SAN DIEGO (CNS) - A long-planned but controversial religious tourism and conference center project in Mission Valley received final approval today from the San Diego City Council.Construction of the 1 million Legacy International Project will be funded by televangelist Morris Cerullo.Slated for the 18-acre site of the former Mission Valley Resort, the project encompasses five buildings, including a new 127-room hotel and restaurant. It will also have a replica of Jerusalem's Wailing Wall and a domed theater featuring biblical films.At a hearing two weeks ago, opponents expressed concerns over the potential for increased traffic in an already congested area.Cerullo's organization plans to add one lane in each direction on Hotel Circle South. Under a permit condition, they plan to maintain a count of vehicles that enter the facility's driveway over the first three years.On its second reading, the item was passed without comment on a 7-2 vote, with Georgette Gomez and Chris Ward dissenting.The council also approved an amendment to council policy that will move up the timeline for receiving ballot submissions from the public.The change does not affect citizens initiatives or referendums that go through the signature collection process.According to City Clerk Elizabeth Maland, the amendment will provide a little more clarity to the public about the process. SAN DIEGO (CNS) - A motorist who allegedly struck and gravely injured a bicyclist near Lindbergh Field last month, then fled San Diego and was arrested in Kern County, pleaded not guilty Monday to a felony hit and run charge.Mauricio Flores, 29, is accused in the Aug. 21 crash at India and West Washington streets that seriously injured a 66-year-old man.The victim was hospitalized with what police at the time said was a life-threatening head injury. His current condition is unknown.Police said Flores was driving a 2005 Dodge Caravan that struck the victim.Video footage shot by a witness shows the driver of a van, which had Georgia license plates, pulling to a stop following the collision and getting out along with a female passenger, identified by police as 50-year-old Jessica Bailey.In the video, the pair walked over to the where the injured man was lying on the side of the road. After looking at him for few moments, the driver pulled the bent bicycle out from under the front of the van and set it aside, then got back into the vehicle along with his companion and drove off. A second, male passenger also was seen getting out of the van in the video, but he was not identified by police.About one week after the crash, San Diego police posted Flores and Bailey's names and pictures online and asked for the public's assistance in locating the suspects.According to the California Highway Patrol, an off-duty Kern County CHP officer who had seen a flyer about the hit-and-run case came across the Caravan while riding his motorcycle in Lake Isabella, an unincorporated community about 35 miles northeast of Bakersfield.The officer reported the van, which had California government-agency license plates.Three days later, another CHP officer spotted the van -- now bearing Vermont plates -- in a parking lot outside a Vons store in the area and called in sheriff's deputies, who found Flores and Bailey and arrested them, CHP spokesman Robert Rodriguez said.Flores was booked Sept. 3 into a San Diego County jail and remains held on 0,000 bail following his Monday morning arraignment. His next court date is a Oct. 6 readiness conference.Jail records do not indicate Bailey is in custody, and it is unclear what charges, if any, she may face. 2269

SAN DIEGO (CNS) - Officers found a man fatally wounded inside a vehicle in the Bay Terraces community of San Diego, a police lieutenant said Saturday.Officers discovered the vehicle off the road with no other vehicles around and it did not appear to have been involved in a traffic crash, San Diego Police Lt. Paul Conley said.Officers dispatched to the location a little before midnight in the 7000 block of Paradise Valley Road walked up to the vehicle and discovered a man behind the wheel suffering from a gunshot to the upper body, Conley said.Paramedics rushed the man to an area hospital, where he died from his injuries, he said.The San Diego Police Department's Homicide Unit asked anyone with information regarding the shooting to call them at 619-531-2293. 775

  

SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Thursday a dozen San Diego Public Libraries would reopen for the first time since mid-March, when they were shuttered as part of a state-wide shutdown order."Our libraries offer San Diegans a treasure trove of resources, whether its access to health information, distance learning, job searching or even just a book to pass the time, and we need them now more than ever," Faulconer said. "We're reopening our libraries with health and safety as the top priority while also expanding digital access to give residents more opportunities as we get through this pandemic together."The library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. Everyone will be required to wear face coverings, have their temperature taken and practice physical distancing when possible."Our libraries have been closed since March 13 and, although we have added pickup service and virtual programming, there is no substitute for welcoming patrons into our buildings," said Library Director Misty Jones. "While we are offering limited services when we reopen, our staff will be working diligently to expand services as quickly and safely as possible."According to the library, in order to protect the health and safety of staff and guests some services may be limited or modified by staff, including time limits for computer use. A full list of in-person rules and requirements can be found on the San Diego Public Library website."The city continues to prioritize the safety of all staff and guests as we fight through this pandemic, which is why we're opening in a phased and thoughtful way," said Joel Day, the city's senior advisor for COVID-19 response and recovery. "With enhanced sanitation protocols for every building, cleaning all equipment after each interaction, enforcing physical distancing and requiring face coverings, we have a plan that will allow residents to access these public resources while staying safe and healthy."With the pandemic shedding light on the urgency of bridging the digital divide, Faulconer also announced "SD Access4All" -- an initiative aimed at tackling digital inequity by expanding broadband access in San Diego. According to city data, an estimated 53,000 San Diegans lack access to reliable internet, a resource that has proven vital for distance learning, employment opportunities and access to public health information.The program creates patio areas at select library locations to offer free WiFi and plastic-coated laptop computers for public use in a physically distanced setting. Capacity and cleaning requirements for the in-person reopening will also apply to all SD Access4All locations.While additional locations are currently being retrofitted for this program, these services are currently offered at the Central, San Ysidro, Skyline Hills and Malcolm X/Valencia Park branches.In May, under the first reopening phase, city libraries began a contact-free pickup service at some library locations. SAN DIEGO (CNS) - A San Diego man who provided alcohol to an underage drinker who subsequently caused a crash that killed her passenger was sentenced to 240 days in custody, the City Attorney's Office announced Wednesday. Fraidoon Ahmad gave alcohol to Yolanda Lozano and Mabel Bahena, both 19, on Feb. 17, 2017. Lozano later drove while drunk and collided with a truck on Interstate 15, killing Bahena. Lozano pleaded guilty to gross vehicular manslaughter while intoxicated and was sentenced to one year in custody, with Bahena's family asking a judge for leniency as the two women had been best friends since grade school. Ahmad pleaded guilty in May to misdemeanor charges of furnishing alcohol to a person under 21 and furnishing alcohol to a minor causing great bodily injury and death. RELATED: Woman who killed best friend in drunk driving crash sentenced to year in jailIn addition to being sentenced Tuesday to 240 days in custody, he will be on probation for three years and must complete nine days of work service, according to the City Attorney's Office. ``Mabel Bahena's young life was cut short, and a family was devastated by defendant's reckless actions,'' City Attorney Mara W. Elliott said. ``We hope this sentence sends a clear message that there will be severe consequences for adults who provide alcohol to minors.'' According to the City Attorney's Office, Lozano and Bahena met up with Ahmad at the Myst Hookah Lounge in the Gaslamp Quarter. Lozano was responding to an ad that Ahmad posted online, seeking prospective employees for a job at a marijuana dispensary. Ahmad gave each woman two glasses of wine and a shot of tequila at the lounge, then met up with him at his East Village apartment, where he served them more alcohol, according to the City Attorney's Office. 1804
