse. “After the holiday season, food donations drop dramatically, and this one-day food drive helps us restock our shelves ahead of the summer months when we see increased in demand from children on summer vacation who stop receiving free school meals and face hunger at home,” said San Diego Food Bank President & CEO, Jim Floros.Last year, 244,489 pounds of food was collected from homes in San Diego County alone for the San Diego Food Bank and our North County Food Bank chapter.The food was distributed through the Food Bank’s network of 400 nonprofit partner agenciesMost needed items:  1096

SAN DIEGO (KGTV) — Pacific Beach mother Sandy Algra says her number one job is keeping her child safe, something she wasn’t able to do a few months ago.Algra and her 3-year-old son were at Liberty Station Park when he was scratched by a dirty needle, sending him to the emergency room. Algra says he underwent an infectious disease consultation and will require HIV and Hepatitis C tests every six months.“Right now I’m trying to channel and redirect the anger that I feel about what happened to him, that I wasn’t able to keep him safe," said Algra.She's created a petition to designate San Diego’s playgrounds for children only; adults are only allowed if they’re accompanied by a child.Similar ordinances already exist in New York and Florida, people who violate them can face fines. "I think that most people can use common sense and understand that an adult is not meant to be living under a slide, or sitting on a swing doing drugs or otherwise, that's not what these playgrounds are designed for," said Algra.
