A large sports complex that was being used to shelter more than 5,000 migrants in Tijuana has been closed "due to health issues," according to Mexican officials.Pictures posted to the Facebook page of the Tijuana mayor's office showed officials with face masks cordoning off the entrance of the Benito Juarez Sports Complex on Friday.The complex, which had become Tijuana's main facility for sheltering migrants trying to reach the US border, was closed "due to the poor sanitary conditions," a statement from the office of Tijuana's mayor, Juan Manuel Gastélum read.CNN crews visiting the complex last week found squalid conditions, including open sewage drains.Rodolfo Olimpo, a representative from Baja California state's Special Committee on Migration Issues, told CNN last week the complex was more than three times over its capacity.Since Thursday, Mexican officials have been transferring migrants from the complex to a new shelter that is further away from the border in the eastern part of the city in an area known as El Barretal.Most of the migrants staying at the complex had left as of Sunday, but CNN crews there observed several dozen migrants staying in tents outside the gate. 1201

The deputy offers to hold Griffin’s phone to continue recording the incident while he is handcuffed.Griffin remains handcuffed for several minutes while deputies wait for confirmation if he is the suspect or not. Griffin stays calm and talks to the deputies during this time.“Seven cop cars, with everything going on, it’s just a little bit scary,” Griffin says. The deputies agree, but say “see it through our eyes,” since he matches the description. “Do you think we want to be out here killing people?”Eventually, Griffin is let go and it is determined he was not the suspect deputies were looking for. The suspect was later arrested. Griffin is seen on camera thanking the deputies, “Officer Estrada, who said from the beginning he wasn’t going to let anything happen to me.” 1648

  

A federal appeals court on Friday overturned the death sentence of Dzhokhar Tsarnaev in the 2013 Boston Marathon bombing. The three-judge panel of the 1st U.S. Circuit Court of Appeals in Boston issued the decision more than six months after arguments were heard in the case. Tsarnaev’s lawyers had argued that intense media coverage had made it impossible to have a fair trial in Boston. The April 15, 2013, attack killed three people and injured more than 260 others. Tsarnaev was convicted on 30 charges, including conspiracy and use of a weapon of mass destruction. 577

  

A group of California lawmakers is raising new questions about what the state is getting in return for the billions of dollars it has spent combating its homeless crisis.The seven lawmakers, all Republicans, are calling for an audit that will need bipartisan support to get going. In the last two years, California has invested .7 billion on homelessness, and Gov. Gavin Newsom is budgeting an additional .4 billion in next year's budget. Meanwhile, the Federal Department of Housing and Urban Development says California's homeless population increased by 16 percent last year, or 21,306 people. "I don't know where that money is going, and it's being approved by the legislature," said State Sen. Brian Jones, Republican of San Diego County's 38th district, who is calling for the audit. "So if I don't know where it's going, how can the taxpayers know where it's going?"Newsom's office did not immediately respond to a request for comment. Last week, Newsom unveiled a proposal for .4 billion to overhaul medi-cal and create a new fund that would serve in part to help people on the brink of homelessness make rent. San Diego homeless advocate Michael McConnell, who is not a member of a political party, said he has been asking many of the questions those seeking the audit are raising. "We know the big buckets that the money just kind of disappears into, but what we don't do is we don't follow it all the way through to see how many folks were actually getting out of homelessness," he said. The state's Joint Legislative Audit Committee, comprised mostly of Democrats, will consider the audit request at its Feb. 19 meeting. Last year, the San Diego County Taxpayers Association reported that local spending on homeless services increased 20-fold in the prior decade, but varying data collection methods made it hard to track return on investment. 1870
