SAN DIEGO (CNS) - A long-planned but controversial religious tourism and conference center project in Mission Valley received final approval today from the San Diego City Council.Construction of the 1 million Legacy International Project will be funded by televangelist Morris Cerullo.Slated for the 18-acre site of the former Mission Valley Resort, the project encompasses five buildings, including a new 127-room hotel and restaurant. SAN DIEGO (CNS) - A motorist who allegedly struck and gravely injured a bicyclist near Lindbergh Field last month, then fled San Diego and was arrested in Kern County, pleaded not guilty Monday to a felony hit and run charge.Mauricio Flores, 29, is accused in the Aug. 21 crash at India and West Washington streets that seriously injured a 66-year-old man.The victim was hospitalized with what police at the time said was a life-threatening head injury. His current condition is unknown.Police said Flores was driving a 2005 Dodge Caravan that struck the victim.Video footage shot by a witness shows the driver of a van, which had Georgia license plates, pulling to a stop following the collision and getting out along with a female passenger, identified by police as 50-year-old Jessica Bailey.In the video, the pair walked over to the where the injured man was lying on the side of the road. After looking at him for few moments, the driver pulled the bent bicycle out from under the front of the van and set it aside, then got back into the vehicle along with his companion and drove off. A second, male passenger also was seen getting out of the van in the video, but he was not identified by police.About one week after the crash, San Diego police posted Flores and Bailey's names and pictures online and asked for the public's assistance in locating the suspects.According to the California Highway Patrol, an off-duty Kern County CHP officer who had seen a flyer about the hit-and-run case came across the Caravan while riding his motorcycle in Lake Isabella, an unincorporated community about 35 miles northeast of Bakersfield.The officer reported the van, which had California government-agency license plates.Three days later, another CHP officer spotted the van -- now bearing Vermont plates -- in a parking lot outside a Vons store in the area and called in sheriff's deputies, who found Flores and Bailey and arrested them, CHP spokesman Robert Rodriguez said.Flores was booked Sept. 3 into a San Diego County jail and remains held on 0,000 bail following his Monday morning arraignment. SAN DIEGO (CNS) - Officers found a man fatally wounded inside a vehicle in the Bay Terraces community of San Diego, a police lieutenant said Saturday.Officers discovered the vehicle off the road with no other vehicles around and it did not appear to have been involved in a traffic crash, San Diego Police Lt. Paul Conley said.Officers dispatched to the location a little before midnight in the 7000 block of Paradise Valley Road walked up to the vehicle and discovered a man behind the wheel suffering from a gunshot to the upper body, Conley said.Paramedics rushed the man to an area hospital, where he died from his injuries, he said.The San Diego Police Department's Homicide Unit asked anyone with information regarding the shooting to call them at 619-531-2293. 775

SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Thursday a dozen San Diego Public Libraries would reopen for the first time since mid-March, when they were shuttered as part of a state-wide shutdown order."Our libraries offer San Diegans a treasure trove of resources, whether its access to health information, distance learning, job searching or even just a book to pass the time, and we need them now more than ever," Faulconer said. "We're reopening our libraries with health and safety as the top priority while also expanding digital access to give residents more opportunities as we get through this pandemic together."The library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. Everyone will be required to wear face coverings, have their temperature taken and practice physical distancing when possible."Our libraries have been closed since March 13 and, although we have added pickup service and virtual programming, there is no substitute for welcoming patrons into our buildings," said Library Director Misty Jones. "While we are offering limited services when we reopen, our staff will be working diligently to expand services as quickly and safely as possible."According to the library, in order to protect the health and safety of staff and guests some services may be limited or modified by staff, including time limits for computer use. SAN DIEGO (CNS) - A San Diego man who provided alcohol to an underage drinker who subsequently caused a crash that killed her passenger was sentenced to 240 days in custody, the City Attorney's Office announced Wednesday. Fraidoon Ahmad gave alcohol to Yolanda Lozano and Mabel Bahena, both 19, on Feb. 17, 2017. Lozano later drove while drunk and collided with a truck on Interstate 15, killing Bahena. Lozano pleaded guilty to gross vehicular manslaughter while intoxicated and was sentenced to one year in custody, with Bahena's family asking a judge for leniency as the two women had been best friends since grade school. Ahmad pleaded guilty in May to misdemeanor charges of furnishing alcohol to a person under 21 and furnishing alcohol to a minor causing great bodily injury and death.
